2001-06 Y RESOLUTION NO. 2001-06 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE,CALIFORNIA APPROVING FILE NO.CUP-01-03,A CONDITIONAL USE PERMIT TO OPERATE A WHOLESALE PLUMBING SUPPLY BUSINESS WITHIN AN 11,781 SQUARE FOOT COMMERCIAL BUILDING IN THE CM - COMMERCIAL MANUFACTURING ZONING DISTRICT WHEREAS, the applicant, RIVERSIDE WINNELSON COMPANY, applied for a Conditional Use Permit to operate a wholesale plumbing supply business within an 11,781 square foot building in the CM—Commercial Manufacturing Zoning District; and WHEREAS, the proposed use has been determined to be categorically exempt from environmental review per Section 15301 of the California Environmental Quality Act(CEQA);and WHEREAS, a properly noticed public hearing was held by the Planning Commission on November 15, 2001; NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Grand Terrace, State of California, as follows: The Planning Commission, after holding a public hearing and considering the proposed use, shall make its determination. The Planning Commission shall approve the application only if it finds: 1. The proposed use is consistent with the Grand Terrace Municipal Code and the General Plan. 2. The proposed use will not be detrimental to the health, safety, morals, comfort or general welfare of persons residing or working within the neighborhood of the proposed use or within the city in general. 3. The proposed use will not be injurious to property or improvements in the neighborhood or within the city. 4. That the conditions of approval for this project necessary to secure the purposes of the Grand Terrace Municipal Code and General Plan are made a part of this approval. BE IT FURTHER RESOLVED,that the proposed project is hereby approved subject to the following conditions of approval: 1. Applicant shall comply with any forthcoming conditions of approval from the Building & Safety/Public Works Department and the San Bernardino County Fire Department. 2. The roll-up door facing Commerce Way shall be used only for vehicles entering and/or exiting the building and shall not be used for backing and maneuvering of trucks to or from Commerce Way or loading goods and materials to or from trucks parked on Planning Commission Resolution File No.SA-00-11 Page 2 of 2 - Commerce Way. 3. All signs shall comply with current sign ordinance for Commercial Manufacturing(CM) zones. 4. Commercial Manufacturing uses that are wholesale instead of retail shall have at least 30%of their volume of sales taxable.Wholesale businesses will be required to provide to the Community Development Department documentation on the first day of July of each year each year for next five (5) years of operation showing the amount to retail tax generated. 5. All aspects of the proposed project including the building and landscaping/irrigation shall be completed prior to building occupancy and shall be maintained in a clean and functional manner in accordance with this approval and the overall goals and objectives of the City of Grand Terrace. 6. Submit an exemption from the San Bernardino County Health Department prior to occupancy. NOW,THEREFORE,THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE, HEREBY APPROVES CUP 01-03 BASED ON THE ABOVE FINDINGS. PASSED AND ADOPTED by the Planning Commission of the City of Grand Terrace California at a regular meeting held on the 15th day of November 2001 by the following vote: AYES:Chair Van Gelder, Vice Chair Wilson,.
