A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF GRAND TERRACE, CALIFORNIA,
APPROVING ,CUP-89-4 A REQUEST TO OPERATE A
"GENERAL ASSEMBLY ROOM" AT 21900 BARTON
ROAD IN A C-2 ZONE
WHEREAS, the Applicant, Mr. David Terbest, applied for a conditional use
permit to allow operation of a "general assembly room" within the C-2 zone located at
21900 Barton Road; and
WHEREAS, the proposed use is a permitted use in the C-2 zone with a
conditional use permit; and
WHEREAS, this project is categorically (IA) exempt under the California
Environmental Quality Act; and
WHEREAS, a properly noticed public hearing was held before this body on
August 21, 1989; and
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the
City of Grand Terrace, California, that the following findings have been made:
1. The proposed use will not be detrimental to the general
health, safety, morals, comfort or general welfare of the
persons residing or working in the neighborhood of the
proposed use or within the City.
As conditioned below the project should not have a detrimental effect on
the neighborhood or within the City.
2. The proposed use will not be injurious to property or
improvements in the neighborhood or within the City.
As conditioned below the proposed use should not effect any
physical property or improvements in the neighborhood or
within the City.
3. The proposed use is consistent with the latest adopted General
Plan.
The current General Plan designates this property as General
Commercial.
BE IT FURTHER RESOLVED, that the proposed project is subject to the
following conditions of approval;
1. The maximum capacity of the "general assembly room" shall
be 125 persons (including employees, security and serving
staff).
2. All activities associated with the "general assembly room" shall be
contained within Suite 115, no related activities shall be conducted
in any outdoor area.
3. During all activities where there is. more than 35 persons in
attendance and/or alcoholic beverages are served, a uniformed
security officer shall be present for the duration of the activity. An
additional uniformed security officer is required for a total of two
officers if there are 75 or more persons attending an activity.
4. All wedding reception activities, any activity where alcoholic
beverages are served, any activity where music (live or recorded) is
provided, and/or any activity with more than 35 persons in
attendance shall be limited to the following hours of operation:
Fridays, 5:00 pm to 10:00 pm
Saturdays, 8:00 am to 10:00 pm
Sundays, 12:00 pm to 6:00 pm
5. No activities shall extend beyond 10:00 pm.
6. All persons and/or groups who use this facility shall be given a copy of
these conditions and a copy of the Grand Terrace Noise Ordinance and
shall sign an affidavit acknowledging the receipt and occompliance of same.
7. Special holiday activities and hours may be approved by the
Planning Director upon prior written request.
8. This conditional use permit is good for a period of one year
from the date of approval. It will expire on August 22, 1990.
It may be extended by the Planning Commission upon written
NOW THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
GRAND TERRACE HEREBY APPROVES CUP-89-4 BASED ON THE ABOVE
FINDINGS.
PASSED AND ADOPTED by the Planning Commission of the City of Grand
Terrace, California, at a regular meeting held on the 21th day of August, 1989.
AYES: 5,Commissioners Hawkinson,Buchanan,Hargrave,Hilkey,and
Van Gelder voted aye.
NOES: 1, Commissioner Sims voted noe.
ABSENT: 1, Commissioner Munson absent.
