OF GRAND TERRACE, CALIF'ORNIA,APPROVING CUP-89-1,
AN APPLICATION TO CONSTRUCT A 14,000 SQ. FT.
S1RiK.'IURE TO EXPAND A PRIVATE SCHOOL FAC HN IN THE
A-P ZONE
WHEREAS, the applicant, The Advocate School, applied for a
Conditional Use Permit to construct and operate a 26,000 sq. ft. private
school facility to be located at 11980 S. Mt. Vernon Avenue; and
WHEREAS, CUP-87-6 was conditionally approved by the Planning
Commission on August 17, 1987, regarding; and
WHEREAS, the subject property is currently being developed with the
approved 26,000 sq. ft. school facility; and
WHEREAS, a private school facility is a permitted use with the
issuance of a conditional use permit in the A-P zone; and
WHEREAS, the proposed use is in conformance with the City's General
Plan; and
WHEREAS, conditions have been placed on this conditional use permit so
as to insure the proposed use will not be detrimental to the general
health, safety, morals, comfort or general welfare of the persons residing
or working in the neighborhood;
WHEREAS, the applicant has now applied for approval of an additional
11,322 sq. ft. for additional office and classroom facilities; and
WHEREAS, the additional square footage will not result in an increase
in the intensity of this use as previously approved and is therefore
categorically exempt per Class 3, of the California Environmental Quality
Act; and
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City
of Grand Terrace, California, that said Planning Commission finds that:
1. As conditioned, the proposed use will not . be detrimental to the
general health, safety, morals, comfort or general welfare of
the persons residing or working within the neighborhood of the
proposed use or within the city; or is injurious to the
property or improvements in the neighborhood or within the
city; and
2. The proposed use is consistent with the latest adopted General
Plan; and
3. The following conditions are made a part of this approval and
are necessary to secure the purposes of Section 18.66.040 of
the Grand Terrace Municipal Code;
1) All conditions of CUP-87-6 shall be required as apart of
CUP-89-1.
2) All requirements of the City Engineer listed in Exhibit
A shall be required.
3) All requirements of the Forestry and Fire Warden's
Department listed in Exhibit B shall be required.
4) Pay appropriate School District Fees to the Colton
Unified School District.
5) A revised detailed fencing and landscaping plan of the
courtyard area for the proposed annex shall be submitted
to the Planning Director for approval.
6) The hours of operation for normal classroom functions
shall be from 7:00 a.m. to 5:00 p.m.
7) All vocational classrooms shall be limited to use by
students, both full-time and/or part-time enrolled at
this location only. The maximum number of students shall
at no time exceed 120 students.
8) All proposed vocational curriculum shall be submitted for
approval to the Planning Director prior to operational
use.
9) No student parking facilities shall be provided on the
subject site.
BE IT FURTHER RESOLVED that:
1. CUP-89-1 is hereby approved as conditioned.
PASSED AND ADOPTED by the Planning Commission of the City of Grand
Terrace, California, at a regular meeting held the 15th day of May, 1989
by the following vote:
