1991-12 RESOLUTION NO. 91 - 12 i AS RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE, CALIFORNIA, APPROVING CUP-91-05, A REQUEST TO INSTALL A TEMPORARY MODULAR STRUCTURE TO OPERATE A BUSINESS IN THE M2 DISTRICT. WHEREAS,the applicant,Hood Communications,Inc.,applied for a conditional use permit to install a temporary modular structure at 21496 Main Street; and WHEREAS, the proposed use is a permitted use in the M2 District, Section , and the modular structure is permitted with a Conditional Use Permit: and WHEREAS, the project is categorically exempt per the California Environmental Quality Act, Chapter 15302, Class 2; and WHEREAS, a properly notice public hearing was held before this body on November 7, 1991, for the purpose of considering the proposed project. - NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Grand Terrace, California, that the following findings have been made: 1. The proposed use is permitted in the Industrial District and plans for the modular structure have been reviewed by the appropriate City Reviewing Agencies and their comments and recommendations have been included as conditions of approval to insure this use will not have a detrimental to the general health, safety, morals, comfort or general welfare of the persons residing or working within the neighborhood or within the City. 2. The proposed modular structure will be certified by HCD and inspected by the City Building Official. Furthermore, it will replace four (4) construction trailers which were originally installed without benefit of property processing and permits. Therefore, the occupation of this site for the proposed use with proposed structure, subject to the conditions listed below, will not be injurious to property or improvements in the neighborhood or within the City. 3. The current General Plan land use designation for this property is Industrial (M2). This proposed use and temporary modular structure are permitted uses with a Conditional Use Permit. 4. The conditions of approval as listed below are recommended by staff. BE IT FURTHER RESOLVED, that the proposed project is subject to the following conditions of approval: 1. All conditions as recommended by the Department of Engineering/Building and Safety in their memorandum dated October 16, 1991 and attached as Attachment H. 2. All conditions as recommended by the Forestry and Fire Warden Department in their memorandum- dated October 30, 1991 and attached as Attachment I. 3. Provide Will Serve Letter for water supply with all requirements thereof from the City of Riverside for a minimum period of two years or alternatively comply with all the conditions recommended by the Riverside Highland Water Company in their memorandum dated October 31, 1991, Attachment J. 4. Submittal of an application for a Zone Change to alter the M2 District, allowing the installation of permanent modular uses within 90 days of November 7, 1991. 5. Submittal of landscaping plan for area in front of proposed modular structure before Certificate of Occupancy. Installation of landscaping is required shortly thereafter. 6. Extension of plywood siding to ground level and painting of wood trim the same color of wall and installation of a second wood trim at the ground level/bottom of structure. This lower trim is to be brown in color as the other trim in the building, thus creating a more permanent appearance. 7. Submittal of sign plan and lighting plan for review and approval by the Planning Director. 8. This Conditional Use Permit is valid for a maximum of two (2) years from the date of this Public Hearing (11-7-91), provided all conditions of approval are met.- 9. All aspects of the project, including the modular structure, landscape/irrigation and parking and storage areas, shall be maintained in a clean and functional manner in accordance with this approval and the overall goals and objectives of the City of Grand Terrace. 10. The proposed project shall be constructed in accordance with the �- design as approved by the Planning Commission on November 7, 19919 attached as Exhibit 1, only as it relates to Phase One. All plans shall be consistent in terms of property lines and other measurements. Minor changes or clarifications may be made by the Planning Department. NOW,THEREFORE,THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE HEREBY APPROVES CUP-91-05 BASED ON THE ABOVE FINDINGS. All subsequent plan review, inspections and the final inspection will be conducted by Building and Safety. R -1 Private road maintenance, including but not limits to grading and snow removal, shall be provided. Written documentation shall be submitted to the fire department having jurisdiction. Private fire access roads shall provide an all weather surface with a minimum paving width of twenty ( 20 ) feet. The developer shall furnish the fire department with two copies of the water system improvement plan for approval. Water systems shall be operational and approved by the fire department prior to any framing construction occurring. The required fire flow shall be determined by the appropriate calculations, using the San Bernardino County "Guide for the determination of fire flow." Water systems shall have m1nimum eight (8) inches mans , six ( 6) inch laterals, and six ( 6) inch risers. R F-2A. This development shall comply with Fire Safety Overlay conditions as adopted by County Ordinance Number 3341. This development is located in Fire Review Area BP F5 . Prior to any framing construction occurring, all fl vegetation shall be removed from each building site a minimum distance of thirty ( 30) feet from any flammable building material, including a finished structure. . A foot fuel modification zone in compliance with county standards is required. i BP F7 Prior to framing construction, approved fire hydra s and fire hydrant pavement markers shall be installed. Fire hydrants shall be six ( 6) inch in diameter with a minimum of one four ( 4) inch and one two and a half ( 2 1/2) inch connection as specified by the fire: department. The design of the fire hydrant and fire hydrant pavement marker shall be approved by the fire department. In areas where snow removal occurs or non-paved roads exist the blue reflective hydrant marker shall be posted on an approved post three feet from the hydrant. All fire hydrartt spacing shall be three hundred (300) feet with the exception_ of single family residential which may be increased to six hundred ( 600) feet maximum. DP F8 . An approved turnaround shall be provided at the end of each roadway one hundred and fifty ( 150 ) feet or more in length. Cul-de-sac length shall not exceed six hundred ( 600 ) feet, except as identified in the development code and approved by the fire chief . O F9 . The street address shall be posted with a minimum of four ( 4) inch numbers, visible from the street and during the hours of darkness the numbers shall be low -voltage internally. electrically. illuminated. Posted numbers shall contrast with their background and be legible from the street in accordance with the Uniform Fire Code. Where building setbacks exceed one hundred (100)- feet from the roadway, additional contrasting four ( 4): inc_ h r.-.m'.k} :rs shall be displayed at the property access. O �-'9A. Every chimney used in conjunction with any fireplace or any heating appliance in which solid or liquid fuel is used shall be maintained with an approved spark arrester, visible from the ground, and as identified in the Uniform Fire Code. The development and each phase thereof shall have : :two ( 2) points of vehicular access for fire and other emergency equipment, and for routes of escape which will safely handle evacuations as required by .the development code. O F12. Private roadways which exceed one-hundred fifty ( 150) feet in length shall be approved by the fire department having jurisdiction, and. shall, be extended to within one- hundred fifty (150) feet of, and shall give reasonable access to all portions of the exterior wall& of the first story of any building. An access road shall be provided within fifty (50) feet of all buildings if the natural grade between the access road and the building is in excess of thirty ( 30) percent. Where the access road cannot be provided, a fire protection system shall be provided as required and approved by the fire department. t O An approved fire department key box is required.
