RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND
TERRACE, STATE OF CALIFORNIA,APPROVING ENVIRONMENTAL REVIEW
CASE NO. 03-01 AS A NEGATIVE DECLARATION FOR THE DEVELOPMENT OF
PETTA PARK ON PROPERTY LOCATED ON THE SOUTH SIDE OF GRAND
TERRACE ROAD BETWEEN MT. VERNON AND THE SENIOR CENTER
WHEREAS,the applicant,the City of Grand Terrace,has applied for the approval of
Environmental Review Case No. 03-01 as a Negative Declaration for the environmental
assessment of the future development of Petta Park; and
WHEREAS,public review and input of the proposed Negative Declaration was solicited
through a public hearing, properly noticed, held by the Planning Commission on Thursday, April
17,2003; and
WHEREAS,various City, County and State agencies were asked to comment on the
proposed Negative Declaration; and
WHEREAS,under the California Environmental Quality Act(CEQA).Guidelines, Article
6, Section 15070,the proposed future development of Petta Park qualifies for a Negative
Declaration in that there is no substantial evidence that the project will have a significant impact
on the environment; and
NOW,THEREFORE,BE IT RESOLVED BY THE PLANNING COMMISSION
OF THE CITY OF GRAND TERRACE, STATE OF CALIFORNIA,AS FOLLOWS:
1. The proposed project is consistent with the intent of the Grand Terrace Municipal
Code and the Grand Terrace General Plan in that the site is located in PUB
(Public Facilities)Zoning Category which allows for park use as a permitted use
and the PUB (Public Facilities) land use category of the General Plan which calls
for public institutional/recreational uses.
2. The Initial Study identifies potentially significant effects with respect to light and
glare and aesthetics.
3. The two potentially significant effects will be mitigated to a less than significant
levels by meeting the requirements of the City's lighting ordinance to direct such
lighting away from nearby residential areas and by requiring that the development
plan and landscaping plan for the future park take into consideration the
preservation of views from those residential properties to the immediate south of
the park site.
4. There is no substantial evidence, in light of the whole record,before the Planning
(� Commission,that the project with the requirements cited above,may have a
- significant effect on the environment.
BE IT FURTHER RESOLVED that E-03-01 is hereby approved based on the findings above.
PASSED AND ADOPTED by the Planning Commission of the City of Grand Terrace,
California, at a regular meeting held on the 17'day of April, 2003.
