1999-01 RESOLUTION NO. 99-01 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE, STATE OF CALIFORNIA, APPROVING SITE AND ARCHITECTURAL REVIEW CASE NO. 99-01 WHEREAS, the applicant, Stonewood Construction Company, has applied for the approval of Site and Architectural Review Case No. 99-01 to replace an existing residence with a new residence; and WHEREAS,a properly noticed public hearing was held bythe Planning Commission on June 17, 1999; and WHEREAS, the California Environmental Quality Act (CEQA) Article 19, Section 15303 - New Construction of a single family residence is Categorically Exempt; and NOW THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE, STATE OF CALIFORNIA, AS FOLLOWS: 1. That the proposed project is consistent with the intent of the Grand Terrace Municipal Code and the General Plan. 2. That the location and configuration of the proposed single family residence is visually harmonious with this site and surrounding sites and structures, that it does not interfere with the neighbors' privacy, that it does not unnecessarily block scenic views from other structures and/or public areas and is in scale with the town scape and natural landscape of the area. 3. That the architectural design of the proposed single family house, its materials and colors are visually harmonious with surrounding development, natural landforms, are functional for the proposed project and are consistent with the Grand Terrace Municipal Code. 4. That the plan for landscaping and open spaces provide a functional and visually pleasing setting for the structures on this site and is harmonious with the natural landscape of the area and nearby developments. 5. That there is no indiscriminate clearing of property, destruction of trees or natural vegetation or the excessive and unsightly grading o hillsides,thus the natural beauty of the city, its setting and natural landforms are preserved. 6. That the conditions of approval for this project necessary to secure the purposes of the Grand Terrace Municipal Code and General Plan are made a part of this approval. RESOLUTION NO. PAGE 2 - BE IT FURTHER RESOLVED that S.A.-99-01 is hereby approved subject to the following conditions: 1. The proposed project consisting of a single family residence shall be constructed in accordance with the Site and Architectural Review Board's approval on June 17, 1999, minor changes and/or clarification may be made by the Community and Economic Development Director. The design, materials and colors shall match those approved by the Site and Architectural Review Board. 2. Any roof-top mechanical equipment shall be located at a distance from the edge of the building or shielded by means of a lattice or similar material or parapet so as'not be visible from pedestrian level, adjacent roads or adjacent properties. 3. Compliance with the recommendations and requirements listed in the Building/Safety and Public Works memorandum dated March 18, 1999 (Attachment "B") excepting that the "grading and drainage plan" required by Item 2.0 shall be only on the northerly portion of the site from the street frontage to 160' south; that the street improvements required by Item 2.D.1 are deferred and with the sidewalk requirement to be waived; and that the underaround utilities reauired by Item 4 be waived. Said deferment agreement shall be submitted to the City prior to the issuance of building permits. 4. Full compliance with the recommendations of the County of San Bernardino Fire Department--Community Safety Division in its memorandum dated March 15, 1999 (Attachment "C"). 5. Payment of applicable school fees to the Colton Unified School District and submittal of proof to the City of Grand Terrace. 6. Prior to the issuance of building permits, submit a work plan to the Community and Economic Development Department with the hours of construction and measures to minimize any impacts resulting from noise, dust or construction traffic. 7. All aspects of the proposed project including building maintenance and landscaping shall be maintained in a clean and functional manner to the satisfaction of the Community and Economic Development Director in accordance with this approval and the overall goals and objectives of the City of Grand Terrace.
