period of time while long-term impacts
will endure well into the future. )
c. Does the project have impacts which
are individually limited, but cumu-

either directly or indirectly?
ENVIRONMENTAL DETERMINATION
On the basis of this initial evaluation:
I find that the proposed project COULD NOT have a significant
effect on the environment, and a NEGATIVE DECLARATION will be
prepared.
I find that although the proposed project could have a signi-
ficant effect on the environment, there will not be a signi-
ficant effect in this case because the mitigation measures
described on attached sheets have been added to the
project. A NEGATIVE DECLARATION WILL BE PREPARED.
I find the proposed project MAY .have a significant effect on
the environment, and an ENVIRONMENTAL IMP-ACT REPORT is
required.

III. DISCUSSION OF THE
ENVIRONMENTAL EVALUATION
8. In certain areas the landuses are proposed to be changed from commercial to
commercial/manufacturing in accordance with the recently revised General
Plan. In the Barton Road Specific Plan District the landuses will change from
commercial, office professional to General Commercial District, Village
Commercial District and Administrative and Professional Office District in
accordance with the General Plan. These changes were mitigated in the
Master Environmental Analysis for GP-87-04.
