2002-02 RESOLUTION NO. 2002-02 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE, CALIFORNIA APPROVING FILE NO. SA-02-03/E-02-04 APPLICATIONS FOR A SITE AND ARCHITECTURE AND ENVIRONMENTAL REVIEW TO CONSTRUCT A SINGLE FAMILY RESIDENCE AT 11675 GRAND TERRACE COURT IN THE R1-20 ZONING DISTRICT. WHEREAS,the applicant, STONEWOOD CONSTRUCTION COMPANY,applied for a Site and Architectural and Environmental Review to construct a single family residence in the R1-20 Zone District; and WHEREAS, it has been determined that construction of a single family unit on an existing lot is categorically exempt per Section 15303 Class 3 (a) of the California Environmental Quality Act (CEQA); and WHEREAS, a properly noticed public hearing was held by the Planning Commission on May 16, 2002; NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF'GRAND TERRACE, STATE OF CALIFORNIA,AS FOLLOWS: The Planning Commission, after holding a public hearing and considering the proposed Site and Architectural and Environmental Review,makes the following findings: 1. That the proposed project is consistent with and complies with the R1-20 zoning of the site and the LDR(Low-Density Residential) category General Plan. 2. That the location and configuration of the residence is visually harmonious with this site and surrounding sites and structures,that the residence does not unnecessarily block scenic views from other structures and/or public areas and is consistent with the neighborhood and natural landscape areas. 3. That the architectural,materials,and colors of the residence will be visually harmonious with the surrounding neighborhood, natural land forms, and are functional for the proposed project and will be consistent with the R1-20 zoning. 4. That the plans for landscaping and open spaces provide a functional and visually pleasing setting for residence and is harmonious with the natural landscape of the area and nearby neighborhood. 5. That there is no indiscriminate clearing of property,destruction of trees or natural vegetation or the excessive and unsightly grading of hillsides, thus the natural beauty of the city, its setting and natural landforms are preserved. 6. That the design and location of all signs associated with this project are consistent with the scale and character of the building to which they are attached, such as the address numbers, or otherwise associated with and are consistent with the Grand Terrace Municipal Code. 7. That the conditions of approval for this project necessary to secure the purpose of the Grand Terrace Municipal Code and General Plan are made a part of this approval BE IT FURTHER RESOLVED,that the proposed project is hereby approved subject to the following conditions of approval: General Conditions: 1. The proposed project shall be constructed in accordance with the Site and Architectural Review design as approved by the Site and Architectural Review Board/Planning Commission on May 16, 2002. All plans will be consistent in terms of property lines, easement location and dimensions,and other measurements. Minor changes can be reviewed and approved by the Planning Director. 2. Street address shall be posted during construction and appropriate lighted address numbers shall be installed prior to final construction. 3. Pay all applicable development fees,park fees, and school impart fees. 4. Appropriate dust control measures shall be integrated into grading plans. 5. Hours of construction shall be limited to 7:30am to 6:30 pm. 6. All construction debris shall be collected and placed in appropriate containers on a daily - basis, and the construction site shall be maintained in a neat and orderly manner. 7. Installation and maintenance of front yard landscaping shall occur prior to issuance of occupancy permit. 8. Plant one street tree (24"box) with irrigation. 9. Garage shall only be used for non-business purpose. All business home occupancies require City approval. Architectural Review comments: 10. All mechanical equipment shall be ground mounted and shall be screened from public view. All HVAC units shall be located in the side yard behind solid side yard fencing or in the rear yard.No roof mounted HVAC units shall be allowed. 11. Provide a top treatment/cap for chimney(s). Other Conditions: 12. Compliance with all recommendations listed in the Building and Safety/Public Works Department memorandum, dated April 29, 2002. 13. Compliance with all the findings listed in the letter from Riverside Highland Water Company, dated April 16, 2002. 14. Compliance with all the conditions of approval listed in the letter from the County Fire Department, Office of the Fire Marshal, dated April 17, 2002. 15. The applicant will apply and submit three complete sets of plans for appropriate building permits for the residence. 16. All contractors shall acquire a valid City business license and be in compliance with all City codes. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE,HEREBY APPROVES SA-02-03/E-02-04 BASED ON THE ABOVE FINDINGS.
