2000-05 RESOLUTION NO. 2000-05 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE,CALIFORNIA APPROVING FILE NOS. SA-00-11 AND E-00-12,SITE AND ARCHITECTURAL REVIEW TO CONSTRUCT AN 11,781 SQUARE FOOT COMMERCIAL BUILDING IN THE CM - COMMERCIAL MANUFACTURING ZONING DISTRICT WHEREAS, the applicant, C-Y DEVELOPMENT COMPANY, applied for Site and Architectural Review and Environmental Evaluation to construct an 11,781 square foot office, salesroom and warehouse for wholesale building supply sales in the CM — Commercial Manufacturing Zoning District; and WHEREAS,a properly noticed Negative Declaration has been prepared for this project and is attached herein by reference; and WHEREAS, a properly noticed public hearing was held by the Planning Commission on October 19, 2000; NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Grand Terrace, State of California, as follows: 1. That the proposed project is consistent with the intent of the Grand Terrace Municipal Code and the General Plan. 2. That the location and configuration of all structures associated with this project are visually harmonious with this site and surrounding sites and structures,that they do not unnecessarily block scenic views from other structures and/or public areas and are in scale with the townscape and natural landscape of the area. 3. That the architectural design of structures,their materials and colors are visually harmonious with surrounding development,natural landforms,are functional for the proposed project and are consistent with the Grand Terrace Municipal code. 4. That the plan for landscaping and open spaces provide a functional and visually pleasing setting for the structures on this site and is harmonious with the natural landscape of the area and nearby developments. 5. That there is no indiscriminate clearing of property,destruction of trees or natural.vegetation or the excessive and unsightly grading'of hillsides, thus the natural beauty of the city, its setting and natural landforms are preserved. 6. That the conditions of approval for this project necessary to secure the purposes of the Grand Terrace Municipal Code and General Plan are made a part of this approval. Planning Commission Resolution File No.SA-00-11 Page 2 of 3 BE IT FURTHER RESOLVED,that the proposed project is hereby approved subject to the following conditions of approval: 1. The project shall be constructed in accordance with Site and Architecture design as approved by the Site and Architectural Review Board On October 19, 2000. All plans shall be consistent in terms of property lines, easements locations and dimensions, and other measurements. Minor changes or clarifications may be approved by the Community Development Department including possible architecture element to protect front door/office entry. All building materials to match submitted materials board,and as approved by the Site and Architectural Review Board. 2. Compliance with all recommendations listed in the Building and Safety/Public Works memorandum dated September 27,2000(Attachment-A),except for comment number 4 regarding elimination of the roll-up door facing Commerce Way. 3. The roll-up door facing Commerce Way shall be used only for vehicles entering and/or exiting the building and shall not be used for backing and maneuvering of trucks to or from Commerce Way or loading goods and materials to or from trucks parked on Commerce Way. 4. Compliance with all recommendations listed in the City Engineer's memorandum to the City dated September 12, 2000 (Attachment-B) 5. Compliance with California Department of Transportation (Caltrans) letter dated September 13, 2000 (Attachment-C). 6. All retaining walls shall be reviewed and approved by the City Engineer prior to issuance of building permits. Should the retaining walls require issuance of an encroachment permit by Caltrans for the I-215 right-of-way,provisions for temporary security fencing along the I-215 right-of-way shall be implemented prior to issuance of occupancy permit for the building. 7. All signs shall comply with current sign ordinance for Commercial Manufacturing(CM) zones. 8. Provide "will serve" letter from the water company. 9. All trash containers shall be enclosed within a 6-foot high solid wall. Detail plans shall be submitted for Building and Safety, and Community Development approval. 10. Commercial Manufacturing uses that are wholesale instead of retail shall have at least 30%of their volume of sales taxable.Wholesale businesses will be required to provide to the Community Development Department documentation on the first day of July of each year each year for next five (5) years of operation showing the amount to retail tax . generated. 11. This project is subject to payment of circulation improvement fees per Ordinance No. 190 of the City of Grand Terrace, in the amount of $6,865.96 prior to issuance of building permits. 12. Any significant expansion or changes shall be reviewed by the appropriate City agencies. Additional permits or amendments to the Site and Architectural Review Conditions may be necessary. 13. Per Trip Reduction Ordinance Number 147 - Code Section 16.04.040 (B)(I), the applicant shall install a three (3) bike bike-rack near the office building prior to occupancy. 14. Applicant shall provide a lighting plan for Community Development Department and Building and Safety approval prior to issuance of any building permits(around proposed Planning Commission Resolution File No.SA-00-I I Page 3 of 3 building and parking lot). 15. All aspects of the proposed project including the building and landscaping/irrigation shall be completed prior to building occupancy and shall be maintained in a clean and functional manner in accordance with this approval and the overall goals and objectives of the City of Grand Terrace. 16. All Utilities to be underground or screened from public view. 17. All Mechanical Equipment shall be screened from public view. 18. Provide trees along the east property line that grow in a tall columnar manner. 19. Provide decorative up-lighting to accentuate the building architecture along the Commerce way elevation. Approval of a Conditional Use Permit is required for the proposed tenant prior to building occupancy. NOW,THEREFORE,THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE, HEREBY APPROVES SA 00-11 and E-00-12, BASED ON THE ABOVE FINDINGS. The proposed project involves the development of an 11,500 square foot warehouse building adjoining State Route 215 south of the Barton Road Exit. We have comments concerning the retaining wall proposed to be constructed along State Route 215 right-of-way. The "Site Plan" sheet appears to show the retaining wall adjoining State Route 215 at two northerly end points. However, the "Grading Plan" seems to show a retaining wall to be built along some 185 feet of property line adjoining the State right-of-way. We are particularly concerned with the "Grading Plan" because existing security fencing, an irrigation system and eucalyptus trees closely adjoin the property line in this area. In' either case an Encroachment Permit would be required for construction of the retaining wall where its design impacts facilities .in the State right-of-way.
