TO BE LOCATED AT 22791 PICO STREET
WHEREAS, the Applicant, Mr. Dean Brown of Brown & Hoffman Architects
on behalf of the Sisters of Saint Benedict, Inc., applied for a
conditional use permit to construct and use a private mausoleum located at
22791 Pico Street (see Exhibit A); and
WHEREAS, the proposed use is determined to be a permitted use in the
R1-7.2 zone with a conditional use permit; and
WHEREAS, this project is categorically exempt, Class 3 under the
California Environmental Quality Act; and
WHEREAS, a properly noticed public hearing was held before this body
on September 18, 1989, for the purpose of considering the proposed
project.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City
of Grand Terrace, California, that the following findings have been made:
1. The proposed use will not be detrimental to the
general health, safety, morals, comfort or general
welfare of the persons residing or working in the
neighborhood of the proposed use or within the City.
As conditioned below the project should not have a detrimental
effect on the neighborhood or within the City.
2. The proposed use will not be injurious to property
or improvements in the neighborhood or within the
City.
As conditioned below the proposed use should not
effect any physical property or improvements in the
neighborhood or within the City.
3. The proposed use is consistent with the latest
adopted General Plan.
The current General Plan designates this property
as Low Density Residential and the proposed use does
not change the primary residential use of the
property.
BE IT FURTHER RESOLVED, that the proposed project is subject to the
following conditions of approval;
1. The proposed project shall be constructed in accordance with
the siteplan and architectural design as approved by the Site
and Architectural Review Board on September 18, 1989 attached
as Exhibit A. Minor changes and/or clarifications may be made
by the Planning Department.
2. All conditions as recommended by the Department of
Engineering/Building and Safety in their Memorandum dated
September 11, 1989, attached as Exhibit B.
3. All conditions as recommended by the County Department of
Environmental Health Services attached as Exhibit C.
4. The applicant shall pay the appropriate school impaction fee to
the Colton Unified School District.
5. All regulations as required in Division 8 of the California
State Health and Safety Code.
6. All aspects of the proposed project including landscaping,
irrigation systems, and building maintenance shall be
maintained in a clean and functional manner to the satisfaction
of the Planning Department in accordance with this approval and
the overall goals and objectives of the City of Grand Terrace.

Mausoleum
On September 13, 4989 Scott Rose of the San Bernardino County, Environmental Health
Services called and submitted comments regarding to the aforementioned projects.
He stated that he had' just spoken with John Gil of the State of California, State
Cemetery Board in Sacramento. Mr. Gil informed the Environmental Health Services
that all religious cemeteries are exempt from the State and governmental agencies control.
Normally, the State does the inspections for public cemeteries, i.e., Montecito Cemetery.
However, the Sisters of St. Benedict need to contact the San Bernardino County
Department of Public Health Services/Death Records, and file a permit for deposition.
Also, in reviewing the project the City of Grand Terrace City Engineer should follow the
State of California H&S 9650 Code, Specific Construction.
