1979-03 RESOLUTION NO. PC-79-3 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE AMENDING THE REDEVELOPMENT PLAN FOR THE GRAND TERRACE COMMUNITY REDEVELOPMENT PROJECT AS APPROVED BY THE PLANNING COMMISSION ON AUGUST 16 , 1979 . WHEREAS, the Planning Commission of the City of Grand Terrace has adopted Resolution PC-2 approving the Redevelopment Plan for the Grand Terrace Community Redevelopment Project; and WHEREAS, the Planning Commission of the City of Grand Terrace wishes to recommend an amendment to the Redevelopment Plan as pre- viously approved. NOW, THEREFORE, be it resolved, determined, and ordered by the Planning Commission of the City of Grand Terrace as follows : Section 1. The Planning Commission of the City of Grand Terrace wishes to recommend an amendment to Section III , Subsection I , Para- graph d . - PROPOSED REDEVELOPMENT ACTIONS, Property Disposition and Development, Development of Publicly Owned Improvements , of the Redevelopment Plan. Said recommended amendment is attached as Exhibit A. Section 2 . The Secretary of the Planning Commission is hereby authorized and directed to transmit a copy of this Resolution to the City Council of the City of Grand Terrace and to the Grand Terrace Community Redevelopment Agency. Development of Publicly Owned Improvements To the extent now or hereafter permitted by law, the Agency is authorized to pay for, develop, or construct any building, facility, structure, or other improvement either within or without the Project area for itself or for any public body or public entity using tax increment funds, funds generated by tax allocation or other bonds as permitted by law, or any other funds permitted by law. The Agency may pay for, install, or construct, and may acquire or pay for the land required for: 1. The construction of a Community Center/Civic Center to be located on Barton Road between Palm Avenue and Preston Street. 2. A fire and police facility located in the vicinity of Barton Road and Preston Street or other location that would best serve the Community in providing emerging services . 3 . Construction of storm drain facilities in the following locations : i. Along the east side of the Riverside Freeway t approximately 1, 000 feet northeast of Newport Avenue to 400 feet northeast of Vivienda Avenue then northwest along the natural watercourse to the Santa Ana River; and ii. Barton Road between Palm Avenue and the River- side Freeway; De Berry Street between 1400 feet east of Mount Vernon Avenue and the Riverside Freeway; Pico Street between 1400 feet east of Mount Vernon Avenue and Mount Vernon Avenue; Mount Vernon Avenue between Pico Street and Van Buren Street; Van Buren Street between Mount Vernon Avenue and the Riverside Freeway; the east side of the Riverside Freeway between Barton Road and the La Cadena interchange, then west of the Riverside Freeway following the existing natural watercourse; and iii. La Cadena Avenue from Litton Avenue to a point 1 ,450 feet to the north, thence northwesterly along the natural watercourse to the Santa Ana River; and iv. This line is proposed south of Washington Street between approximately 1200 feet south- west of Barton Road to the Riverside Freeway and thence westerly to the Santa Ana River. t 4 . Construction of sewer trunk and collector system as shown on map entitled "Proposed Boundaries of Assessment District No. 1, (Grand Terrace Area) , County Service Area No. 70, Improvement Zone H, County of San Bernardino, State of California" , prepared by Albert A. Webb Associates, Civil Engineer, San Bernardino , California, dated February 24 , 1975 . 5. The reconstruction and capping of Barton Road between the westerly City limits and easterly City limits. 6. The reconstruction and capping of Mount Vernon Avenue between the north and south City limits. 7 . The clean-up and repair of parkways along Mount Vernon Avenue between the north and south City limits, including irrigation systems and land- scaping where appropriate. 8 . The acquisition of land and improvement of a park to serve the residents of the easterly portion of the City, the majority of, which live within the project area. 9. Drainage easements will be necessary prior to construction of the pro- posed channel. Project 3-15 The s.vstem serving this area is an open channel designed for a 25-year frequency. :a It is located south of Washington Street, it runs along the natural water- course between from approximately 1, 200 feet southwest of Barton Road to the existing 3-6' x 3' RCB culvert under the Riverside Freeway, and thence in an easterly-westerly direction to the Santa Ana River. Easement must be acquired for the entire length of the channel. Y; A 66" RCP Gage Canal crossing occurs at approximately 180 feet west Yet.. of Barton Road. Project 3-16 I . A` i The system employed in this area is' a 25-year frequency open channel. It runs along the southeast side of the Riverside Freeway from approxi- mately 1, 000 feet northeast of Newport Avenue to 400 feet northeast of Vivienda Avenue, where an existing 54" RCP culvert under the River- side Freeway is located; it thence follows the natural watercourse to the _ Santa Ana River. The channel on the southeast side of the Riverside Freeway is existing and adequate except for the 1, 000 feet upstream from Newport Avenue being a "V"-ditch and requiring enlargement. x° An easement will have to be acquired for the channel between the River- side Freeway and the Santa Ana River. The pipe culvert at the Southern Pacific Railway crossing may have to be jacked through the railroad embankment. �a i i - 27 - sn'-'; Project 3- 17 +i The system is partially existing and known as the Grand Terrace storm drain. The main line originates at Barton Road, runs along the southeast side of the Riverside Freeway and then crosses the freeway at the vicinity of the A. T. and S. F. Railway; it thence proceeds crossing the La Cadena Avenue interchange and La Cadena Avenue and following the natural watercourse alignment it terminates at the City of Riverside reservoir south of La Loma Hills and by the San Bernardino-Riverside County line. It comprises an existing pipe conduit between Barton Road and Debarry 13 Street, which was found adequate, an existing concrete lined channel and several closed conduit culverts at the various crossings between Debarry Street and La Cadena Avenue, which for the most part are to be further improved, and an existing rock rip-rap channel between La Cadena Avenue and the Riverside reservoir, which needs no further improvement. The design frequency used for the entire system including tributaries was 25-year. The four major tributary drains of the system are as follows: I E a. an existing pipe conduit in Barton Road between the main line and Canal Street had to be extended further upstream to the branch-off point of Barton Road and Palm Avenue. b. an existing storm drain in Debarry Street between the main line and 140 feet west of Mount Vernon Avenue was also extended up- stream to approximately 1, 400 feet east of Mount Vernon Avenue. C. a proposed pipe conduit originating 330 feet south of Pico Street in a future stree, 1, 400 feet east of Mount Vernon Avenue runs north- erly to Pico Street, westerly in Pico Street, northerly in Mount Vernon Avenue to Van Buren Street and thence westerly in Van Buren Street to approximately 1, 320 feet west of Michigan Avenue; it thence continues as an open channel along the natural watercourse to the main line. d. a proposed pipe conduit in La Cadena Avenue from Palm Avenue - 28 - southerly to the crossing with the main line of the system; a short 30" RCP line runs in an existing street 2, 640 feet south of Palm Avenue from Rosedale Avenue to La Cadena Avenue. An easement must be acquired for the channel portion of the Van Buren tributary. The Gage Canal, a City of Riverside public utility, will cross the pro- posed extension in Barton Road with a 54" RCP at approximately 1, 100 feet west of Mount Vernon Avenue, is presently crossing the existing Debarry tributary and will also cross with a 60" RCP the proposed Van Buren storm drain at 900 feet west of Mount Vernon Avenue. Other minor utility interference should be recognized in final design. Project 3-18 The proposed system consists of a single line designed for a 25 =ear frequency. '•�;' It runs in La Cadena Avenue from Litton Avenue to a point 1, 450 feet to the north, thence northwesterly along the natural watercourse to its crossing with the road adjacent to the Santa Ana River and finally to its point of discharge at the river. An entrance headwall will be required at the upstream end of the open channel, probably on the La Cadena Avenue right of way line, where the pipe conduit ends. A pipe or box culvert crossing at approximately 100 feet upstream from } the-river should be also part of the final design. i An easement for the open channel must be acquired prior to its construc- tion. I. :` l s�stem main lines and secondary trunk lines in terms of major damage prevention or relief from overland flow. II. Local drainage facilities (tributary to the main line, or secondary trunk lines) designed to alleviate existing drainage problems and to prevent flood conditions in major thoroughfares and presently developed areas. III. The remainder of secondary trunk lines. IV. The remainder of local drainage facilities or tributaries at a pace depending upon the growth rate of the undeveloped areas.
