2003-07 RESOLUTION NO. 03-07 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE, STATE OF CALIFORNIA, APPROVING SITE AND ARCHITECTURAL CASE NO. 03-07 FOR THE CONSTRUCTION OF 15 SINGLE FAMILY HOMES OF ONE AND TWO STORIES AND OF 2,200 AND 2,759 SQUARE FEET OF LIVING AREA IN THE R1 - 7.2 ZONED DISTRICT ON A 4 ACRE VACANT PARCEL ON THE NORTHWEST CORNER OF VAN BUREN STREET AND REED AVENUE IN THE CITY OF GRAND TERRACE WHEREAS, the applicant has applied for the approval of Site and Architectural Review Case No. 03-07 to construct 15 single family homes of one and two stories ; and WHEREAS, a properly noticed public hearing was held bythe Planning Commission on Thursday, September 4, 2003; and WHEREAS, this project qualified for a Categorical Exemption, Class 32, Section, 15332, Article 19 of the California Environmental Quality Act (CEQA) as determined by Environmental Review Case No. 02-18 which was approved by the City Council with T.T.M.-02-01, in that it will not have a significant effect on the environment. NOW THEREFORE, BE. IT RESOLVED BY THE PLANNING-COMMISSION OF THE CITY OF GRAND TERRACE, STATE OF CALIFORNIA, AS FOLLOWS: 1. The proposed project is consistent with the intent of the Grand Terrace Municipal Code and the General Plan in that it meets the standards of the Zoning Code and proposes the construction of the proposed 15 single family homes at the proposed density is consistent with the provisions of the City's General Plan. 2. The locations and configuration of all structures associated with this project are visually harmonious with this site and surrounding sites and structures,that they do not interfere with the neighbors'privacy,that they do not unnecessarily block scenic views from other structures and/or public areas,and are in scale with the townscape and natural landscape of the area. The design and appearance of the 15 single family homes will be consistent with existing residential development in the area and the City. In addition, the homes will be appropriately landscaped to blend in with existing development and the layout of the proj ect will minimize any adverse impacts to scenic views in the neighborhood. 3:_ The architectural design of the structures, their materials and colors are visually , harmonious with surrounding development,natural landforms,are functional for the proposed project and are consistent with the Grand Terrace Municipal Code. The design and appearance of the proposed homes will be an asset to the surrounding community and the City of Grand Terrace. 4. The plan for landscaping and open spaces provides a functional and visually pleasing setting for the structures on this site and is harmonious s with the natural landscape 1 of the area and nearby developments. The proposed landscaping of the along the streets and the front yards will be minimize any visual impacts to the surrounding area. 5. There is no indiscriminate clearing of property, destruction of trees or natural vegetation or the excessive and unsightly grading of hillsides,thus the natural beauty of the city, its setting and natural land-forms are preserved. The subject site is a vacant lot with no trees or natural vegetation in an existing urban setting;no natural features will be adversely impacted by this project. 6. There is no indiscriminate clearing of property, destruction of trees or natural vegetation or the excessive and unsightly grading of hillsides,thus the natural beauty of the city, its setting and natural landforms are preserved. The subject site is a vacant lot with no trees or natural vegetation in an existing urban setting;no natural features will be adversely impacted by this project. 7. Conditions of approval for this project necessary to secure the purposes of the Grand Terrace Municipal Code and General Plan are made a part of this approval as set forth in the accompanying Resolution of Approval. BE IT FURTHER RESOLVED that SA-03-07 is hereby approved subject to the following conditions: 1. The proposed project shall be maintained in conformance with the Site and Architectural Review as approved by the Planning Commission on September 4, 2003. All plans shall be consistent in terms of property lines, design and other measurements. Minor changes or clarifications may be made by the Planning Director. This includes the proposed architectural features and styles as shown on the elevations of the Site and Architectural Review. 2. The proposed colors and materials to be use shall be substantial conformance with the color and materials board exhibited at the public hearing on September 4,2003. 3. All construction activity related to this project shall comply with the City's noise ordinance as stipulated in Chapter 8.108 of the Municipal Code. 4. All construction debris shall be collected and placed in appropriate containers on a daily basis, and the construction site shall be maintained in a neat and orderly manner. 5. All mechanical equipment shall be ground mounted and shall be screened from public view. All HVAC units shall be located in the side or rear yard behind solid fencing. No roof mounted HVAC units shall be allowed. 6. The applicant shall comply with all recommendations listed in the memorandum from the Director of Building and Safety/Public Works/Housing dated August 22, 2003. 7. The applicant shall comply with all requirements of the County Fire Department regarding this project. 2 8. A perimeter 6 foot high block wall shall be constructed on the easterly, northerly and westerly boundaries of the development excepting for the required front yards and where such a wall already exists. This wall shall also be constructed along the northerly and easterly boundaries of the residence at 22268 Van Buren. In addition, - wood fencing maybe used for the interior fencing of the project. A detailed fencing . plan shall be submitted to the Community Development Department for review and approval prior to the issuance of building permits. 9. All proposed garage doors shall be of the"roll-up"variety as shown on the approved elevations. 10. The front yard setback of 25 feet may be varied in conformance with the provisions of the Zoning Code(Table 18.10.040, Footnote b-4)and as shown on the approved site plan. 11. Three copies of landscaping and irrigation plans shall be submitted to the Planning Director for review and approval. Said plans to be submitted prior to the issuance of building permits for home construction. All landscaping and irrigation facilities shall be installed prior to the final occupancy of the proposed residences. 12. Street trees shall be provided in conformance with Chapter 12. 28 of the Municipal Code which requires at least one tree per lot from the approved species list in the Code. 13. All real estate signs for the future sale of this project shall be in conformance with the sign provisions of the Zoning Code. 14. Two of the proposed homes may be designated as "model' units, for sales purposes. Any temporary improvements related to the "model' use shall be removed when said "models" are sold. 15. All contractors working on the construction of the 15 houses shall have a valid City business licence. 16. All utilities shall be underground. 17. Payment of the Traffic Signal and Circulation Improvement fees for each proposed residence as established by Ordinance No. 190 of the City of Grand Terrace prior to the issuance of building permits. 18. Pay all other applicable development fees, park fees, and school impact fees. 19. All of the conditions imposed by the City Council for T.M.-03-01 (T.M. 16474) shall be complied with prior to the issuance of certificates of occupancy or final inspections of the 15 single family homes. 3 PASSED AND ADOPTED by the Planning Commission of the City of Grand Terrace, California, at a regular meeting held on the 4th day of September, 2003.
