RESOLUTION NO. 88-09
A RESOLUTION OF THE PLANNING COMMISSION- OF THE
CITY OF GRAND TERRACE, CALIFORNIA, APPROVING
CUP-88-13 ALLOWING . CENTER CITY RECYCLING
CENTER TO OPERATE AT. 21516 MAIN STREET IN AN
M-2 ZONE
WHEREAS, the Applicant, Center City Recycling Center, applied
for a conditional use permit to allow operation of a recycling buy-
back center within a M-2 zone located at 21516 Main Street; and
WHEREAS, the proposed use is a permitted use in a M-2 zone
with a conditional use permit; and
WHEREAS, this project is categorically (1E) exempt under the
California Environmental Quality Act; and
WHEREAS, a properly noticed public hearing was held before
this body on December 5, 1988; and
NOW, THEREFORE, BE .IT RESOLVED by the Planning Commission of
the City of Grand Terrace, California, that the following findings
have been made: ,
1. The proposed use will not be detrimental to the general
health, safety, morals, comfort or general welfare- of the persons
residing or working in the neighborhood of the proposed use or
within the City. The site will be a collection facility . for
recycling. No processing will be done on-site. It is determined
that the proposed use conditioned as recommended below will not be
detrimental to the surrounding industrial users or the residential
units in the vicinity.
2. The proposed use will not be injurious to property or
improvements in the neighborhood or within the City. The
occupation of this site subject to the conditions listed below will
help promote further reuse of the area which is currently plagued
by several vacant light industrial facilities for which the area
is zoned. Additionally,' for the reasons stated .in No. 1, above,
it is determined the proposed use will not be injurious to the
residential units located across Main Street.
3 . The proposed use will be consistent with the latest
adopted` General Plan. The current General Plan designates this
property as Light Industrial.
;— BE IT FURTHER RESOLVED THAT CUP-88-13 shall be conditioned as

follows:
1. All conditions as recommended by the Forestry and Fire
Warden Department in their Memorandum dated November 23,
198.8, and subsequently revised November 30, 1988,
attached as Exhibit A;
2 . All conditions as recommended by the Department of
Engineering and Building and Safety in their Memorandum
dated November 29, 1988, attached as Exhibit B;
3 . All conditions of approval required for SA-88-15;
4. The hours of operation shall be limited to 8:00 A.M. to
6: 00 P.M. Monday through Saturday for public business and
there shall be no activity within the facility after 9:30
P.M. on any day of the week;
5. Storage of paper products shall be within the warehouse
structure or a fully enclosed container; and
6. All parking shall be provided on site.
PASSED AND ADOPTED by the Planning Commission of the City of
Grand Terrace, California, at a regular meeting held on the 5th
day of December, 1988.
