A. SPECIAL PRESENTATIONS
Recognition and Key Pin Presentation to Linda Phillips, Child Care Services Director
Each Council Member took a moment to recognize how much time and effort Child Care
Services Director, Linda Phillips put into the City of Grand Terrace Child Care Program,
congratulated her entering a new venture with Family Services Association who have
taken over the operations of the Child Care Program, and thanked her for her service
with the City.

Presentation by Lieutenant Doug Wolfe on Enforcement Strategy for the 2017 Fourth of
July
Lieutenant Wolfe and Fire Prevention Officer, Joe Zuccaro presented information to City
Council about the San Bernardino County Sheriff's Department providing extra Public
Safety Fireworks Enforcement from June 30 through July 4 with County Fire providing
assistance.with enforcement on July 3 and July 4. A press release was sent out at the
end of June providing residents with a link which will give them access to the No
Fireworks Zone Map, Fireworks Ordinance and a telephone number to report illegal use
of fireworks.
Mayor McNaboe asked what residents should expect when they call the telephone
number provided and what type of information needs to be provided when they call.
Lieutenant Wolfe and Fire Prevention Officer Zuccaro stated that the seven digit
telephone number directs residents to dispatch, .not 911, and information they will need
to provide is the address of the location with a description of what type of fireworks are
being used.
Council Member Hussey reiterated to residents to call the telephone number to report
illegal fireworks and do not confront someone directly.

5. Resolution Establishing Appropriations Limit for Fiscal Year 2017-18
(1) SELECT THE CHANGE IN PER CAPITA PERSONAL INCOME OF 3.69% AS
THE PRICE FACTOR FOR THE FISCAL YEAR 2017-18 APPROPRIATIONS LIMIT
CALCULATION;
(2) SELECT THE CHANGE IN COUNTY OF SAN BERNARDINO POPULATION OF
1.16% AS THE POPULATION CHANGE FACTOR FOR THE FISCAL YEAR 2017-18
APPROPRIATIONS LIMIT CALCULATION; AND,

Mayor McNaboe announced there is a need to take immediate action on a non-agenda
item and the need to take action arose after the posting of the City Agenda for June 27,
2017. This is to consider a 30-day Interim Child Care Services Agreement with Family
Service Association from July 1, 2017 to July 31, 2017.
City Attorney Richard L. Adams, II cited Government Code Section 54954.2 allowing
City Council to take immediate action on an item as the need to approve the item must
take place before July 1, 2017-and due to a Council Member's absence, a unanimous
vote must take place this evening.

C. PUBLIC COMMENT
Patricia Farley, Grand Terrace expressed her concern regarding illegal fireworks
throughout the City on a regular basis and the injuries that can occur.
Johan Gallo, Grand Terrace commented on the positive impact the added sheriff has
had on the community however, suggests that a workshop be conducted so that,the
City Council can find funding to get the additional law enforcement coverage that he
believes the City needs to address crime.

Bobbie Forbes, Grand Terrace commented that the City Council meeting was not
streaming on Channel 3. She also addressed her concerns with illegal fireworks
throughout the community.
D. CITY COUNCIL COMMUNICATIONS

Wished everyone a Happy 4th of July and celebrate safe and sanely.
Council Member Brian Reinarz
Council Member Reinarz expressed his concern with illegal fireworks throughout the .
community and encourages law enforcement to track the individuals down with their
extra patrols.
He stated that he attended the League of California Cities District meeting and the topic
was county ambulance service.and he will bring back additional information to discuss
at the next City Council meeting.
Council Member Reinarz would like to re-visit the employee 40-hour workweek. He
stated Staff would like an alternative schedule while Council wants City Hall opened five
(5) days a week. He would like to see if something could be done to meet in the middle.
Council Member Bill Hussey
Council Member Hussey thanked everyone for attending the City Council meeting.
He requested a workshop be conducted to address .law enforcement coverage and
would like to see residents participate in addition to City Council.
Council Member Hussey attended the , League of California Cities' Executive Board
meeting where discussion was held on AB 1250, Counties and Cities: Contracts for
Services and regulations to be put in place. Additionally the League's Annual
Conference will be held in Sacramento on June 13 through June 15, 2017.
He attended the grand opening of a local business, Tropicana Tan and wanted to thank
the owners, Sam and Casey for opening their business in the City.
Council Member Hussey was invited to be a guest speaker at Colton First Assembly of
God Vacation Bible Study.
He commented about area fireworks and fire safety. That being said, he stated there .
was a residence that burned and his heart and prayers go out to the family. He asked if
there is anything the City can do to help.
Council Member Hussey wished everyone a.Happy 4th of July and be safe.

Mayor Pro Tern Robles attended SBCTA's Metro Study Group as an audience member.

�— Mayor Pro Tern Robles explained to residents that Facebook is not a forum she can
participate in discussion concerning issues residents may have. She briefly explained
how legislative.bodies are bound by the Brown Act and cannot deliberate on an issue
through social media. She suggested residents write down their concerns and send
them to the City Clerk or attend.a meeting where they can share their concerns and
input during public comment.
She also explained that City Council must participate in ethics training every two years
and requested that the City Council's Form 700s required by the California Fair Political
Practices Commission be posted on the City's website.
Mayor Pro Tern Robles commented on previous accusations of the City Council
initiating a tax-in secret and refuted those. accusations. She wanted to explain that
residents can initiate a special tax and place it on the ballot.
She commented a the local water company's requirement that residents must seek
permission 24 hours in advance to attend their meetings and wanted to inform residents
that permission is not required to attend a City Council meeting and the meeting is
provided as a forum for public discussion. She encouraged residents to read the Brown
Act, come to the City Council meetings to discuss how to resolve problems within the
City.

PUBLIC HEARINGS
6. Extension of a Temporary Interim Urgency Ordinance of the City Council, Adopted
Pursuant to Government Code Section 65858, Placing a Moratorium on the Expansion
or Establishment of Outdoor Storage And/Or Outdoor Manufacturing Uses
Mayor McNaboe asked if any written correspondence was received on this item and
was informed there were none received.
Planning and Development Services Director Sandra Molina gave the presentation for
this item.
Mayor Pro Tern Robles asked when the last update to the General Plan was conducted.
Director Molina stated a full update was conducted in 2010.
Mayor Pro Tern Robles asked why we only ask for 45 days.
City Attorney Richard L. Adams, II explained Government Code Section 65658 which
governs urgency,ordinances.
Mayor Pro Tern Robles had concerns that the plan update was not that old and an
update is already being required city-wide however, believed the item is good for the
community.
Patricia Farley, Grand Terrace stated after reviewing the agenda, she was happy to see
City Council addressing items on the agenda. Many of those have been ones that she
'has concerns about and wants a to be invited to public hearings in the future so that she
can voice her concerns and have input before decisions are being made.

Tony Harris, Business Owner has been in Grand Terrace for 20 years. He explained all
of the improvements he has made on. his property and is upset that the zoning in the
area is being changed. He stated did not receive notification of the zone change ten
(10) days before the public hearing. ,
Ryan Velasquez, representing the" Harris Family Trust stated that the Inland Empire is
the #1 industrial market in the U.S. and because of that, a lot of big business has
relocated to the Inland Empire. Mr. Velasquez described Mr. Harris' property, its
location and how it is best suited for outdoor storage.
Mayor. McNaboe asked Director Molina to address Mr. Harris and Mr. Velasquez'
concerns.
Director Molina stated that the ordinance applies to new development and indicated that
an existing property owner or business owner can apply for a hardship waiver and why
the ordinance should not apply to them. The hardship waiver allows the owner to
explain its unique situation.'
Mayor McNaboe asked if there is an opportunity to.engage our business owners.
Mr._Harris quoted Government Code section 65858 and stated he should have received
notice of this public hearing by June 3, 2017.
Mayor. McNaboe asked if the City was targeting any specific businesses with the interim
urgency ordinance.
Director Molina stated it applies to all properties in the City designated commercial
manufacturing and restricted manufacturing and would affect new business or
expansion of an existing business.
City.Manager G. Harold Duffey explained the process on obtaining a hardship waiver.
City Attorney Adams explained that the moratorium just places the establishment or
expansion-of outdoor uses -on hold until the City can put standards and regulations in
place.
Mayor Pro Tern Robles requested the item be continued in order to meet with
Mr. Harris, property owner, to address his concerns.
Council Member Reinarz asked for clarification on which businesses this ordinance
would affect and whether or not existing businesses could be grandfathered in so that
the ordinance would not affect a business.
City Attorney Adams recommended staff bring back periodic updates on the progress
made with standards and regulations.

Patricia Farley, Grand Terrace is concerned that the City can put in stop lights that will
damage her property value due to development coming in that she believes impacts the
area. She believes the developers should pay the costs for the assessment.
Director Molina stated the amendment applies to new development and new
construction only.
Mayor McNaboe asked if this amendment will affect existing sites.
Director Molina stated that it would not apply to property off site.

Marshal.

12.Award of Contract for On-Call Public Works Geotechnical Services
Public Works Director Alan French gave the presentation for this item.
Mayor McNaboe asked why wasn't this additional work thought of when the contract
was first awarded.
Director French explained that the slurry seal does not need extensive geo-technical
work, just overlay. Since that time after the contract was awarded, there was some.
additional testing needed on asphalt, as well as sampling for the slurry seal.
City Manager G. Harold Duffey clarified that some streets could not be slurry sealed but
needed asphalt. The company will ensure that the product being installed will last.
Council Member Hussey asked how the product will be handled if test results are
negative and if the load would be returned.
Director .French stated that testing verifies that a contractor is complying with the
specifications provided.
Council Member Hussey asked if the testing will provide immediate results before the
slurry is laid down.
Director French explained that the test results. are not immediate however, there are
ways to mitigate,any defect or problem that is found. .

City Manager Duffey introduced Assistant City Manager Cynthia Fortune who provided
a PowerPoint presentation for the General Fund - Fund Balance
Mayor Pro Tern Robles asked about waiving fees and how they are structured.
City Manager Duffey explained the City is waiving the cost of the application, processing
fees and staff time.
Mayor Pro Tern Robles expressed her concern with waiving fees for events not well
attended. In addition she requested information from these organizations that she would

City staff at organization events.
City Manager Duffey explained that there are City sponsored events that the City will
need to partner with other organizations for assistance, as well as the city's assistance
to help these organizations succeed.
Mayor Pro Tern Robles requested that staff prepare protocols for elected official's
recognition at ceremonies and events..
Council Member Hussey asked what the procedure would be to schedule a Public
Safety workshop that residents can attend.
City Manager Duffey stated Staff would bring back an item to schedule a public forum.
Johan Gallo, Grand Terrace commented on the increased crime in the City and believes
the most important responsibility of the City is the safety of its citizens. Mr. Gallo wants
City Council to find the money to increase law enforcement.

16.Adoption of the Fiscal Year 2017-2018 Budget
Assistant City Manager Cynthia Fortune gave the PowerP.oint presentation on this item.
Council Member Hussey asked if there was a way that we could come up with the
$175,000 to make it to $300,000 for an additional deputy.
City Manager G. Harold Duffey stated City Council could go through and knock off items
out of the budget however $70,000 is earmarked for the Sheriff's Department budget
and could reach $125,000 by midyear, but not $175,000.'

Mayor Pro Tern Robles commented on a previous workshop conducted by City Council
where it was realized which sheriffs contract that would be ideal for its citizens,
however the City could not fund it. Mayor Pro Tern Robles informed the residents that
they could elect to tax themselves for sheriff support and the City could provide
information and how that process works.
Council Member Reinarz clarified that the new budget contains a 40-hour deputy, 24-
hour deputy and-overtime.
Mayor McNaboe takes the concerns of the residents seriously. She also shares Mayor
Pro Tern Robles comments that if there are residents that believe there is enough of a
ground swell to pay for extra sheriff patrols through a tax, it needs to come from the
residents.
Mayor McNaboe explained to the residents that the City Manager can sit down and
explain the City's budget to them.
Kevin Pope, Grand Terrace conveyed his concerns about the safety of residents and
that should be City Council's top priority. He described incidents that he experienced in .
the City recently with what he believed to be criminal activity.
Johan Gallo, Grand Terrace shared an incident of a potential break in at his home. He
contacted others in the community to establish a neighborhood watch, however was
unsuccessful.
