1979-02 RESOLUTION NO. CRA-7.9-2 A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF GRAND TERRACE APPROVING THE PRELIMINARY PLAN FOR THE PROPOSED REDE- VELOPMENT PLAN FOR THE GRAND TERRACE COMMUNITY REDEVELOPMENT PROJECT WHEREAS, there has been transmitted to the Community Redevelopment Agency of the City of Grand Terrace ("the Agency") a Resolution of the Planning Commission of the City of Grand Terrace entitled: "A Resolution of the Planning Commission of the City of Grand Terrace Selecting the Grand Terrace Community Redevelopment Project Area, and Formulating and Approving a Preliminary Plan for the Redevelopment of the Project Area. " NOW, THEREFORE, the Community Redevelopment Agency of the City of Grand Terrace does hereby resolve, determine and order as follows: Section 1 . The Preliminary Plan formulated for the Grand Terrace Community Redevelopment Project attached and incorporated herein as Exhibit "A" , is hereby approved. Section 2. The Agency hereby approves the boundaries of the Grand Terrace Community Redevelopment Project as shown on the map attached to the Preliminary Plan included herein as Exhibit "A". Section 3. The Secretary of the Agency is hereby directed to cause the transmittals required by California Health and Safety Code, Section. 33327. Section 4. The staff. is hereby authorized and directed to prepare the Redevelopment Plan for the Grand Terrace Community Redevelopment Project, a Redevelopment Plan Report and Draft Subsequent Environmental Impact Report thereon, and, in connection therewith, to consult with the Planning Commission of the City of Grand Terrace and other City and County officials. Section 5. The Executive Director is hereby authorized to pay to the State Board of Equalization such fee for filing and processing said statement and map:.as ,may be required pursuant to Section 33328.4 of the Community Redevelopment Law. CRA-79-2 Prepared by the GRAND TERRACE PLANNING DEPARTMENT In Cooperation with the GRAND TERRACE COMMUNITY REDEVELOPMENT AGENCY PRELIMINARY PLAN for the GRAND TERRACE COMMUNITY REDEVELOPMENT PROJECT I . DESCRIPTION OF THE BOUNDARIES OF THE PROJECT AREA The boundaries of the Project area are as shown on the Project Area Map which is attached as Attachment "A" and as described in the Boundary Description which is attached as Exhibit "A" . II . GENERAL STATEMENT OF PROPOSED LAND USES As a basis for the redevelopment of the Project area, it is proposed that , in general, the land uses in the Project area shall be residential . Existing uses within the Project area shall be permitted to remain in accordance with conditions and provisions of the Redevelopment Plan and the City ' s General Plan. III . GENERAL STATEMENT OF PROPOSED LAYOUT OF PRINCIPAL STREETS As a basis for the redevelopment of the Project area, it is proposed that , in general , the layout of principal streets be as shown on the Project Area Map, and those that will be .developed in the various project areas.. Existing streets within the Project area may be closed, widened or otherwise modified, and additional streets may be created as necessary for proper pedestrian and/or vehicular circulation. IV. GENERAL STRATEGY OF PROPOSED POPULATION DENSITIES There will be a range of dwelling unit densities permitted with a minimum of 1 dwelling unit per acre and a maximum of approximately 15 units per acre. V. GENERAL STATEMENT OF PROPOSED BUILDING INTENSITIES As a basis for the redevelopment of the Project area, it is proposed that , in general , the building intensity be controlled by limits on :' (1 ) the percentage of ground area covered by buildings (land coverage) ; (2) the ratio of the total floor area for all stories of the buildings to areas. , -1 - of the building sites (floor area ratio ) ; (3) the size and location of the buildable areas on building sites; and (4) the heights of buildings. The land coverage, sizes and location of buildable areas shoul& be limited as feasi- ble to provide adequate open spaces. VI . GENERAL STATEMENT OF PROPOSED BUILDING STANDARDS As a basis for the redevelopment of the Project area, it is proposed that building standards should generally conform to the building requirements of applicable State statutes and local codes . VI.I . ATTAINMENT OF THE PURPOSES OF THE CALIFORNIA COMMUNITY REDEVELOPMENT LAW The purposes of the California Community Redevelopment Law will be attained by the proposed redevelopment of the area thru: 1. Assisting development of residential construc- tion by financing such development in the project areas in a way which will permit the purchase of units by persons who would otherwise be ex- cluded from the homeownership market . 2. Assisting .development and/or rehabilitation of residences occupied by persons and families of low and moderate incomes and eliminating blighted conditions by using income accrued on such loans in excess of the agency' s debt service requirements for such purposes . 3. Making below-market rate loans, thus making housing available to moderate income, and if feasible low income , occupants. 4. Stimulating construction activity and increas- ing employment . i VIII . CONFORMANCE OF THE GENERAL PLAN OF THE CITY This Preliminary Plan conforms to the General Plan of the City. The Preliminary Plan proposes a similar pattern of land uses and includes all highways and public facilities indicated by the General Plan. -2- e s IX. GENERAL IMPACT OF THE PROJECT UPON THE RESIDENTS AND. , SURROUNDING NEIGHBORHOOD The impact of the Project upon residents of the Project area and surrounding neighborhood will , in general , be in the areas of traffic circulation, public facilities and services, environmental quality, employment oppor- tunities, housing opportunities and economic development . Agency activities in the Project area may include property acquisition, relocation of occupants, demolition of struc- tures, construction of public improvements and land dis- position for private development . It is anticipated that direct Agency activity will occur only when sufficient financial resources are available and such action will produce effective and immediate redevelopment results. Thus, the redevelopment project is intended to be phased with a limited scope of direct activity at any given time. This subject will be dealt with in depth by the Community Redevelopment Agency in the Environmental Impact Report which will accompany the proposed Redevelopment Plan for Project area. -3-
