A. SPECIAL PRESENTATIONS
Recognition of La Pasta Italia
Mayor Darcy McNaboe read the Commendation being presented to Walt and Monique
Stanckiewitz as owners of La Pasta Italia.
Mayor McNaboe invited Walt and Monique Stanckiewitz to take photographs with the
City Council and presented them with a plaque outlining their contributions to the City.

Walt Stanckiewitz expressed how much .fun he has had running La Pasta Italia and
r appreciated how it provided him the opportunity to become involved with the City of
Grand Terrace over the past 28 years. He also introduced the restaurant staff to City
Council and the public, as well as shared a story about his child being raised in the
restaurant business. He explained how retirement will allow he. and Monique
Stanckiewitz to spend more time with their grandchild.
Mr. Stanckiewitz introduced Ms. Sandra Shaver, the new owner of La Pasta Italia.
Ms. Shaver took this opportunity to describe her roots in the community, how happy she
is to be back and stated she looks forward to serving the community.
Council Member Bill Hussey described what a blessing it was to have Walt and
Monique Stanckiewitz involved in the community and how they are always willing to
help others. He shared a story about how he found out his wife picked up pasta from the
restaurant when he thought she was making it herself. He explained how he met Walt
Stanckiewitz on a Bond Oversight Committee going up against Colton Joint Unified
School District. He thanked Walt and Monique Stanckiewitz for their countless hours of
support, helping the youth in the community and was thrilled that Walt Stanckiewitz .
posted Council Member Hussey's son's picture on the wall at La Pasta Italia.
He also wanted to thank Walt Stanckiewitz for his past service on the City Council,
especially during those times it was dark and really appreciated his willingness to help
( � the City pull through.
Council Member Hussey told Walt and Monique Stanckiewitz to enjoy their retirement
and stated he can relate wanting to spend time with their grandchild just as he is
blessed to spend time with his and wished them the very best.
Mayor Pro Tern Sylvia Robles'thanked Walt and Monique Stanckiewitz for their service
to the community and all the charity they have performed. She stated she understands
the difficulties small businesses go through and was pleased they could endure. She
shared some of her experiences at La Pasta Italia's original location, its current location
and commented on how long ago it seems that she and Walt Stanckiewitz sat on the
City Council together.
Mayor Pro Tern Robles expressed her excitement.for Walt and Monique Stanckiewitz
being able to spend time with their grandchild, is very happy that they could find a buyer
for the business and thanked them for their service.
Council Member Doug Wilson shared a story about Walt Stanckiewitz attending a
Planning Commission meeting trying to get the City to allow him to place his sign in. a
location that could be seen by patrons. He thought it ironic that after all that, Walt
Stanckiewitz would end up serving as Mayor and have the same responsibility
administering the laws of the City. He wished him good luck.

Council Member Brian Reinarz would like to echo what his colleagues have said and
add that it is businesses, families and individuals like Walt and Monique Stanckiewitz
that are the pillars and the rock of a solid community. He will miss La Pasta Italia and
mentioned they had one of the best sandwiches he has ever had.
Council Member Reinarz also wanted to thank Walt Stanckiewitz for the service he gave
to the City and appreciated the time and effort spent during those times that it was not
always good. He appreciates everything they have done as business owners, Walt as a
Council Member and Mayor and as residents of the City of Grand Terrace. He wished
them the best of luck as well as the new owners.
Mayor McNaboe thanked Walt and Monique Stanckiewitz for investing time and effort in
their business in Grand Terrace and then moving to Grand Terrace and making it their
home. She thanked Walt Stanckiewitz for taking the time during the down turn and dark
days of Grand Terrace serving on the Council. She stated she will miss the seafood
ravioli but is glad they will be able to retire to their next adventure and is very happy
there is a new owner for the restaurant.

C. PUBLIC COMMENT
Sally McGuire, Foundation of Grand Terrace, announced their upcoming Halloween
% Festival scheduled for Tuesday, October 31, at Richard Rollins Park beginning at
5:30 pm where there will be game booths, plenty of candy, trunk or treat and costume

judging. The Foundation is still looking for vendors and thanked the City and UpDog for
their sponsorships.
Bobbie Forbes, Grand Terrace, stated there were four suspicious individuals who were
hanging out in her area and thanked the sheriff for coming out at 2:00 am. She was
embarrassed by the recent Planning Commission meeting and felt there was a lack of
knowledge on the part of the Commissioners. There is a difficult situation coming up
before the City Council and Planning Commission and believes everyone needs to look
at it carefully.
Jeffrey McConnell, Grand Terrace, stated that the Planning Commission meeting was
long and stated at the end of the meeting Chairman Comstock wanted to hear more
from the community at large. He stated that Commissioner Comstock asked staff to post
a survey in the local paper and on Facebook.
D. CITY COUNCIL COMMUNICATIONS
Council Member Brian Reinarz
Council Member Reinarz announced his resignation from the City Council. He described
that when he first ran for City Council and was elected, he worked in Riverside and had
plenty of spare time to devote to Grand Terrace. Shortly afterward he was presented
{'- with a- dream .job offer he. could not refuse located in Los Angeles, however the
commute was not under control and the time involved was not allowing for a viable
situation. With the new position, he was not able to dedicate his time to the Council and
his Committees, which the Grand Terrace residents deserve. Therefore, he cannot
continue.
Council Member Reinarz had a 22-year career in the military, has a full career in the
Department of Justice, a 20-year marriage and 1.7 years in the City of Grand Terrace
but still to this moment, the greatest honor he has ever received was the trust and votes
he received by the .Grand Terrace residents. He extended his apologies and
appreciates everyone's understanding.
Council Member Bill Hussey
Council Member Hussey wished Council Member Reinarz best of luck and understands
the difficulties of a commute and explained his own experiences commuting. He
thanked Council Member Reinarz for everything he has done, serving on the City
Council.
He thanked City staff for coordinating the newly painted double yellow lines on
Mt. Vernon down the hill. He believes it will see more traffic with the upcoming
improvements being made at Barton Road. He does have concerns with the truck traffic
going down the hill and would like signs posted to prevent trucks from using that portion
of the road stating, "This is Not a Truck Route".

Council Member Hussey announced Omnitrans is saving $1.6 million dollars a year for
their gas.pipeline.
Council Member Doug Wilson .
Council Member Wilson stated Council Member Reinarz is a cut and dry guy. The good
thing about that is he knows not only what his abilities are but what his limitations are
and that takes a real individual to have the courage to make a tough decision like that..
He knows sitting on the City Council was Council Member Reinarz' calling and that the
people of. Grand Terrace freely elected him. Council Member Wilson found him to be a
great participant and that Council Member Reinarz was excited about police protection
in the City and felt he started the ball rolling, along with Council Member Hussey, on
additional public safety. In his brief amount of time on the Council, Council Member
Reinarz made a difference.
Mayor Pro Tern Sylvia Robles
Mayor Pro Tern Robles agrees with all the comments made by her colleagues and
stated it takes a solid individual to recognize that the decision had to be made and she
is sad to see Council Member Reinarz go as she felt he contributed extremely well, is a
stand-up guy, a great thinker and very articulate. She thinks his job is very fascinating
and stated he needs to provide for himself and his family first. She told Council Member
Reinarz he will be missed.
Mayor Pro Tern Robles attended a JPIA Annual Conference and cannot say enough
about the organization. It is a stand-up organization, completely no-nonsense,
J completely professional; it takes the time to make sure that City staff and elected
officials know what their obligations and risks are. She explained how the JPIA receives
funding for their conferences, scholarships they provide and what it covers. One break
out session she attended was "How to Avoid Being Tomorrow's Headline - Reputational
Risk."
She read some excerpts from training materials that she received from the conference
and broke down the challenges on how inappropriate behavior in public or private life
can adversely affect the public official. Mayor Pro Tern Robles also commented on how
behavior can influence others perception of the behavior and more specifically with,
respect to social media, those perceptions can influence stories which can _destroy
reputations.
What was great about the training is if something were to happen in the City, it provided
the steps needed to address those situations.
Another break out session she.attended is the "Best is Yet to Come: Overview of Public
Entity Risk Management" with the workshop focusing on helping practitioners manage
their organizations risk and exposure by teaching the basic laws, principles and
applications of Risk Management. It taught her, as an elected official, the importance of

asking who is the Citys risk manager, how does the City assign risk management.
functions within the organization, does the City have its Certificates of Insurance on
hand and are they valid and updated.
Mayor Pro Tern Robles attended the Omnitrans. Plans and Programs Committee
meeting and discussed the following:

Mayor Pro Tern Robles requested the City Manager, on City Council's behalf, create a
working group to focus on helping cities work together on some cap and trade
resources to assist with acquiring shelters that are safe with more amenities and she
has a presentation that she would like posted on the City's local network.
Mayor Darcy McNaboe
Mayor McNaboe expressed her appreciation to Mayor Pro Tern Robles for taking the
time to attend the JPIA Annual Conference. She knows there are many things the City
can take advantage of to make sure the City is doing what it can to mitigate risk. The
organization is sold on the idea that its member organizations do better at staying within
the parameters and reigning in cost when they can mitigate risk.
She attended the SBCTA General Policy Committee and Metro Valley Study Session,
along with the SBCTA Workshop for the Board.
Discussion at the General Policy Committee was as follows:
Amending Surplus Personal Property Policy
Budget Amendment for FY 2017/2018 to Decrease Indirect Expenses
Approved an Agreement with Tiwi Oven Delights to operate.in the Main Lobby of
the San Bernardino Santa Fe Depot
Board Alternate Participation on Policy Committees which would allow alternates
the ability to vote
Under Air Quality/Travelers Services the Board recommended:
Approval of Freeway Service Patrol Program Funds
Amendment to a Contract with Southern California Edison for Implementation of
the San Bernardino Regional Energy Partnership and she hopes the City is

looking at a way to participate in this partnership on behalf of the residents.
Participation in the Metro Valley Study Session was as follows:
Review of construction contract change orders for ongoing SBCTA construction
contracts
Received a Major Project Status Report
Reviewed and recommended for final approval, several items, as follows:
Amendment to a Cooperative Agreement with the City of Chino to allow SBCTA
to acquire property necessary for State Route 60/Central Avenue Interchange
Just compensation to property owners for acquisition of property necessary for
State Route 21.0 Mainline Edition and the Baseline Interchange.
Requested authority to release of RFP for procurement of on-call right of way
services to support delivery of major projects programs
Approve Cooperative Agreement with Caltrans for project approval and
environment document plans, specifications and estimates for the right of way
phases for the 1-1 0/Alabama Street Improvement Project
Recommended budget amendments to increase allocation or pass through of
Measure I Freeway Interchange Program Funds to reimbursement public share
for additional invoices provided by the City of Rialto for their 1-10/Riverside
Interchange for the City of Yucaipa and their 1-1 0/Live Oak Interchange.
Mayor McNaboe announced the groundbreaking ceremony for the Barton Road
Interchange on October 13 which was well attended. Supervisor James Ramos was
there as the Master of Ceremonies for the day, along with Assembly Member Marc
Steinorth, Assembly Member Eloise Reyes; Supervisor Josie Gonzalez, members of the
City Council for the City of Colton, CJUSD Board Member Joanne Thoring-Ojeda, along
with Council Member Hussey and Council Member Wilson.
The SBCTA Workshop was held on October 19 and 20. There was a panel about
emerging technologies and how that should affect the planning for future transportation
systems. Looking at the types of automation that is being invested in automobiles now,
it provides insight as to what types of technology we can plan for as' far as
infrastructure.
Discussion was held about the Council of Government's function and the idea that the
budget for the Council of Government's deliverables has been cut significantly since the
Board decided to no longer continue with the management of the PACE Program.
The Board also looked at its 10-Year Delivery Plan considering Measure I funding
through the end of the Measure I window which is 2040 and there will be a nice
presentation that the City can place on its local_channel to provide the residents with
information on the projects that have been in place and what project delivery is

expected over the next 10 to 1.5 years.
Mayor McNaboe attended Terrace View Elementary School's Red` Ribbon Week and
was honored to be part of its kick off and had the opportunity to speak to the students,
along with additional participation from the SBC Sheriff's Department, Fire Department,
Grand Terrace Women's Club, local businesses and other organizations who gave their
time and donations.
.Mayor McNaboe announced the City Council will be adjourned in memory of longtime
volunteer, Don Bartee.

5. Approval of Successor Agency's Last & Final Recognized Obligation Payment Schedule
(ROPS) for July 1, 2018 to June 30, 2034
Cynthia Fortune, Assistant City Manager gave the Power Point presentation for this
item.
Council Member Wilson asked when the City may have access to use the Bond money
that the City has paid interest and fees on.
Assistant City Manager Fortune was not aware of any upcoming legislation to allow
access to the funds.
Baron Bettenhausen, Assistant City Attorney, stated he was not aware of any upcoming
legislation that would support use of the Bond funds.
G. Harold Duffey, City Manager, commented that an assembly person who attended the
League of California Cities Conference stated he Would be bringing forward legislation
for redevelopment, but the City may have access to the funds_in the future if it is being
used for its original intent in the next three to five years.
Mayor Pro Tern Robles is concerned that the City must pay interest on something it is
not allowed to use. She would like Staff to bring back a report providing what the
original issuance amount was, how much the City has spent and how much is
unencumbered.

to the $2 million dollars; asked if the City could perform some storm drain work or dirt

6. Amend Contractor Agreement with St. Francis Electric to Include Replacement of HPS
Light Fixtures with LED Light Fixtures
Alan French, Public Works Director gave the Power Point presentation for this item.
Council Member Hussey asked that the performance of work to replace the traffic signal
lights not interfere with the start and end time for the middle school and high school.
Council Member Wilson requested a forecasted amortization on the LED light.
Director French stated the City has literature that the LED light lasts longer and uses.
less energy.
G. Harold Duffey, City Manager, stated that the lights are marketed two ways: the LED
lights are supposed to be 63% more efficient in terms of savings. The City is going to
spend on electricity about $5,000 per month and multiply that by 63% and that would be
the annual cost for street lights with a savings of approximately $2,000 a month.
Mayor McNaboe asked how long the lights would last.
Director French stated the lights would last approximately 100,000 hours of lighting
which equals 11 years.
Council Member Wilson stated that Edison has a program sponsoring a dark sky
ordinance. Has the City ever performed a light analysis?
Director French said there is opportunity for an analysis, however there are City
J standards dictating where the lighting is placed.

_ Council Member Hussey believes the LED lighting will provide clarity to the City's
cameras which will assist in fighting crime.
City Manager Duffey commented that it has been proven that a well-lit street does
reduce crime. The City is participating with SCE and are scheduled in March 2018 for all
the City's lights to be converted over to LED lights at no cost.

A motion was made by Mayor McNaboe to fill the vacancy by appointment and. that the
City would open the application date on October 30, 2017, have the applications back
by November 17, 2017 and conduct interviews and appointment on November 28,
2017.

Council Member Hussey asked if the City is giving its janitorial service authorization to
open the parks.
Director French clarified that the janitorial service will only open the parks every
weekend and holidays.

Assistant City Manager Fortune introduced Gordon Duff from Civic Live who gave a
Power Point presentation for the item.
STAFF RECOMMENDS THAT CITY COUNCIL APPROVE AN AGREEMENT WITH
CIVIC LIVE FOR THE REDESIGN AND MAINTENANCE OF THE CITY'S WEBSITE
AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE AGREEMENT.

12.Establishment of Light of Grand Terrace Award
G. Harold Duffey, City Manager gave the Power Point presentation for this item.
Mayor McNaboe does not believe the City should donate $500 to establish a Light of
Grand Terrace Award. She believes that money should come from a private entity and it
be the private entity's award. The concern is perception.
Mayor Pro Tem Robles would like the event to stay as is.
Mayor McNaboe does not want to be on a committee that has to choose one person.
She would prefer to send it out to each organization in town and have them nominate
somebody from each of their committees and then recognize them through the City
Council's process of recognition already set up.
Mayor Pro Tem Robles does not want to be in the business of selecting one person
deserving of the award.
Council-Member Hussey agrees with his colleagues.
Council Member Wilson had no comment.
Council Member Reinarz agrees with his colleagues.
City Manager Duffey asked if the City contacted each organization and asked them to
nominate a member of their club to be recognized through the City's normal process,
however have the. recognition take place at the Holiday Tree Lighting Ceremony, would
Council be comfortable with that.
Mayor Pro Tem Robles wants the evening to be fun with no awards.
Council Member Hussey agrees.

- G. Harold Duffey, City Manager announced the upcoming 36th Annual Country Fair
scheduled for Saturday, November 4, 2017 from 9:00 a.m. to 3:00 p.m. located in the
City Hall parking lot. There is a baking contest, chili cook off contest and lots of good
food.
