RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE,
TERRACE, STATE OF CALIFORNIA MODIFYING THE CONDITIONS OF APPROVAL
OF CONDITIONAL USE PERMIT NO.98-04AND ENVIRONMENTAL ASSESSMENT NO.
98-10 AS REQUESTED UNDER CONDITIONAL USE PERMIT NO. 98-04A-2
WHEREAS, the applicant, United Strategies, Inc, has applied for the modification
of the conditions of approval of Conditional Use Permit Case No. 98-04 and Environmental
Review Case No. 98-10 to extend the deadline to comply with certain of the requirements ,
of the original approval; and
WHEREAS,a properly noticed public hearing was held bythe Planning Commission
on October 19, 2000; and
WHEREAS, under the California Environmental Quality Act (CEQA), Article 11,
Section 15164,this approval qualifies as an addendum to the original Negative Declaration
in that-the modifications to this project do not affect the status of the Negative Declaration
for the original project in that the finding that there is no substantial evidence that the
project, as modified, will have a significant impact on the environment still applies; and
NOW THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF
-_ THE CITY OF GRAND TERRACE, STATE OF CALIFORNIA, AS FOLLOWS:
1. That the proposed project, as modified by this proposal, is consistent with the
intent of the Grand Terrace Municipal Code and the General Plan.
2. That the proposed use as a remodeling and manufacturing facility of
manufactured mobile modular office and classroom structure and as
modified by this proposal to extent the original deadline to complete certain
improvements will not be:
1) Detrimental to the health, safety, morals, comfort or general
welfare of the persons residing or working within the
neighborhood of the proposed amendment or within the city.
2) Injurious to property or improvements in the neighborhood or
within the city.
3. That the conditions of approval for this project necessary to secure the
purposes of the Grand Terrace Municipal Code and General Plan are made
a part of this approval.
4. That if this project is not conditioned, it will have a major negative impact on
the development standards of this community.

BE IT FURTHER RESOLVED that CUP-98-04A-2 is hereby approved subject to the
following conditions:
1. That all conditions and requirements of the original approval by the Planning
Commission on September 16, 1999 of Conditional Use Permit No. 98-04
shall remain in full force and effect except as modified herein.
2. That before this approval is deemed effective, the new tenant of the subject
site shall obtain the applicable City Business License/Tax.
3. That before this approval is deemed effective, the applicant shall provide
written proof from the San Bernardino County Fire Department that the water
line and on site hydrants which were installed on the subject site earlier this
year meet the Fire Department's requirements and are adequate to protect
the property from fire hazards.
4. That a permanent certificate of occupancy shall be obtained by the new
tenant.
5. That the following conditions of the original approval have been modified to
the extent that the deadline to comply has been extended 180 days to March
161h, 2001 (the numbers refer to the original conditions approval by the
Planning Commission on September 16, 1999):
#3 One (1) parking space for every five hundred (500) square feet of
gross floor area devoted to manufacturing use; and one (1) parking
space for every two hundred (200) square feet of gross floor area
devoted to office use shall be provided on the site. For the proposed
use a total of 55 parking spaces are required.
#11 All conditions as recommended by the City's Department of Housing
and Building in its Memorandum dated October 22, 1998 shall be met.
#12 Three sets of landscaping plans for any areas to be landscaped shall
be submitted to the Community and Economic Development
Department for any new or remodeled, reconstructed areas to be
landscaped. Said plans shall the type, size and number of plants,
together with irrigation facilities, and shall be approved prior to the
issuance of an occupancy permit for any expansion area.
#15 The entire site shall be surfaced and striped in accordance with
approved parking locations,fire lanes and access ways as determined
by the Community and Economic Development Department, unless
otherwise approved by the Planning Commission
#16. All conditions for improvements shall be completed prior to the
issuance of occupancy of the expansion areas allowed by this
approval.

#20 The proper connection of 21516 Main Street (American Modular
property) to the public waste system with submittal of plans and
applicable fees to the City of Grand Terrace within 6 months from the
effective date of this approval.
#24 Payment of a Traffic Mitigation Fee whenever the fee is installed by
the City of Grand Terrace in proportion to the amount of trips
generated by this development, approximately but not to exceed
$10,000.
#29 Add screening to the fencing along the .easterly boundary of the
subject site to the satisfaction of the Community and Economic
Development Department so as to screen the interior of the site from
the public view on Main Street.
6. This approval does allow for an additional 6 months to file the parcel map
required by Condition No. 25 of the original approval to March 16th, 2001;
however, it is additionally required that the said parcel map shall be recorded
within 9 months of its filing
PASSED AND ADOPTED by the Planning Commission of the City of Grand
Terrace, California, at a regular meeting held on the 19th day of October, 2000.
