A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF GRAND TERRACE, CALIFORNIA
APPROVING CUP-91-03/SA-91-05 A REQUEST
TO INSTALL A FREEWAY SIGN FOR A COMMERCIAL
CENTER AND R.V. PARK IN THE C2 ZONE DISTRICT
WHEREAS, the Applicant, Young Electric Sign Company, applied for a conditional
use permit to install a freeway sign for a Commercial Center and R.V.Park in the C-2 Zone
District located at 21900 Barton Road; and
WHEREAS,the proposed use is a permitted use with a conditional use permit in the
C-2 Commercial District; and
WHEREAS, this project is categorically exempt per the California Environmental
Quality Act per Chapter 15303, Class 3.
WHEREAS, a properly noticed public hearing was held before this body on March
79 1991, for the purpose of considering the proposed project.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City
of Grand Terrace, California, that the following findings have been made:
1. Will the proposed use be detrimental to the general health, safety, morals,
comfort or general welfare of the persons residing or working within the
neighborhood of the proposed use or within the City? This finding must be
made in the negative.
No. The proposed sign has been reviewed by the appropriate City Reviewing
Agencies and their comments and recommendations have been included as
conditions of approval to insure this use will not have a detrimental effect to
the general health, safety, morals, comfort or general welfare of the persons
residing or working within the neighborhood of the use or within the City.
2. Will the proposed use be injurious to property or improvements in the
neighborhood or within the City? This finding must be made in the negative.
�, No. The construction of the proposed sign, subject to the conditions listed
below, will not be injurious to property or improvements in the neighborhood
or within the City.
3. Will the proposed use be consistent with the latest adopted General Plan?
This finding must be made in the positive.
Yes. The current General Plan land use designation for this property is GC
(General Commercial) and C2 (Commercial) Zone District. The proposed
sign will not alter the present and conforming landuse.
4. Are conditions necessary to secure the purpose for this section? This finding
may be made in the positive or the negative.
Yes. The conditions of approval as listed below are recommended.
BE IT FURTHER RESOLVED, that the proposed project is subject to the following
conditions of approval:
1. The proposed project shall be constructed in accordance with the Site and
Architectural design, with the elimination of planter box, as approved by the
Site and Architectural Review Board on March 7, 1991, and minor changes
or clarification may be made by the Planning Department.
2. All recommendations listed in the City Engineer's memorandum to the City
dated February 18, 1991 (Attachment Xs Exhibit B).
3. All recommendations listed in the State of California - Department of
Transportation letter to the City dated February 25, 1991 (Attachment Xs
Exhibit Q. Notification to the City of Grand Terrace Planning Department
upon receipt of an outdoor advertising permit. Refer to letter dated March
8, 1991 from Cal Trans for updated requirement status.
4. All existing signs for the commercial center and tenants as well as the R.V.
Park shall come into compliance with the City of Grand Terrace Sign
Ordinance prior to issuance of building permits for the freeway sign.
5. All aspects of the proposed project including landscaping, irrigation systems,
lighting, and sign maintenance shall be maintained in a clean and functional
manner in accordance with this approval.
6. Allowance of sign script to read Demetri's Char-Broiled Hamburgers, as
integral part of the business.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
GRAND TERRACE HEREBY APPROVES CUP-91-03 AND SA-91-05 BASED ON THE
ABOVE FINDINGS.
PASSED AND ADOPTED by the Planning Commission of the City of Grand
Terrace, California, at a regular meeting held on the 7th day of March, 1991.

Upon further review of this project and consultations with our
Outdoor Advertising Branch, it is our conclusion that SA-91-05-,
CUP-91-03 does not require an outdoor advertising permit from
Caltrans. This decision is based' on -the fact that the sign is an
on-premise, non-message board type.
