A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF GRAND TERRACE,CALIFORNIA APPROVING FILE NUMBERS
SA-01-11 AND CUP-01-04: SITE AND ARCHITECTURAL REVIEW
AND A CONDITIONAL USE PERMIT, TO CONSTRUCT A 24,751
SQUARE FOOT SEMINARY ON VACANT CHURCH
PROPERTY LOCATED AT THE SOUTHEAST CORNER OF PICO
STREET AND ORIOLE AVENUE.
WHEREAS, the applicant, KRISTY HANSON FOR THE ARCHDIOCESE OF SAN
BERNARDINO, applied for Site and Architectural Review and a Conditional Use Permit to
construct a 24,751 square foot seminary on existing church property in the R1-7.2 Zoning District;
and
WHEREAS,the project has been deemed categorically exempt from environmental review;
and
WHEREAS, a properly noticed public hearing was held by the Planning Commission on
February 21, 2002;
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of
Grand Terrace, State of California, as follows:
1. That,the following findings have been made in accordance with the approval of CUP-01-01:
A. The proposed use will not be detrimental to the general health, safety, morals, and
comfort or general welfare of the persons residing or working within the
neighborhood or in the City;
B. The proposed use will not be injurious to any-physical properly or improvements in
the neighborhood or within the City;
C. The proposed use is consistent with the Grand Terrace General Plan;
D. Conditions necessary to secure the purposes of the Grand Terrace Municipal Code
Plan are made a"part of the conditional use permit;
2. That the location and configuration of all structures associated with this project are visually
harmonious with this site and surrounding sites and structures,that they do not unnecessarily
block scenic views from other structures and/or public areas and are in scale with the
townscape and natural landscape of the area;
3. That the architectural design of structures,their materials and colors are visually harmonious
with surrounding development,natural landforms,are functional for the proposed project and
are consistent with the R1-7.2 Zoning District;
4. That the plan for landscaping provides a functional and visually pleasing setting for the
structures on.this site and is a harmonious addition to the landscape of the area and nearby
- developments
5. That the conditions of approval for this project necessary to secure the purposes of the.Grand
Terrace Municipal Code and the General Plan are made a part of this approval.

BE IT FURTHER RESOLVED;that the proposed project is hereby approved subject to the
following conditions of approval:
l. The project shall be constructed in accordance with Site and Architecture design as approved
by the Site and.Architectural Review Board On February 21, 2002. All plans shall be
consistent in terms of property lines, easements locations and dimensions, and other
measurements. Minor changes or clarifications may be approved by the Community
Development Department. All building materials to match submitted materials board,and as
approved by the Site and Architectural Review Board.
2. Any significant expansion or changes to the design and/or configuration of the site and or
structures shall be reviewed by the appropriate City agencies. Additional permits or
amendments to the Site and Architectural Review Conditions may be necessary:
3. The Conditional Use Permit (File No. CUP-01-04) authorizes the use of the site as a
seminary only. Any substantial changes or additions to.the use may require review by the
Planning Commission.
4. All aspects of the proposed project including the building and landscaping/irrigation shall be
completed prior to building occupancy and shall be maintained in a clean and functional
manner in accordance with this approval'and the overall goals and objectives of the City of
Grand Terrace.
5. Compliance with all recommendations listed in the Building and Safety/Public Works
memorandum dated December 6, 2001 (Attachment-A).
6. Compliance with San Bernardino County Fire Department, Community Safety Division,
requirements in letter dated December 3, 2001 (Attachment Q.
7. This project is subject to payment of circulation improvement fees per Ordinance No. 190 of
the City,of Grand Terrace,in the amount of$730.00($1,349.72)priorto issuance of building
permits.
8. The circular driveway shall be posted no parking with sensitively designed signs,and the no
parking condition shall be incorporated into any written rules governing the students living at
the facility.
9. Recess windows within window openings to give the appearance of greater wall thickness,
and/or provide trim details around all windows.
10. Use a smooth plaster finish for all exterior stucco walls.
11. Applicant shall provide a lighting plan for Community Development Department and
Building and Safety approval prior to issuance of building permits(decorative up lighting of
- the building is encouraged).

12. Upgrade landscaping plant materials in the existing church parking lot.
13. All trash containers shall be enclosed within a 6-foot high solid wall. Detail plans shall be
submitted for Building and Safety, and Community Development approval.
14. All Utilities to be underground or screened from public view.
15. All Mechanical Equipment shall be screened from public view.
NOW,THEREFORE,THE PLANNING COMMISSION OF THE CITY OF GRAND
TERRACE HEREBY APPROVES SA-01-08 AND CUP-01-04 BASED ON THE ABOVE
FINDINGS.
PASSED AND ADOPTED by the Planning Commission of the City of Grand Terrace
California at a regular meeting held on the 21 st day of February 2002 by the following vote:
