Presentation of Proclamation for Bi-National Health Week
Mayor McNaboe read the Proclamation into the record. No representative was available
to attend the City Council meeting to accept the Proclamation; therefore, it will be sent
to the Consul.of Mexico located in San Bernardino.

C. PUBLIC COMMENT
Jeff McConnell, Grand Terrace doesn't want to ask for a moratorium specifically but
would like Council to allow his neighbors to grow their own vegetables and raise their
animals without interference until the zoning has . been changed in the area or
addressed in the City's General Plan.
D. CITY COUNCIL COMMUNICATIONS
Council Member Brian Reinarz
Council Member Brian Reinarz was happy to see the City's volunteers recognized at the
Special Meeting held on September 19, .2017. Volunteerism is an integral part of any
community operation. Volunteers can fill holes where budgets cannot; build community
spirit and is one of the many things that separate the City of Grand Terrace from other
cities.
Council Member Bill Hussey
Council Member Bill Hussey also wanted to comment on the Special Meeting held on
September 19, 2017 recognizing the volunteers in the community. He noted it just so
happened to be his birthday and he stated he could not have thought of a better way to
spend his birthday. He commented that volunteers are what makes the City of Grand
Terrace so_grand.

He attended the League of California Cities and will provide a report at the next Council
' meeting on what the delegates voted on. One item he wanted to comment on was
- homelessness. He has concerns that other cities and counties are pushing out
homeless encampments and stated they are being pushed to the local area.
Council Member Hussey attended the County Fair and was pleased to stroll through the
Farmer's Market and viewing the various vegetables being grown locally.
He also attended the Sheriffs Rodeo and stated it was a great family event and thanked
the Sheriffs Department for a wonderful event.
Council Member Doug Wilson
Council Member Wilson. was thrilled to see all the volunteers recognized at last week's
Special Meeting. About a year ago he asked about recognizing the Emergency
Operations Committee (EOC) because the City was going to reinstitute its CERT
Program and wanted to incorporate some of the individuals from the EOC into that
program and felt it was necessary and important to recognize those people who have
put so much work into it. He would like the recognitions to continue.
Council Member Wilson would like to have the letters -"G7 placed on the mountain
along with some lights to highlight the City.
He also explained that the City has a noise element in its General Plan which has to do
with zoning and different conditions that are instituted on new projects. Old projects,
depending on the size, might be subject to the noise element depending on where it is
in relation.to large arterials. He has noticed that on Barton Road there is a lot of noise
by cars and.motorcycles and would like that addressed as well as the speed limit. Soon
the freeway offramp will direct traffic eastbound and increase the amount of traffic. He
would like the speed limit reviewed to determine if it should be reduced.
Mayor Pro Tern Sylvia Robles
Mayor Pro Tern Robles was apologetic that she was not able to attend the Special
Meeting recognizing the City's volunteers.
She attended the League of California Cities from September 13-15, 2017 and
participated in a seminar focused on ethics. The seminar covered how elected officials
should understand what ethical behavior is and practice that behavior daily without laws
dictating that understanding. She also attended two (2) hours of harassment prevention
training and provided her certificate of completion.
On September 21, 2017 Mayor Pro Tern Robles attended the National Association of
Industrial Professionals Conference and found it interesting to hear about the
challenges presented when trying to develop business and industrial properties in
Southern California.

Mayor Darcy McNaboe
Mayor Darcy McNaboe announced that work is continuing on the Chamber equipment
and there are still some ongoing technical difficulties, however two (2) cameras are
working and Channel 3 has audio. She explained that the technology in the Chamber is
undergoing upgrades and asked the public to please bear with staff. She also asked for
feedback, especially as equipment is changed out to ensure the City gets it right and
thanked the residents for their patience.
Mayor McNaboe attended the San Bernardino County Transit Authority Metro.Valley
Study Session on September 14, which was combined with the Transit Committee, On
Consent Calendar for Project Delivery for both the Study Session and the Transit:
Received and filed construction contract change orders to ongoing SBCTA
construction contracts with Sully' Miller Construction Company, Riverside
Construction Company, Flat Iron West and Shimmick Construction Company.
Reviewed and recommended for final approval the release of Request for
Proposal for the procurement of the Mount Vernon Viaduct Project Management
Construction Management Services.
Under Air Quality Traveler Services and Transit and Transportation Programming, there .
was a lot of reviewing and recommending for final approval on the following:
Riverside County Transportation Commission Rideshare Trip Reduction and 511
Programs effective July 1 through June 30, 2018. These are programs that are
worked on as a County in cooperation with Riverside County.
Looked at a Budget Amendment for FY 2017-2018 for the Transit Right-of-Way
Management. This was an increase to the Valley Local Transportation Funds.
Authorized the executive director to execute a contract with the County of San
Bernardino to define roles and responsibilities of each agency.
Accommodate a portion of the Santa Ana River Trail as part of the Redlands
Passenger Rail Project. A platform will be installed to support the passage in the
Santa Ana River Trail as that Redlands Passenger Rail Project goes forward.
Reviewed the HDR Engineering Incorporated contract which was Amendment #4to the Redlands Passenger Rail Project
Also for the Redlands Passenger Rail Project; recommended the Addendum #4
to the Final Environmental Impact Report and found that it was appropriate and
consistent with the Public Resources Code and the California Environmental
Quality Act Guidelines and recommended for approval.
Continuing with the Redlands Passenger Rail was the Final Environmental
Impact Report dated March 4. Requested the board find and approve that it
move forward as described in Addendum #4.
Reviewed and recommended for final approval a contract with Michael Baker
International for FY 2015-2017 Transportation Development Act - Triennial
Performance Audits.

_ She attended the quarterly San Bernardino Valley Municipal Water District Advisory
Commission on policy. Heard presentations from Bear Valley Mutual Water Company
`J perform a lot of agricultural water delivery. They had an update on the "I Efficient
Program" This is a program that is being looked at regionally to help people to
understand ways that they can conserve; getting the message out there that most of the
water used in households is used outside. The programs on conserving focus on how to
save inside, however there are many ways outside the home that should be looked at to
conserve.
Heard an update on the California Water Fix and the update on groundwater
sustainability council; also give a monthly statement on how the groundwater is doing
locally. It is in much better shape than it was, however we are still in a drought. If you
want to look up I Efficient Program and find ways to continue to conserve, that is
encouraged.

H. CITY MANAGER COMMUNICATIONS
G. Harold Duffey, City Manager introduced Lieutenant Doug Wolfe who gave a
PowerPoint presentation on the 1st and 2nd Quarters of 2017 regarding Part 1 and 2
Crime Trends, Deputy Reports, Calls for Service, Traffic Collisions, Arrests, Citations
and Response Times for the City of Grand Terrace.

City Manager Duffey announced the 2017 Grand Terrace Dog Park Endowment Fund
goal is $14,000: As of this date, the City has raised approximately $9,000.00 with over .
half of the benches sold.
He wants to remind residents the City has started its new Yard Sale Sign program and
described how the program works.
City Manager Duffey announced the City of Grand Terrace is #4 in terms of Facebook
followers versus percentages. He will be contacting the City Managers in the San
Bernardino County area to inform them that the City is #4 with its goal being #1. He is
looking forward to some healthy competition in terms of followers and information on
Facebook.
On Saturday, September 30 from 8am - 12pm Burrtec will host Community Clean Up
Day in City Hall's parking lot.
City Manager Duffey placed a picture of.the. refurbished pool at Terrace Hills Middle
School on the City's Facebook page. Facebook followers were asked to share their
memories of growing up in Grand Terrace at the pool. Staff was pleasantly surprised by
the number of comments received regarding their memories and some even posted
photographs from childhood when they spent time at the pool.

G. Harold Duffey, City Manager wanted to clarify Council requests to place on the Report Back
— Log.

1. Examine the feasibility of placing an icon or marker on Blue Mountain to identify
Grand Terrace.
2. Discussion about noise and traffic calming measures to slow down traffic on
Barton Road.
3. Discussion on the homeless issue.
Council Member Wilson clarified Item #2 would not be traffic calming measures. He wants to re-
look at the feasibility of changing the speed limit from 45 mph to 35 mph. Most commercial
districts have a speed limit of 35 mph and given the fact that the City is going to have a roller
coaster on the City's main drag when Caltrans' overpass is finished he is concerned.
City Manager Duffey restated for the record, the City will examine the safety component
regarding the increased speed limit on Barton Road.
Mayor McNaboe explained that along Barton Road there,are two different speed limits; from the
freeway to Mount Vernon is 40 mph and then from there on is 45 mph.

Mayor McNaboe adjourned the City Council meeting at 7:18 p.m. The Next Regular City
Council Meeting will be held on Tuesday, October 10, 2017 at 6:00 p.m.
