C. PUBLIC COMMENT
Don Larkin, Veterans Wall of Freedom - Foundation of Grand Terrace thanked the City
of Grand Terrace for,sponsoring the Veterans Day Celebration on November 11, 2017.
Mr. Larkin took a moment to symbolically present to the City Council a U.S. Flag as a
tribute for the City's'support of the Veterans Wall of Freedom.
Darlene Duron, Relay for Life Committee announced that Colton High School will
undergo renovations over.the next two (2) years and the 2018 Relay for Life will be held
at the football field of Grand Terrace High School on April 28-29, 2018 and provided
City Council with some history about the organization.
Paul Luna, Relay for Life Committee thanked the City of Grand Terrace and stated that
the American Cancer Society benefits greatly from relays that are held throughout the
United States and internationally.
Kelsi Ring, Communications Manager for Insomniac Events which is a Division of Live
Nation spoke about the event held at the National Orange Show Event Center on
October 27-28, Escape Psycho Circus. She explained what happened .during the event
was very unique and she had not experienced the amount of calls and emails received
from residents during a single show over the past three (3) years working for Insomniac

Events. On average, a small show receives approximately three (3) to five (5)
complaints and on a larger scale, usually 10 to 15. The organization received 10 times
the typical amount of complaints lodged during the event. She explained the weather
was a large contributing factor to the noise and the sound waves were bending in the
direction of Grand Terrace due to frequencies, temperature inversion layers and altitude
in all directions which was a hard battle to fight, especially how hot it was and how_ loud
the sound was refracting into the area.
Ms. Ring stated the organization lowered the sound 10 decibels lower than what they
have programmed over the past six (6) years and stated it was a struggle to make it
work. Another reason for-the problem was the organization expanded the festival and
added more outdoor structures. Now that the organization knows how they were placed
and programmed, after some discussion, those.set ups will be restructured.
There are two (2) more events scheduled; one (1) in November and one (1) in
December. There.will be a reduction in stage setups, specifically the outdoor structures,
the tents will be set up and not face Grand Terrace head on, the temperatures will be
lower and therefore sound will not travel as fast and as far because temperature cuts
sound. Sound engineers will be there monitoring 24/7 and visit neighborhoods at a
moment's notice. The organization plans to maintain 10 decibels lower than what they
have produced over the past six (6) years and are considering a new audio production
company to search for the best team possible to provide a nice experience for everyone
in the community and the fans.
The organization is committed to improving and bettering their strategies for the rest of
the year and they would love to have a meeting in January with the community to see
how November and December go and will work with the local officials and to let City
Council know the organization is listening.
D. CITY COUNCIL COMMUNICATIONS
Council Member Bill Hussey
Council Member Bill Hussey thanked the residents for attending the meeting. He also
wanted to thank all the volunteers and committees who put together the 2017 Veterans
Wall of Freedom event he recently attended. He especially wanted to thank the
Severson Family who were able to place a plaque on the wall in memory of US Army
Veteran, Irwin Severtson who served in WWII.
He received a call from a resident regarding illegal dumping of a desk on the road and
wanted to thank City Manager Duffey for having the item removed expeditiously while
the Historical & Cultural Committee hosted their Annual Country Fair.
Council Member Hussey attended the Country Fair and commented on the great turnout
and really enjoyed the chili. He also thanked the Historical & Cultural Committee and
City Staff for putting that together as well.

He expressed his concern regarding the illegal dumping around ViVien.da and Barton
Road. He would like to have the City examine what the costs would be to install
cameras and lighting in the area.
Council Member Hussey asked for clarification on where the City's street sweeping
signs are specifically placed and would like more detailed information regarding that
placement on the City's website. Additionally, he requested the street sweeping ticketing
program halt during the holiday season.
He attended the recent Light Up Grand Terrace meeting and commented on the
outstanding job those committee members perform and would like to designate those
members as an official committee or sub-committee for the annual Light Up Grand
Terrace event.
Council Member Doug Wilson
Council Member Doug Wilson thanked the Historical & Cultural Committee for the
Country Fair and knows the effort it takes to put the event together.
.He also attended the Veterans Day celebration and he was pleased to see the many
activities. that were going on throughout the event and took a lot of pictures. Veterans
Day is special to him. Although he did not get picked up in the draft, he has 17 different
Revolutionary War veterans, countless Civil War, WWI, WWII, Korean, Vietnam, and
' every other Veteran you can think of in his family line, he greatly appreciates their
sacrifice.
Council Member Wilson is happy that the. Emergency Animal Clinic is back in operation
and is easy to locate.
He had a recent conversation with 47th Assemblymember Reyes and shared that they
are working hard in Sacramento to assist cities obtain funding for roads, sewers and
storm drains..
Mayor Pro Tern Sylvia Robles
Mayor Pr`o Tern .Sylvia Robles thanked the Historical and Cultural Committee for their
fine Work. She also thanked the Foundation/Veterans Committee. She was able to see
her husband's plaque for the .first time. She then traveled to Colton and met a WWII
Veteran at the American Legion..Her family has served since the Civil War and her
mother's side of the family were Texans and she is very proud of them.
She attended the League of California Cities Legislative Committee. An update was
provided by Best, Best & Krieger on medical and recreational cannabis legislation.
Mayor Pro Tern Robles attended, with Staff, Southern California Associated
Government's Economic Forecast and Housing Summit. In the City's Region which
includes six (6) counties and 199 cities, 55% of the renters are paying 30% of their
=' income to housing costs. In LA county one-third of the renters spend more than 50% of

their income on housing. Higher housing costs impact the local economy in the following
ways:
$43 to $83 Billion in lost construction activities
$27 to $32 billion in lost expenditures on activities outside of rent and mortgage
payments
Nearly 50% of all households that are millennials are priced out of LA and
Orange Counties
One of the main discussions was to eliminate the CEQA.
Another discussion was held regarding labor's push for minimum wage going up to $15
per hour. Two (2) years ago businesses were going to invest money in robotics and
although they are expensive, one-time costs were going to be worth it. Now two (2)
years later those kiosks are located in minimum wage positions where robots are going
to replace the workforce.
Mayor Pro Tern Robles asked ,Staff to bring back previous activities from the original
Parks and Recreation Committee such as Community Days and other activities with the
City taking the lead for some of those activities for the upcoming Fabulous 40th
Anniversary for the City. However, she knows she can request it, but she believes
Council needs a second member to agree'to ensure Staff is not. running around doing
things that no one will be interested in implementing.

Mayor'Darcy McNaboe attended SBCTA Board Meeting on November 11. Prior to that
she attended the General Policy Committee and the combined Transportation Metro
Valley Study Session. The items that were approved through those committees were
approved at the Board level. To address those that were not, the Board approved:
A contract with Omnitrans memorializing the roles. and responsibility of each
agency for the implementation of the West Valley Connector Project
Adopted a resolution authorizing allocation of local transportation funds and State
transit assisted funds for FY 2017-2018
Authorized staff to submit a modification request to the California Office of
Emergency Services for FY 2012-2013
Received a report from an organization called Grid Alternatives, Inland Empire. They
are. the nation's largest solar non-profit. They have other ways of helping to provide
solar solutions for underserved communities. It was an interesting presentation and
Mayor requested the presentation be shown on the City's Channel 3.
Received a report from SBC Behavioral Health which presented information about the
best practices for local governments to address drug misuse and abuse. Mayor
McNaboe requested Staff contact SBC Behavioral Health and obtain the information
and provide to all Council Members.

Under Project Delivery, the Board:
Awarded a landscape construction contract for 1-215, Segments I and III
Landscaping Replacement Project to Griffith Company
Authorized the executive director to execute a Memorandum of Understanding
with the City of Ontario for the administration of grant funding for their
Transformative Climate Communities Program
Awarded a construction contract with Downey Construction for construction of
early utilities relocation for water and sewer utilities in the cities of San
Bernardino and Loma Linda in support of the Redlands Passenger Rail.
The City's local Oversight Board approved the Successor Agency's last and final
Recognized Obligation Payment Scheduled for July 1, 2018 through June 30, 2034 and
.approved the 2011 Bond Proceeds Expenditure Agreement in the amount of$2,026,585
so the City can move forward with some of the projects City Council envisioned for
those bond proceeds.
Mayor McNaboe will provide the SBCTA General Policy and Metro Valley Study
Session report next month:
Mayor McNaboe thanked the committees that put together the Veteran's Day and
Country Fair events. She also wished everyone a happy and healthy Thanksgiving.

9. Amendment to CaIPERS Health Contract for City Hall Employees
Cynthia Fortune, Assistant City Manager gave the presentation for this item.
Mayor Pro Tern Robles commented that the plan was less back in 2014.
Mayor McNaboe asked for clarification on what the City's flat rate contribution to the
employee's plan would be.
Assistant City Manager Fortune confirmed that the City will go with Kaiser's next year's
flat amount.

10.Capital Improvement Program for Fiscal Years 2017/18 - 2021/22
Alan French, Public Works Director gave the PowerPoint presentation for this item.
Council Member Wilson stated that when he spoke with Assemblymember Reyes, she
indicated that there was going to be funding in the amount of $1' million dollars that
would come the City's way in relation to local streets and wanted to know if that would
help the City'in FY 2018-2019.
Director French stated that is Senate Bill 1 which is the increased gas.tax and increase
in vehicle registrations which can be used for capital improvements as well as storm
drain improvements as well.
Council Member Wilson noticed that the gas company has torn up some newly slurried
streets. He wants a plan implemented to force these entities who tear up the City's
streets repair them properly and wants a guarantee for at least five (5) years, there will
be no movement.
Director French explained that a deposit is collected on those encroachment permits
that are pulled and retained for'up to two (2) years. If the street fails, the City utilizes the
deposit to make the repairs. The project that Council Member Wilson is referring to, Mr,.
French explained, that the gas company has been instructed to repair the whole street
in that section where they are digging up. The City is working with the water company to
perform their work before the City slurry seals the streets.

Mayor McNaboe confirmed that the project discussed above was a hazardous gas leak.
Council Member Hussey asked when the contract is awarded in May 2018 can the work
begin in the summer. He doesn't want this going on during school hours and the traffic
that goes with it.
Director French explained that the temperature needs to be warm and the City tries to
plan without school traffic and signs are posted so the residents don't park on the street
during slurry.
Bob Henry, Grand Terrace asked if Miriam Way would be ground. He believes there is a
part of the street that needs more than slurry seal.
Mayor McNaboe asked if some of the streets to be slurried can be re-evaluated based
on input from residents.
Director French stated yes. He explained that evaluations will be made to determine
whether a street needs to be slurried or replaced at full-depth.

12.Professional Service Agreements for On-Call Grant Writing Services

Council Member Wilson wanted to clarify that the consultants hired to obtain. grant
funding is at the direction of Staff and that the City sees those benefits in grant money
received.
Director Molina stated that the City identifies the types of grants that it wishes to submit
a competitive application for. The consultants will provide a list of the upcoming grants,
the City would determine if it wishes to proceed with one, ask for a cost proposal from
the four (4) different consultants and make sure that the costs are reasonable, and the
schedule can be met and then submit the application on the City's behalf. The
consultants have assisted with follow up ,questions that the agencies awarding the
grants have, and attended site visits. Once successfully receiving grants, it is a different
process to request the funding allocation and proceed with implementation.
Johan Gallo, Grand Terrace suggested having the consultants look for funding for
additional cameras for the City.

13.Award Contractor Agreement for Installation Services for Poured in Place Rubber
Playground Safety Surfacing at Richard Rollins Park to No Fault Sport Group, L.L.C.
Alan French, Public Works Director gave the PowerPoint presentation for this item.
Council Member Hussey wanted to know once the rubber surfacing has been laid and
the need to replace the playground equipment arises, will the rubber surface have to be
torn up.
Director French stated some of the equipment has been repaired. If equipment needs to
be replaced, the rubber surface could be repaired.
Jeffrey Allen, Grand Terrace thanked the City Council for their consideration in the
recommendations for the rubber surfacing. He agrees in the importance of child safety.
He asked if the surface comes with any warranty or guarantee for a period of time.
Karina Roche, No-Fault Sport Group, the contractor on the project, stated there is a
seven (7) year warranty and have built a very good relationship with the City. She also
stated No-Fault Sport Group would give the City a longer warranty. She also stated if
equipment needed to be replaced, the repairs to the rubber surface would be minimal.

Council Member Wilson stated he did not see the warranty listed in the City's
agreement.
Ms. Roche indicated that No-Fault Sport Group has their own warranty in their
documentation and that they issue a warranty letter after installation which states the
term of the warranty.
Council Member Wilson asked how No-Fault Sport Group would handle unusual
circumstances and would they be covered under the warranty.
Ms. Roche explained for minor unusual circumstances and it's not a vast amount of
vandalism, No-Fault Sport Group would repair it right away.

14.Approval to Apply for Funding from the Mobile Source Air Pollution Reduction Review
Committee (MSRC) for Clean Transportation Projects
Sandra Molina, Planning and Development Services Director gave the PowerPoint
presentation for this item.
Council Member Hussey asked who is responsible for maintaining the charging stations
once the grant funding has been exhausted.
Director Molina stated the City would be responsible to maintain the charging stations.
Council Member Hussey asked how reliable is a non-emission heavy duty truck.
Director Molina stated there are a few cities that have used 'them, and Staff can poll
those cities to see how it has worked out.
Council Member Wilson asked if the City can use a portion of the grant money for traffic .
enforcement on Barton Road rather than on something that is still in development.

\ ! Director Molina stated that the guidelines of the program identify the types of projects
that would be eligible and those are zero emission, low emission vehicles, electric
vehicle charging stations and traffic signal synchronization.
Mayor McNaboe asked if cost recovery for the charging stations has been considered.
Director Molina stated discussions are being held at this time and as the program is
implemented the City will look at recovering its basic costs..
Mayor McNaboe asked if installation of charging stations will be placed in some of the
other shopping centers.
Director Molina stated existing charging stations will be looked at first and as the City
identifies the type of infrastructure needed, charging stations will be placed in other
shopping centers. On a side note, the City will receive the $50,000 allocation annually.
Mayor McNaboe believed the City entered into an agreement with SBCTA for traffic light
synchronization.
Alan French, Public Works Director confirmed that the City is involved with the program
with the SBCTA however it is only online for Barton Road at.this time.

. 15.Professional Services Agreement Between the City of Grand Terrace and Michael
Baker International for Environmental Services

this item.
Mayor McNaboe asked what is the location of the wood pallet yard.
Director Molina stated it is at 21496 Main Street.

G. Harold Duffey, City Manager stated it is an existing site, not a proposed site.
Council Member Hussey asked if this is the same pallet yard that the City had some
trouble with before.
Director Molina stated the pallet business established without permits or entitlements.
The application was submitted back in 2015 and deemed incomplete, the City needed
additional information and the business did not complete the application, therefore the
City closed the application.' After that, the City _entered into discussions with the
business' legal representative and 'worked out a settlement agreement. Part of the
agreement required a new application be submitted which is the Conditional Use Permit
application. The application has been reviewed for completeness and there is a timeline
of certain actions that must be taken and once the City verified the cost of CEQA work,
it needed to go before Council.-
City Manager Duffey stated one of the significant issues the City had with the project is
the City believed that the applicant needed a Conditional Use Permit to establish a
facility, however the applicant contended the existing zoning allowed it to be there. The
City Attorney had discussions with the applicant and it agreed to submit a Conditional
Use Permit.
Council Member Hussey has concerns that the applicant will be.asked to leave the area
at a later date with the location between it and the school, truck traffic and the upcoming
Lewis Project; it's confusing.
Richard L. Adams, II, City Attorney stated that.the project is not before Council. What
will happen is the environmental report will be sent to Planning Commission and they
decide whether to issue a Conditional Use Permit. The agreement does not. bind the
City to approve.
Mayor McNaboe understands that the City enters into the agreement with the applicant,
but the applicant pays the fee to reimburse the City for the contract.
City Attorney Adams stated as with every applicant, they pay for CEQA to be
completed. The City hires the consultant, but the applicant pays for it.
Jeffrey McConnell, Grand Terrace has concerns with pallet yards, one is fire and the
other is rats.

16.Report on the Increase of the State-Required Business License Certified Access
Specialist Program (CASp) Fee
Cynthia Fortune, Assistant City Manager gave the presentation for this item.
Mayor McNaboe asked if any individual can go. through the program and become a
Certified Access Specialist. and will those individuals submit to the State deficiencies
that the local businesses may have.
Assistant City Manager indicated no, the program allows the applicant to get certified by
the State. The State determines where and when the specialist will go to a business and ,
the business needs to be informed in advance when they are corning to inspect ADA
compliance.

17.City Council Direction on the 2018-2019 Community Development Block Grant Program
Year.
Sandra Molina, Planning and Development Services Director gave the PowerPoint
presentation for this item.
Council Member Hussey asked how the coordinator at the Senior Center was working
out.
G. Harold Duffey, City Manager stated that the City is having phenomenal success with
the coordinator at the Senior Center. The coordinator has alleviated some of the stress
that the seniors have had trying to manage and run the Senior Center. The coordinator
is well organized and able to assist the seniors with planning which allows the senior
club members to enjoy the Senior Center and assist bringing in new members. They
had their last election two (2) weeks ago and they had 25 additional members sign up.
City Manager Duffey also dropped by recently and saw 40 people at lunch which
exhibits great success having the coordinator there and their executive board and club
members enjoy having the coordinator. .
Council Member Hussey asked if any of the funds could be used for public safety.
Director Molina can ask whether the program funds can be used for public safety and
asked for clarification on exactly what Council Member Hussey wanted to use the funds
for.

He asked if the funding could be used for license plate readers.
Council Member Hussey also wants to see benches outside of the Senior Center so that
those waiting for a ride have somewhere to sit.
Director Molina will ask if that is possible.
Mayor Pro Tem Robles wants clarification on the exact dollar amount being requested.
Director Molina anticipates the City will have $46,000 allocated._The City will need to re-
submit the request to,continue the senior coordinator program and asked for a budget of
$25,000 in the application.
Mayor Pro Tern Robles asked if the City was requesting guidance on $21,000.
Director Molina would like Council to direct the Staff to submit for the senior center
coordinator and also to look at-using the unprogrammed funds for Capital Improvement
Projects.
City Manager Duffey stated the City is asking for $25,000 for the senior center position.
Mayor Pro Tem,Robles did not believe the Senior Center was a target area for CDBG.
Director Molina stated that improvements that benefit seniors is an eligible project.
Mayor Pro Tern Robles would like some emphasis placed on the youth as it relates to
CDBG funding-. She asked if some of the funding could be used for playground
equipment as a capital improvement project.
Director Molina indicated the City could consider the youth and examine what the
guidelines are for the area.
Council Member Hussey agreed with Mayor Pro Tem Robles and asked if the funding
could be used for playground equipment for children with disabilities.
City Manager Duffey commented on how wonderful the ideas were that Council is
proposing and the City can shop those.
Mayor McNaboe commented on the rubber surfacing and that Supervisor.Ramos,stated
that surface is used for physically disadvantaged children to play softball and other
activities safely.
Council directed Staff to submit a CDBG Application for a Senior Center Coordinator
and if eligible, for alternative Capital Improvements that place emphasis on the youth.

G. Harold Duffey, City Manager outlined items requested by Council for the Report Back
Log as follows:
Council Member Hussey:
Examine the cost for lighting and cameras to help reduce illegal dumping out in
the Vivienda/Grand Terrace Road area.
During the holiday season when families gather, the City disband its street
sweeping ticketing program; specifically, during the weeks of Thanksgiving and
Christmas.
Create an official committee or subcommittee for Light Up Grand Terrace.
Mayor Pro Tem:
Bring back previous activities from the original Parks and Recreation Committee such
as Community Days and other activities and have the City take the lead for some of
those activities for the upcoming Fabulous 40th Anniversary for the City
Mayor McNaboe:
Reach out to Grid Alternatives of the Inland Empire and obtain material
addressing solar to forward to Council and place on Channel 3.
Reach out to San Bernardino County Behavioral Health and obtain information
about the best practices for local governments to address drug` misuse and
abuse and forward to Council.
City Manager Duffey reminded the Council of the Light Up Grand Terrace event
scheduled on Thursday November 30, 2017 from 4:00 pm to 9:00 pm. The tree Lighting
Ceremony begins at 6:00 pm. .
Starting next week, the City's Holiday Street Banners will be placed on light poles
throughout the City.
