Council Member BIII Hussey
Council Member Hussey thanked everyone for attending the City Council Meeting.
He expressed his appreciation and thanks to the San Bernardino County Sheriff and
first responders for patrolling the area on the 4th of July. He understands the difficulties
trying to locate violators shooting off illegal fireworks.
Additionally, he noticed a lot of animals running around on the streets and encouraged
residents to license their animals.
Council Member Hussey also asked residents to follow the rules when they see a no
parking sign.

Mayor Pro Tern Sylvia Robies
Mayor Pro Tern Robles thanked staff for. all of their efforts regarding the paving
program.
Additionally, she attended a lunch at a new business called Fiery Grill and welcomed,
the owners to the City of Grand Terrace.
Mayor Darcy McNaboe
Mayor McNaboe stated that she will be attending the SBCTA Board meeting on July 12,
2017 as it was rescheduled due to the 4th of July holiday. One of the discussions and
voting they will have is regarding the Interstate 10 Corridor Project which will bring toll
lanes. The Board will look at the final Environment Impact Report that was approved by
Caltrans who is the lead agency. It has been out for public comment however the Mayor
has not heard any 'opposition to this project. She stated this will be the last opportunity
to hear appeals and opposition as to the Board should not, move forward with the
express lanes.
Mayor McNaboe is very happy with the first phase of the street paving project. She
asked that residents be made aware of the next set of streets that are expected to be
repaired during the paving project's next phase.
F. PUBLIC HEARINGS
8. Hearing of Appeals of Delinquent Refuse, Sewer and Rental'Inspection Fees; Action to
Collect Said Delinquent Fees on the Tax Roll and for the Placement of Assessments for
Said Delinquent Fees on Properties Located in the City
Public Works Director Alan French provided the PowerPoint presentation for this item.

,- Council Member Hussey asked for clarification on how the delinquent payments would
be collected.
Director French responded that the delinquent accounts would be forwarded to the
County Assessor's office a lien would be placed on the property tax roll.
Council Member Hussey was concerned that maybe some residents did not receive
notice of the assessment.
Director French stated that any owner can pay the delinquent fees up to August. 25,
2017.
Steven Bradshaw, Burrtec stated that mailers were sent out on June 6, 2017 and
explained the process in which residents can pay for services provided.
Council Member Wilson asked what the City's cost recovery is.
Director French stated that an administrative fee is added to the delinquent account.

FEES THAT ARE PROPOSED FOR ADOPTION AND ASSESSMENT ON THE
TAX ROLLS OF THE COUNTY TAX ASSESSOR.
2) ADOPT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND
TERRACE, COUNTY OF SAN BERNARDINO, STATE OF CALIFORNIA,
ADOPTING A REPORT OF DELINQUENT REFUSE AND SEWER USER FEES
AND DIRECTING THAT SUCH DELINQUENT FEES BE COLLECTED ON THE

9. Annual Levy of Assessment for 2017-2018 Landscape & Lighting Assessment District

Public Works Director Alan French introduced Adreane Freeman, Management Analyst
who provided the PowerPoint presentation for this item.
Ms. Freeman made note that on one of the diagrams, a street name leading into the
development was incorrectly listed as "Emerald" when it should read "Franklin".

I. CITY MANAGER COMMUNICATIONS
City Manager G. Harold Duffey provided statistics regarding firework activity over the
4th of July. He stated there were four (4) citations issued and calls for services totaled
thirty (30).
City Manager Duffey also shared with the City Council that the Slurry Seal Project
application has ended although that does not mean the project is complete. A
contractor's review and completion of the inspector's punch list will be conducted as well
as the striping of streets. He stated.that eighty (80) streets were slurried which impacted .
approximately 5,000 residents and the City provided a daily report on the progress of
each street.
