1988-05 y RESOLUTION NO. 88-05 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE, CALIFORNIA, APPROVING CUP-55-9 ALLOWING AN ALUMINUM RECYCLING PROCESSING FACILITY IN A M-2 ZONE PURSUANT TO SECTION 18. 39. 030 OF THE GRAND TERRACE MUNICIPAL CODE WHEREAS, the Applicant, Golden Aluminum Company applied for a Conditional Use Permit to allow the operation of an aluminum processing recycling facility within a M-2 zone located at 21516 Main Street ; and WHEREAS, the proposed use is a permitted use in a M-2 zone with a. Conditional Use Permit : and WHEREAS, a properly noticed public hearing was held before this body on July 15, 1985. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Grand Terrace that the following findings have been made : 1. The proposed use will not be detrimental to the general health, safety, morals, comfort or general welfare. of the persons residing or working with the neighborhood of the proposed use or within the City. This use has been operating at -this site for many years. No health, safety or public complaints have come to the attention of the City since incorporation. The site is located in a manufacturing zone with other similar uses surrounding it.. 2. The proposed use is approved only upon conditions mentioned herein. Therefore, with these mitigating measures, it is anticipated that the use will not be injurious to the surrounding areas. 3. The proposed use is consistent with the latest adopted General Plan. The landuse designation for this property is industrial . This use is permitted in this landuse designation with a Conditional Use Permit. BE IT FURTHER RESOLVED THAT CUP-88-9 shall be conditioned as follows : 1 . All requirements as recommended by the Forestry and Fire Warden Department in its Memo dated July 13, 1988, and attached as Exhibit A. 2. All requirements as recommended by the City Engineer in ' his Memo dated July 12, 1988, and attached as Exhibit B. r 3. The Site shall be enclosed by a chainlink fence. The entryway shall be enhanced by a. built up planter type treatment extending approximately 10' , in each direction. The Community De.ve-lopment Director shall approve such treatment ; 4. A landscaping plan shall be submitted for approval by the Community Development Director. Said Plan shall be for the west perimeter of the site and shall provide for screening of the perimeter in lieu of a solid block wall . In addition, the existing landscaping of the site shall be enhanced by replacing some of the existing. landscaping, expanding the irrigation and covering the unplanted areas with redwood chips. This enhancement shall take place prior , to issuance of a Certificate of Occupancy for the proposed expansion. Said landscaping shall be maintained by the Applicant to the satisfaction of the Community Development Director : and- s. The existing processing facility shall be dismantled, and removed, no later than January 1, 1990.
