1990-08 RESOLUTION NO. 90-08 1, A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE RECOMMENDING APPROVAL OF ZONE AMENDMENT Z-90-01,REPEALING TITLE 18 OF THE GRAND TERRACE MUNICIPAL CODE AND ADOPTION OF A REVISED TITLE 18. WHEREAS,the City Council approved a revised General Plan on December 8, 1988; and WHEREAS, the City Council approved a revised Zoning Amendment on June 22, 1989; and WHEREAS, the City's Zoning Districts shall be revised to conform with the revised GenerdfPlan; and WHEREAS, the proposed Zoning Amendment, Z-90-01, set out in full in Exhibit B, herein repeals Title 18 in relation to commercial, manufacturing and residential zoning in the Grand Terrace Municipal Code; and WHEREAS,the proposed Zoning Amendment,Z-90-01, adopts SP-90-01 the Barton Road Specific Plan; and WHEREAS, the proposed Zoning Amendment, Z-90-01 also repeals Chapter 18.09 of the Grand Terrace Municipal Code in relation to the City's Zoning Map (Exhibit A); and WHEREAS, in accordance with the provisions of the California Environmental Quality Act, an Initial Study has been conducted and a Negative Declaration(Exhibit B)has been prepared; and WHEREAS, a properly noticed public hearing was held by the Planning Commission on June 5, 1990, and; WHEREAS, the public hearing was continued to June 19, and again to July 10, 1990, to accommodate input from the Chamber of Commerce, and; �— NOW, THEREFORE, BE IT RESOLVED that Z-90-01, repealing Title 18 in relation to commercial, manufacturing and residential zoning in the Grand Terrace Municipal Code and adopting SP-90-01 and amending Chapter 18.09 in relation to the Zoning Map of the City of Grand Terrace Municipal Code and accompanying Negative Declaration are hereby recommended for approval to the City Council. ENVIRONMENTAL DETERMINATION On the basis of this initial evaluation: I find that the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION will be prepared. I find that although the proposed project could have a signi- ficant effect on the environment, there will not be a signi- ficant effect in this case because the mitigation measures described on attached sheets have been added to the project. A NEGATIVE DECLARATION WILL BE PREPARED. I find the proposed project MAY .have a significant effect on the environment, and an ENVIRONMENTAL IMP-ACT REPORT is required. In certain areas the landuses are proposed to be changed from commercial to commercial/manufacturing in accordance with the recently revised General Plan. In the Barton Road Specific Plan District the landuses will change from commercial, office professional to General Commercial District, Village Commercial District and Administrative and Professional Office District in accordance with the General Plan. These changes were mitigated in the Master Environmental Analysis for GP-87-04.
