RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND
TERRACE APPROVING SITE AND ARCHITECTURAL REVIEW CASE NO. 02-06
AND ENVIRONMENTAL REVIEW CASE NO. 02-08 TO CONSTRUCT AN
APPROXIMATELY 3,140 SQUARE FOOT GARAGE TO THE REAR OF THE
RESIDENCE AT 12090 ROSEDALE AVENUE IN THE CITY OF GRAND TERRACE
WHEREAS, the applicant, Wayne M. Wipple, has applied for the approval of Site and
Architectural Review Case No. 02-06 and Environmental Review Case No. 02-08 to construct an
approximately 3,140 square foot garage structure.; and
WHEREAS, a properly noticed public hearing was held by the Planning Commission on
September 19, 2002; and
WHEREAS, under the California Environmental Quality Act(CEQA) Article 19, Section
15332, Class 32, this project qualifies for a Categorical Exemption, Class 32, which is a class of
projects that have been determined by the State's Secretary for Resources not to have a significant
effect on the environment and which shall,therefore,be exempt from the provisions of CEQA;and
NOW THEREFORE,BE IT RESOLVED BY THE PLANNING COMMISSION OF
THE CITY OF GRAND TERRACE, STATE OF CALIFORNIA,AS FOLLOWS:
1. The proposed project to construct a garage is consistent with the intent of the Grand
Terrace Municipal Code and the General Plan in that it meets the standards of the
Zoning Code and provisions of the City's General Plan.
2. The locations and configuration of all structures associated with this project are
visually harmonious with this site and surrounding sites and structures,that they do
not interfere with the neighbors'privacy,that they do not unnecessarily block scenic
views from other structures and/or public areas,and are in scale with the townscape
and natural landscape of the area. The design and appearance of the proposed garage
will be consistent with existing residential development in the area and the City. In
addition, the site will be appropriately landscaped to blend in with existing
development and the existing landscaping along Rosedale will screen the appearance
of the garage from the public street.
3. The architectural design of structures, their materials, and colors are visually
harmonious with surrounding development and natural landforms;are functional for
the proposed project; and are consistent with the Grand Terrace Municipal Code.
Said materials will match existing materials and colors of the existing residence on
the site and other residences in the area.
4. The plan for landscaping and open spaces provides a functional and visually pleasing
setting for the structures on this site and is harmonious s with the natural landscape
of the area and hereby developments. The proposed landscaping of the site will be

minimize any visual impacts to the surrounding area.
5. There is no indiscriminate clearing of property, destruction of trees or natural
vegetation or the excessive and unsightly grading of hillsides,thus the natural beauty
of the city, its setting and natural landforms are preserved. The subject site is a
residential lot, fairly level and with little or no natural resources.
6. The design and locations of all signs associated with this project are consistent with
the scale and character of the building to which they are attached or otherwise
associated with and are consistent with the Grand Terrace Municipal Code. All signs
will be subject to a separate review through a required and separate sign permit.
7. Conditions of approval for this proj ect necessary to secure the purposes of the Grand
Terrace Municipal Code and General Plan are made a part of this approval as set
forth in the accompanying Resolution of Approval.
BE IT FURTHER RESOLVED that SA-02-06 is hereby approved subject to the following
conditions:
1. The proposed project shall be constructed in accordance with the conditional use
permit as approved by the Planning Commission of the City of Grand Terrace on
September 19, 2002. All plans shall be consistent in terms of property lines, space
lines and other measurements. Minor changes or clarifications may be made by the
Director.
2. This approval is for the construction of an approximately 3,140 square foot garage
with appurtenances including landscaping, fencing, and driveway.
3. The landscaped areas cited above along the street frontages shall be shown on a
landscaping/irrigation plan to be approved by the Community Development
Director. Said landscaping/irrigation plan shall show plant types,numbers of plants,
sizes and irrigation facilities. Three copies of the landscaping/irrigation plan shall
be submitted for review and approval prior to the issuance of building permits.
4. There shall be two parking spaces within a garage for the benefit of the single family
residence on the site provided at all times.
5. All parking areas and driveways on the subject site shall be surfaced and maintained
with asphaltic concrete, or other permanent, impervious surfacing material so as to
prevent mud, dust, loose material and other nuisances.
6. All outside lighting for the garage shall be hooded and directed so as not to shine
directly upon adjoining property or the public right-of-way.
7. No commercial or industrial activity shall take place within the new garage or on the
subject site except as authorized a Home Occupation Permit approved by the
Community Development Director.

8. No commercial vehicle shall be parked or stored on the subject site except as
authorized by a Home Occupation Permit approved by the Community Development
Director.
9. The proposed roof of the garage shall consists of a tile roof to match the existing
residence; a metal roof is not permitted by this approval.
10. A six foot high wood fence with gates shall be constructed along the westerly and
easterly property lines as shown on the site plan subject to approval of the
Community and Development Director.
11. The applicant shall comply with all requirements of the Hazardous Materials
Division of the County Fire Department as listed in its letter dated July 22, 2002
12. The applicant shall comply with all requirements of the Director of Building and
Safety/Public Works in his memorandum dated July 31, 2002.
13. The applicant shall comply with all requirements of the Community Safety Division
of the County Fire Department in its letter dated August 2, 2002.
14. The applicant shall comply with all requirements of the City Engineer in his
memorandum dated August 9, 2002.
15. This grant shall not be deemed effective until the"acceptance of conditions"for Site
and Architectural Review Case No. 02-06 has been signed by the applicant and
returned to the City.
