A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF GRAND TERRACE, CALIFORNIA.
APPROVING CUP-88-3 ALLOWING A I~IOBILE HOME
SALE LOT TO BE LOCATED AT ASSESSORS PARCEL
NUMBER 275-231-36 (NORTH OF 12028 LA GROSSE)
PER SECTION 18. 30. 030 OF THE GRAND TERRACE
MUNICIPAL CODE
WHEREAS, the Applicants, Glenn Clark and Joe Feeney applied
for a. conditional use permit to allow the operation of a mobile
'home sales lot within a C-2 zone located at Assessors Parcel
Number 275-231-36 (North of 12028 La Crosse) ; and,
WHEREAS, the proposed use is a permitted use in a C-2 Zone
with a. Conditional Use Permit; and,
WHEREAS, a properly noticed public hearing was held before
this body on June 20, 1965.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of
the City of Grand Terrace, California, that the following
findings have been made :
1 . The proposed use will not be detrimental to the general
health, safety, morals, comfort or general welfare of the persons
residing or working within the neighborhood of the proposed use
or within the City. The use will be located on a vacant portion
of the applicant' s property and will not be directly adjacent to
any other use except an existing parking facility.
'. The proposed use will not be injurious to property or
improvements in the neighborhood or within the City. The use is
on a 16, 723 square foot portion of the applicant' s 4- 1i2 acre
Parcel . It is not directly adjacent to any other development in
the City except a parking area.
3. The proposed use is consistent with the latest adopted
General Plan. The current General Plan use is for General
Commercial . This use is for the sale of Mobile Homes, which is a
commercial use and is permitted with a Conditional Use Permit.
BE IT FURTHER RESOLVED THAT CUP-88-3 shall be conditioned as
follows :
1 . All requirements as recommended by the Forestry
and Fire Warden Department in its Memo dated June
14, 1988 and attached as Exhibit A.
2. All requirements as recommended by the City
Engineer in his Memo dated June 16, 1988 and
attached as Exhibit B.
�J 3. A legal agreement drawn up by the Applicant' s attorney
and approved by City Attorney reflecting the future
improvement requirements as a result of this project
for APN 275-2:31-36, enumerated by the City Engineer in
his memorandum to the City dated June 16, 1988, and
attached as Exhibit B, be executed by applicants and
recorded in the County Recorder ' s Office of the County
of San Bernardino.
4. The appropriate fees shall be paid to the Colton
Unified School District per its Memo dated May 3,
1988 and attached as Exhibit C.
S. A detailed landscaping and irrigation plan per the
requirements of the Grand Terrace Municipal Code
shall be approved by the Planning Department and
implemented prior to completion of the project and
shall be maintained throughout the term of this
Conditional Use Permit.
6. A revised Site Plan with detailed dimensions
indicating the exact location of the site' s
easterly property line and the LaCrosse Ave. right
of way and all other items as required by this CUP
shall be submitted to and approved by the Planning
Department prior to the issuance of building
permits.
7. All signs associated with the project shall be
approved by the normal sign permit process and
shall be in conformity with the requirements set
out by the Grand Terrace Municipal Code.
8. All parking area shall be redesigned to provide
better ingress and egress to the parking spaces.
9. All mobile homes shall be located only on approved
designated pads.
10. The mobile home sales ' lot shall be fenced in
accordance with a. fencing plan to be approved by
the Planning Department.
11. All delivery and removal of mobile homes shall be
accessed through the existing retail center.
PASSED AND ADOPTED by the Planning Commission of the City of
Grand Terrace, California, at a regular meeting held on the3Oth
day of June, 1956.

the start of building construction and shall be over and
above the average daily consumption of water. The following

Fill . The required fire flow shall be determined by appro-

Insurance Services Office ( ISO) Guide for the
Determination of Required Fire Flow. "
F-j. . F12 . In areas without water-serving utilities , the fire
3F012 protection water system shall be based on NFPA Pamphlet
No. 1231 , "Water Supplies for Suburban and Rural
Fire Fighting. " A storage reservoir must be provided
for each parcel; the minimum capacity to be maintained
shall be determined by the fire department .
F13 . The developer or his engineer shall furnish the fire
1FO13 department with two copies of water system improvement
plans where fire protection water systems are required .
In addition,- a letter from the water purveyor stating
what fire flow ' can be met shall be required. The
fire department shall also sign all water plans prior
to recordation.
F14 . Mountain Fire Zone building regulations specified
3F014 in San Bernardino County Ordinance No . 2475 shall
be strictly enforced.
F15 . A greenbelt or fuel modification zone shall be
1F015 required. Requirements will be site specific to
the project. The greenbelt/zone plan must be filed
with and approved by the fire department with jurisdic-
tion prior to recordation of the final map. Mainten-
ance of said greenbelts and/or fuel modification
zones shall be provided for with approval from the
fire department .

SUBJECT: CONDITIONAL USE PERMIT 88-3 MOBILE HOME DISPLAY LOT
Pursuant to the requirements of the Municipal -Code' of the City of
Grand Te.rrace., developer and owner, the property owner would
normally be required to install all ' the off-.site improvements along
the frontage of the -parcel to be developed. (Parcel No. 275=231-47) .
In this particular case, such a requirement would apply to the
frontage of said parcel along LaCrosse Avenue. Since the improvements
along the southerly portion of LaCrosse, specifically Parcel No.
_275=231-46 cannot be required in conjunction with. this development,
I would question the value of- requiring the installation of those
improvements along the northerly parcel. It would be my recommenda�
tion that no improvements be installed at this time for the reason
stated above, and a potential of creating a drainage problem with -the
installation of. such improvements at that location.
I would therefore, recommend that the developer be required to sign
an agreement to be recorded, and to run as a covenant with the land
for..future.-installation of the following improvements :
1.. Installation of curb and gutter.
2. Construction of standard roadway and between the. curb and street
centerline. ,
3. Installation of standard sidewalk.
4:' • :Dedcation. of •subject property as may be necessary for a smooth
transition of a roadway along the frontage of subject property.
5 . Installation of ornamental street lights, as may be required.
6. All of the above improvements to be designed by owners civil
engineer to the specifications of the City.
It is recommended that, at this time, the developer be required,
prior to issuance of the building permit, to provide:
1 . Grading Plan.

.?The` Colton Joint Unified School District is impacted at the present . time.
a'. result,' the district has made application with the state for
additional schools to be built within the district. As part of that effort.,
the district is collecting a fee of .25 cents per square ft. for commercial
and industrial construction, based on the number of covered or enclosed
square footage. The. school district has no objections to the proposed project
providing that any school fees are paid prior to building permits.
