2003-05 RESOLUTION NO. 03-05 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE SUSTAINING THE COMMUNITY DEVELOPMENT DIRECTOR AND APPROVING SA-02-14 TO CONSTRUCT A 1,152 SQUARE FOOT R.V. GARAGE AT 12715 BLUE MOUNTAIN COURT IN THE CITY OF GRAND TERRACE WHEREAS,the applicant, Qaulity Sheds, on behalf of the property owner,filed SA-02-14 to construct a 1,152 square foot R.V. garage; and WHEREAS, the Community Development Director approved this application on April 3, 2003, subject to conditions of approval; and WHEREAS, the adjacent neighbor, Mr. Tom Taylor, filed an appeal of the Director's decision in a timely fashion; and WHEREAS, under the California Environmental Quality Act(CEQA) Article 19 Section 15303, Class 3, this project qualifies as being Categorically Exempt; and NOW THEREFORE,BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE, STATE OF CALIFORNIA,AS FOLLOWS: 1. The proposed project is consistent with the intent of the Grand Terrace Municipal Code and General Plan in that the subject property is planned for and zoned for residential purposes including the construction of accessory structures such as the proposed R.V. garage. 2. The location and configuration of the structure associated with this proj ect is visually harmonious with this site and surrounding sites and structures, that it does not interfere with the neighbor's privacy, that it does not unnecessarily block scenic views from other structures and/or public area and are in scale with the townscape and natural landscape of the area. The proposed location for the R.V. garage represents a compromise location in terms of the needs of the property owner, the limitations of the site and scenic view from the properties to the south. 3. The architectural design of the structure, its materials and colors are visually harmonious with surrounding development,natural landforms,are functional for the proposed project and are consistent with the Grand Terrace Municipal Code. The proposed R.V.garage will be architecturally designed to match the existing residence on the site. 4. The plan for landscaping and open spaces provides a functional and visually pleasing setting for the structures on this site and is harmonious with the natural landscape of the area and nearby developments. The applicant will be required under the conditions of approval to provide landscape screening between the proposed R.V. 1 garage and the southerly property line to screen the view of the building from the lots to the south. 5. There is not indiscriminate clearing of property, destruction of trees or natural vegetation or the excessive and unsightly grading of hillsides,thus the natural beauty of the city, its setting and natural Landforms are preserved. Only a small part of the subject site will be altered to construct the proposed R.V. garage. No major Landforms modifications will be required. 6. The design and location of all signs associated with this project are consistent with the scale and character of the building to which they are attached or otherwise. associated with and are consistent with the Grand Terrace Municipal Code. This is a residential project,no signs are proposed. 7. Conditions of approval for this project necessary to secure the purposes of this Grand Terrace Municipal Code and General Plan are made a part of this approval. BE IT FURTHER RESOLVED that SA-02-14 is hereby approved subject to the following condition: 1. That the proposed proj ect shall be operated in conformance with the Administrative Site and Architectural Review as shown on Exhibit "A"and as approved by the Community Development Director on April 3, 2003. All plans shall be consistent in terms of property lines and other measurements. Minor changes or clarifications may be made in the future by the Director. 2. That the proposed structure shall not exceed a height of 17.5 feet as measured from the elevation or level of the existing driveway on the southwest side of the existing residence. 3. That no part of the proposed structure shall be closer than 10 feet to the rear property line nor 43 feet to the westerly property line. 4. That the applicant shall comply with the requirements of the County Fire Department in its letter dated January 15, 2003 and attached hereto. 5. That the applicant shall comply with the requirements of the City's Building and Safety/Public Works Department in the memorandum dated January 30,2003 and attached hereto. 6. That all areas to be used for vehicle storage and/or parking shall be appropriately surfaced and maintained so as to prevent, mud, dust, loose material and other nuisances. 7. That the proposed structure shall be constructed of cement stucco with the color and texture to match the existing residence. 8. That the proposed structure shall have a concrete tile roof with the color and style to match the existing residence. 9. That the rear of the building shall be screened with the appropriate planting of shrubs which 2 shall be of a type or types that generally do not grow above 12 to 15 feet. Said screening to be shown on a landscaping plan together with irrigation facilities to be approved by the -. Community Development Director prior to the issuance of building permits. Said landscaping to be installed prior to the fmalling of the building permit. 10. That no commercial activities shall take place within the proposed R.V.garage excepting as might be allowed by a home occupation permit. 11. That upon receipt of these conditions and prior to becoming final and binding the applicant or appropriate representative must sign the"Conditions of Approval."
