A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND
TERRACE, CALIFORNIA APPROVING FILE NO. SA-05-15/E-05-17 APPLICATIONS
FOR A SITE AND ARCHITECTURE AND ENVIRONMENTAL REVIEW TO
CONSTRUCT A NEW SINGLE STORY, 6,527 SQUARE FOOT OFFICE BUILDING
AND COVERED PARKING AT 22200 NEWPORT AVE. GRAND TERRACE, CA. APN:
275-201-02, IN AN M2 INDUSTRIAL ZONE.
WHEREAS, the applicant, Southern California Edison,applied for a Site and Architectural
and Environmental Review to construct a new single story, 6,527 square foot office building and
covered parking, in an M2 Industrial zone; and
WHEREAS, a properly noticed public hearing was held by the Planning Commission on
August 4, 2005;
WHEREAS, under the California Environmental Quality Act (CEQA) Article 19, Section
15303, Class 3, this project qualifies for a Categorical Exemption, Class 3, which is a class of
projects that have been determined by the State's Secretary for Resources not to have a significant
effect on the environment and which shall,therefore,be exempt from the provisions of CEQA; and
NOW,THEREFORE,BE IT RESOLVED by the Planning Commission ofthe City of Grand
Terrace, State of California, as follows:
The Planning Commission, after holding a public hearing and considering the proposed Site and
Architectural and Environmental Review, makes the following findings:
Section 18.63.060 of the Zoning Code requires that the following findings be made by the Site and
Architectural Review Board in approving this application:
1. The proposed office building and covered parking is consistent with the intent of the
Grand Terrace Municipal Code and the General Plan.
2. The location and configuration of the office building and covered parking is visually
harmonious with this site, and will not interfere with the neighbors'privacy, it does
not unnecessarily block scenic views from other structures and/or public areas and
are in scale with the townscape and natural landscape of the area.
3. The architectural design of structures, their materials and colors are visually
harmonious with surrounding development,natural landforms, are functional for the
office building and covered parking and are consistent with the Grand Terrace
Municipal Code.

4. The plan for landscaping and open spaces provides a functional and visually pleasing
setting for the structures on this site and is harmonious with the natural landscape of
the area and nearby developments.
5. There is no indiscriminate clearing of property, destruction of trees or natural
vegetation or the excessive and unsightly,grading of hillsides,thus the natural beauty
of the city, it's setting and natural landforms are preserved.
6. The design and location of all signs associated with this project are consistent with
the scale and character of the building to which they are attached or otherwise
associated with and are consistent with the Grand Terrace Municipal Code.(this does
not apply, no signs)
7. Conditions of approval for this project necessary to secure the purposes of the Grand
Terrace Municipal Code and General Plan are made a part of this approval.
CONDITIONS OF APPROVAL:
1. The proposed project shall be constructed in accordance with the Site and Architectural
Review design as approved by the Site and Architectural Review Board/Planning
Commission on August 4, 2005. All plans will be consistent in terms of property lines,
easement location and dimensions,and other measurements.Minor changes can be reviewed
and approved by the Planning Director.
2. Street address shall be posted during construction and appropriate lighted address numbers
shall be installed prior to final construction.
3. Pay all applicable development fees,park fees, and school impact fees.
4. Payment of the Traffic Signal and Circulation Improvement fees as established by Ordinance
No. 190 of the City of Grand Terrace prior to the issuance of building permits.
5. Appropriate dust control measures shall be integrated into grading plans.
6. Appropriate dust control measures shall be taken for all driveways and access points during
hours of operation including Newport Ave.
7. Hours of construction shall be limited to 7:00 am to 8:00 pm, Monday thru Saturday per
Municipal Code 8.108.040.D.No Sunday construction will be allowed.
8. All construction debris shall be collected and placed in appropriate containers on a daily
basis, and the construction site shall be maintained in a neat and orderly manner.

9. The proposed landscaping shall be shown on a landscaping/irrigation plan to be approved by
the Community Development Director. Said landscaping/irrigation plan shall show plant
types,spacing,numbers of plants,and sizes as well as irrigation facilities.Four copies of the
landscaping/irrigation plan shall be submitted for review and approval prior to the issuance
of building permits. Installation of landscaping shall occur prior to issuance of occupancy
permit.
10. Street Trees and parkway landscaping shall be required along the entire property line
adjacent to Newport Ave. The landscaping shall have one street tree for every forty feet of
street frontage, ground cover and adequate fence/wall screening to screen the entire subject
site from Newport Ave.
11. Four copies of the lighting plan shall be submitted for review and approval prior to the
issuance of building permits. Lighting shall be shielded away from nearby residential areas.
12. Four copies of the grading and paving plan shall be submitted for review and approval prior
to the issuance of grading permits.
13. Grading Plans shall be prepared by a Civil Engineer based on the recommendations of a
preliminary soils report.
14. The pavement structural section for the parking lot shall be based on the recommendations of
a geotechnical engineer.
15. All parking areas shall be surfaced and maintained with asphalt, concrete, or other
Permanent,impervious surfacing material as required by Section 18.60.040B of the Zoning
Code.
16. Prior to the issuance of building permits, the developer shall submit a final geotechnical
report addressing conformance with the preliminary soils report and a rough grade,
certification prepared by the Civil Engineer.
17. Any proposed fencing/walls for the site shall comply with all applicable requirements and
regulations of the City including the filing of a separate land use application and building
permit, if needed.
18. All mechanical equipment shall be ground mounted and shall be screened from public view.
All HVAC units shall be located in the side yard behind solid side yard fencing or in the rear
yard. No roof mounted HVAC units shall be allowed.
19. Compliance with all conditions listed in the Building and Safety/Public Works
Department memorandum, dated July 25, 2005.
20. Compliance with all conditions listed in the City Engineers memorandum, dated July 26,
2005.

21. Comply with all conditions that may be imposed by the County Fire Department at the time
of plan check.
22. Submit four sets of complete construction drawings for the commercial building.
23. All contractors shall acquire a valid City business license and be in compliance with all
City codes.
24. Any construction activity occurring under this permit approval shall comply with the City of
Grand Terrace Storm Water System Ordinance(Ordinance No. 142,Subsection 1.010, 1993)
and the Santa Ana Regional Water Quality Control Board's NPDES Permit for San
Bernardino County, as required under the Clean Water Act. This site will need a NPDES
Permit for San Bernardino County and plans.
25. The applicant and or owner shall provide a"Water Quality Management Plan"for the project
for review and approval by the City of Grand Terrace prior to the issuance of Building
Permits/Grading Permit. The WQMP shall conform to the San Bernardino County Storm
water Program and as required and approved by the Community Development Director. The
project requires a WQMP by exceeding the threshold as set by Category(1)construction of
additional buildings and the construction of additional parking lots in excess of 5.000 square
feet; and(8)the construction of Parking lots of 5,000 square feet or more.
26. The WQMP shall address the entire Facility including,but not limited to,the operator's truck
and equipment washing operations.
27. A Drainage Study shall be prepared by a Civil Engineer in accordance with the standards of
the County of San Bernardino Hydrology and Design Manual to the satisfaction of the
Community Development Director. The Drainage Study shall include,but not be limited to,
the evaluation of on-site and downstream impacts.
28. Improvement Plans shall be prepared by a Civil Engineer to design the facilities required by
the Drainage Study and as required by the post construction requirements of the Water
Quality Management Plan.
29. Prior to Certificate of Occupancy the Developer shall construct all missing and/or damaged
public improvements along the frontage of Newport Avenue and Grand Terrace Road,
including but not limited to, AC Pavement, Streetlights, Curb and Gutter, & Sidewalks to
the satisfaction of the Director of Public Works.
30. All debris and weeds shall be removed and kept clear from the office building at all times.
31. This approval shall not be deemed effective until the"Acceptance of Conditions"for Site and
Architectural Review(SA) 05-15 has been signed by the applicant and returned to the City.

NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF GRAND
- TERRACE,HEREBY APPROVES SA-05-15/E-05-17 BASED ON THE ABOVE FINDINGS.
PASSED AND ADOPTED by the Planning Commission of the City of Grand Terrace California at
a regular meeting held on the 19th day of May 2005 by the following vote:
