PUBLIC COMMENT
Jeffrey McConnell, Grand Terrace read all of the applications submitted to Council for
consideration of Council Appointment and he is opposed to Applicant, Kenneth
Henderson.
UNFINISHED BUSINESS
1. City Council Appointment to Fill Council Vacancy
Mayor McNaboe announced that a letter was received supporting one of the candidates
and she asked the City Clerk to read it into the record.
City Clerk, Debra Thomas read a letter from Dan Flores, President of the Colton Joint
Unified School District Board of Education in support of Candidate Becky Giroux.

- Mayor McNaboe announced that the purpose of the Special Meeting was to fill the
vacancy left by former Council Member, Brian Reinarz. The City Council received seven
(7) applications, however one (1) was withdrawn by Nalda Donnelly. Mayor,McNaboe
went on to inform the residents that the City Council will choose the order of interview
for each candidate and then will have the candidates escorted to the .Community Room
to.wait while each individual interview proceeds.
Mayor McNaboe, Mayor Pro Tern Robles, Council Member Wilson and-Council Member
Hussey each pulled names from a bowel to set the order of interviews as follows: Brian
Phelps, Roger Burgett, Jeffrey Allen, Steve Greene, Kenneth Henderson and Becky
Giroux.
The Mayor, Mayor Pro Tern and each Council Member selected a question to ask each
candidate as follows:

Mayor McNaboe Please provide an introductory statement 1 Minute

Mayor Pro Tern Robles As a member of the council how will you work 2 Minutes
with the body to facilitate discussion to develop
consensus.
Council Member Wilson Tell us about a difficult project that you were 2 Minutes
directly involved in turning around. Please walk
us through the project, your role and the
outcome.
Council Member We want to learn about your decision-making 2 Minutes
Hussey processes. If you were to serve on council,
besides the council agenda packet, staff
reports and public testimony, what would you
consider before voting on agenda.item.
Mayor McNaboe Please share your perspective on the financial 2 Minutes
condition of the city and any thoughts you have
on improving the current fiscal state.
Mayor McNaboe Please provide any additional information. 1 Minute
At this time, all candidates were escorted from the Council Chamber except for
Candidate Phelps who was interviewed first. The remaining candidates were
interviewed in the following order.: Candidate Burgett, Candidate Allen, Candidate
Greene, Candidate Henderson, and lastly Candidate Giroux. The candidates were all
asked the questions listed above and allowed the assigned time to provide their
answers.
Mayor McNaboe expressed her appreciation to the candidates for standing at the
lectern during their .interview and appreciates that each candidate cares about the
community enough to want to serve on the City Council.

Mayor Pro Tern Robles stated she was impressed by all candidates. All would be well-
suited, and each has the best interests in mind for the City. She felt very good about all
of the candidates but wanted each one to know that they are appreciated.
Council Member Hussey thanked each candidate for coming out. He shared his,
experience interviewing for a Council position but suggested to those that don't make it
to continue helping the City.

Mr. Kenneth Henderson thanked the Council for the appointment and complimented the
other candidates and took a few minutes to talk about the City's Vision 2030 and his
participation.

The Next Regular City Council Meeting will be held on Tuesday, December 12, 2017 at
6:00 p.m.
