A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF GRAND TERRACE APPROVING CUP 89-
2 TO ADD A SECOND FAMILY UNIT IN A R-1 ZONE
PURSUANT TO SECTION 18.54 OF THE GRAND
TERRACE MUNICIPAL CODE
WHEREAS, the Applicant, Mr. and Mrs. John Ruffcorn applied for a Conditional
Use Permit to allow the addition of a second family unit to be built within the existing
house at 23187 Glendora Drive pursuant to Section 18.54 of the Grand Terrace
Municipal Code; and
WHEREAS, the addition of a second family unit is allowed in the R-1 Zone with
a Conditional Use Permit; and
WHEREAS, a properly noticed public hearing was held before this body on May
15, 1989.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the
City Grand Terrace that the following findings of fact have been made relative to the
Conditional Use Permit:
1. The proposed use will not be detrimental to the general health, safety,
morals, comfort or general welfare of the persons residing or working within
the neighborhood of the proposed use or within the City. This small second
unit will not add any additional square footage to the existing single family
residence which is located on a large lot. This proposed unit will be
compatible with the surrounding single family homes in the neighborhood.
2. The proposed use will not be injurious to property or improvements in the
neighborhood or within the City. The unit will not be visible to anyone
looking at the exterior of the existing residence as all modifications for the
second unit will be made to the interior of the residence. In addition, the
size of the second unit is suitable for only one occupant.
3. The proposed use will be consistent with the current General Plan land use
designation of Low Density Residential. This designation is defined as 1 to
5 dwelling units per acre this use falls within these parameters.
NOW, THEREFORE BE IT FURTHER RESOLVED that the following
additional findings of fact have been made subject to Section 18.54.010 - Second Family
Units - of the Grand Terrace Municipal Code:
1. The site for the proposed use is adequate in size and shape to
accommodate the second unit and will not alter the exterior appearance of
the front, side, or rear elevations of the main residential structure.
2. The proposed second family unit is clearly subordinate in size, location,
and appearance to the principal unit. The second unit is approximately 10
percent in size of the main unit. As previously mentioned the second unit
will only require interior modifications to be made and will not change the
appearance of the primary unit.
3. The proposed second family unit will not be detrimental to the general
health, safety, morals, comfort or general welfare of the persons residing
within the neighborhood or injurious to property or improvements in the
neighborhood or within the City. The small second unit will not add any
additional square footage to the existing single family residence which is
located on a large lot. This proposed unit will be compatible with the
surrounding single family homes in the neighborhood.
NOW, THEREFORE, BE IT FURTHER RESOLVED that CUP 89-2 is approved
subject to the following conditions:
1. All requirements referenced in the City Engineer's memorandum to the
City dated May 2, 1989 (Exhibit A) shall be complied with;
2. Pay appropriate school district fees to Colton Unified School District.
3. The applicant shall sign an agreement to be recorded at the County
Recorder's Office which states, "Said second family unit shall only be
occupied in accordance with Section 65852.1 and .2 of the Government
Code." Any violation of the agreement shall result in the revocation of
CUP 89-2.
PASSED AND ADOPTED by the Planning Commission of the City of Grand
Terrace, California, at a regular meeting held on the May 15, 1989.
