RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE,
TERRACE, STATE OF CALIFORNIA MODIFYING THE CONDITIONS OF APPROVAL
OF CONDITIONAL USE PERMIT NO. 98-04 AND ENVIRONMENTAL ASSESSMENT NO.
98-10 AS REQUESTED UNDER CONDITIONAL USE PERMIT NO. 98-04A-1
WHEREAS, the applicant,American Modular, has applied for the modification of the
conditions of approval of Conditional Use Permit Case No. 98-04 and Environmental
Review Case No. 98-10 to extend the deadline to install the fire protection improvements
called for by the engineered water plan; and
WHEREAS, a properly noticed public hearing was held by the Planning Commission
on December 2, 1999; and
WHEREAS, under the California Environmental Quality Act (CEQA), Article 11,
Section 15164, this approval qualifies as an addendum to the original Negative Declaration
in that the modifications to this project do not affect the status of the Negative Declaration
for the original project in that the finding that there is no substantial evidence that the
project, as modified, will have a significant impact on the environment still applies; and
NOW THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF
THE CITY OF GRAND TERRACE, STATE OF CALIFORNIA, AS FOLLOWS:
1. That the proposed project, as modified by this proposal, is consistent with the
intent of the Grand Terrace Municipal Code and the General Plan.
2. That the proposed use as a manufacturing facility of manufactured mobile
modular structures including portable classrooms and office trailers and as
modified by this proposal will not be:
1) Detrimental to the health, safety, morals, comfort or general
welfare of the persons residing or working within the
neighborhood of the proposed amendment or within the city.
2) Injurious to property or improvements in the neighborhood or
within the city.
3. That the conditions of approval for this project necessary to secure the
purposes of the Grand Terrace Municipal Code and General Plan are made
a part of this approval.
4. That if this project is not conditioned, it will have a major negative impact on
the development standards of this community.

BE IT FURTHER RESOLVED that CUP-98-04A-1 is hereby approved subject to the
following conditions:
1. ' That all conditions and requirements of the original approval by the Planning Commission
on September 16, 1999 of Conditional Use Permit No. 98-04 shall remain in full force and
effect except as modified herein.
2. That Condition No. 31 of the original approval be modified to allow the applicant additional
time to install the improvements needed for fire protection and that said installation to be
completed by January 31, 2000.
3. That if the applicant fails to evidence substantial progress in the form of plan check
submittals and easement finalization as determined by the Community and Economic
Development Director,then the applicant shall deposit an additional$42,000 with the City
of Grand Terrace on or by January 1,2000 in the form of a cashier's.check to cover the full
cost of installing the improvements needed for fire protection purposes.
4. That in the event a full deposit is made by the applicant,then the City will refund 50%of the
said deposit when 50% of the installation of the improvements for fire protection has been
completed.
PASSED AND ADOPTED by the Planning Commission of the City of Grand
Terrace, California, at a regular meeting held on the 2nd day of December, 1999.
