3. Master Agreement Between the City of Grand Terrace and State Of California
(Caltrans)
Council Member Wilson expressed concern regarding the order in which agreements
are handled with various agencies. He asked that these types of agreements, such as
the one presented tonight with Caltrans, be provided ahead of time for council review
and consideration. Council Member Wilson asked City Manager G. Harold Duffey if
there was anything in the master agreement that might cause problems for the City.
City Manager Duffey stated that the Master Agreement with Caltrans is straight forward
and how Caltrans operates with respect to EPT grants. The Planning Division will be the
recipient of the Project.
Council Member Wilson expressed concerns regarding Item #17 on Packet Page 13 of
the agenda where it states, "While consultants may perform supervision and inspection

work for PROJECT with a fully qualified and licensed engineer," and where it states
_ "ADMINISTERING AGENCY shall provide a full-time employee to be in responsible
charge of each PROJECT.", is the City going to have to budget $95,000 for full-time
employee?
City Manager Duffey stated that Caltrans requested a member of staff be designated as
the full-time employee. Our Planning and Development Services Director .will be
responsible for the oversight of the project, but not dedicate all of her time.
RECOMMENDATION:
Adopt a RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND
TERRACE, CALIFORNIA, APPROVING A MASTER AGREEMENT BETWEEN THE

C. PUBLIC COMMENT
Jeffrey McConnell, Grand Terrace gave an update on a proposal he has been working
on with area property owners and neighbors with respect to the re-zoning of 40 acres
from M2 back to AG 1 acre ranch style living. Mr. McConnell drafted a petition, collected
signatures from local residents and read the petition out loud for the benefit of council
and members of the public.
Anne Wade-Hornsby, Grand Terrace commented on photos taken of Mr. Jeffrey
McConnell's property compared to the surrounding properties. Those properties are
covered with weeds. Ms. Wade-Hornsby is concerned about the area catching fire as
she keeps her horses at one of the ranches in the area. She stated that Mr. McConnell's
property is very well cared for and it. is unfortunate that the remaining properties are
what she called a mess. Ms. Wade-Hornsby realizes that there is a lot of work that
needs to be done to clean up the area or re-zone, however she asked if the change can
come administratively or by executive decision.

D. City Council Communications
-� Council Member Brian Reinarz
Council Member Reinarz stated that in December 2016 Colton Joint Unified School
District initiated a Facilities Master Plan process. The purpose was to identify long-term
demographic trends, assess current facilities, conditions and envision educational
program opportunities in order to develop strategies that address these needs and their
impact to facilities in a comprehensive and thoughtful manner.
He commented on the wish list of each school located in the district and described how
each school's wish list was addressed and voted on by members of the board.
Council Member Reinarz described in order .to fulfill the wish list recommendations,-
$554 million dollars was needed. Items contained on the wish list of schools in Grand
Terrace were modernization of classrooms, new construction of classrooms, site
utilities, food service improvements and staff support improvements, security and safety
upgrades.
Council Member Reinarz described how the Board of Education calculates funding for
each school district and recommendations that the Board of Education will seek out on
how to spend bond money over the next 10 years.
He also commented on his attendance at the memorial ceremony held at Veteran's-
Freedom Park. Those ceremonies are very special as he comes from a military family
as well as served in,the military himself.
Council Member Bill Hussey
Council Member Hussey thanked staff and volunteers for Grand Terrace Community
Days. It is always a nice event and he appreciates the hard work put into it.
Council Member Hussey also commented on the use of Colton Joint Unified School
District (CJUSD) bonds. He stated if a resident wanted to help make decisions on how
the money is spent, he suggested going to CJUSD's website and signing up for a Bond
Oversight Committee. He explained that it is a good way to control how dollars are
spent in schools.
Council Member Hussey wished everyone a Happy Father's Day.
Council Member Doug Wilson
Council Member Wilson thanked Mayor McNaboe for the opportunity to attend the San
Bernardino Valley Municipal Water District meeting held on Jun 8, 2017. They approved
the March 9, 2017 minutes and stated that the quarterly meeting has everything to do
with every drop of water the area consumes and discussed purple pipe and the recycled
water that runs through it.
Council Member Wilson commented on the fact that the area is in its 19th year of
drought however the water supply levels are safe at this juncture. He stated the
community should still conserve water for our future.

Council Member Wilson wished everyone a Happy Father's Day and commented on a
drawing that Santa Claus, Inc. is holding on July 5, 2017.
Mayor Pro Tem Sylvia Robles
On May 30, 2017, Mayor Pro Tern Robles sat with staff from Omnitrans visiting cities to
discuss short range transit plans.
Mayor Pro Tern Robles explained that she was not able to attend Grand Terrace
Community Days due to another commitment she had scheduled for that same
weekend.
Mayor Pro Tern Robles described how Omnitrans' Lyft program works for seniors and
the disabled and how to use it to get around to appointments or shopping. She also
discussed their transportation reimbursement program for those who rely on friends and
neighbors to transport them.
She also discussed bus routes and how that serves Grand Terrace high school
students.
On June 7, 2017, Mayor Pro Tern Robles attended Omnitrans' monthly board meeting,
and stated that the agency will be moving to mobile payment. A mobile app has been
created that individuals can use to ride-the bus.
Southern California Associated Government had a report on a special study conducted
regarding all transportation modes to Ontario Airport and she asked if a report could be
provided for the regional needs of Grand Terrace and they stated they would provide a
report.
Mayor Pro Tern Robles attended a Housing and Economic Development League of
Cities Policy Committee meeting in Sacramento. One item of significance was a
presentation provided by the California Department of Housing describing their housing
programs which included first time home buyers as well as additional creative ways to
get people into housing.
She stated that the State legislature finished the budget and that California was not
placing huge amounts of money into affordable housing but said the State wants to
partner with cities and the use of housing bonds.
Mayor Pro Tern Robles stated that one of the items the League acted upon was
providing 'a consultant on Enhanced Infrastructure Financing Districts (EIFD). A
presentation was provided from West Sacramento as they were one of the first cities
rolling out the first EIFD. Another discussion held by the Policy Committee on the
second day was an item regarding pension reform.

Mayor McNaboe thanked the volunteers and staff members for Community Days, a
pancake breakfast with the Fire Department and the Lions Club for Movies in the Park.

On June 6, 2017, -she attended the SBCTA, SBCOG board meeting. She stated that
end of year fiscal items were discussed including closed session reports with legal
counsel, updates on fifteen (15) existing litigation cases, seven (7) cases of anticipated
litigation and a public employee performance evaluation for the executive director. The
remainder of the open session meetings discussion was held regarding: approval of
Memorandums of Understanding, project amendments, newly elected officers for FY
17-18, Ontario Council Member Alan Wapner and San Bernardino County Supervisor
James Ramos. A public hearing on condemnation of real property was held regarding
the expansion of US Highway 395 and approved.
Mayor McNaboe received a request to adjourn the City Council meeting in honor of
.Detective Jack Morenberg, of the Colton Police Department. Detective Morenberg
served with the Colton Police Department, Honor Guard and U.S. Navy Honor Guard.
He was a member of the Colton Police Department for many years and retired from the
U.S. Army and the U.S. Navy as a Vietnam veteran. Public service was his life and he
called Grand Terrace his home. His friends paid to have his name put on the Veterans
Wall of Freedom and for Memorial Day 2017; however Detective Morenberg did not
make it to see that day. A memorial service will take place at Colton First Assembly of
God Church on June 15, 2017 at 2:OO.m. followed by a military salute at Veterans
Freedom Park that will involve the Military Honor Guard, the Colton Police Department
Honor Guard and the Colton Fire Honor Guard. The Patriotic Guard will be leading the
procession from the church to the park.

7. Award of June 2017 Community Benefit Funds
Assistant City Manager Cynthia Fortune gave the presentation for this item.
Council Member Hussey asked if the representative for the DAP program could provide
a little more information regarding their services.

- . Ms. Freddie Harris, Drug Alternative Program stated the program is in its 30t" year in
Grand Terrace. It is.a 12-18 month residential program for men addicted to drugs. The
programs focus is not simply getting members off drugs, but to participate in a work
therapy program. The program is set up for everyday living specializing in lawn care and
in the evenings they have dinner and additional one on one or group therapy sessions.
Their program's success rate is 60-80% and it is a faith based organization. After
members graduate, there is a transition to a home they can live in up to a one year,
work,-go to school and then re-enter society.
Council Member Hussey asked Ms. Harris to provide information on how residents can
contact the program for help. Ms. Harris provided Council with the following contact

8. Award Contractor Agreement for the Construction of Grand Terrace Dog Park to Clean
Cut Landscape, Inc.
City Manager G. Harold Duffey provided the PowerPoint presentation for this item.
Mayor McNaboe asked if the park plan had to go to the Planning Commission.
Planning and Development Services Director Sandra Molina stated that it did not..
Mayor McNaboe commented that it did not appear to be very much parking in the area.
Public Works Director Alan French stated that without the ability to determine how many
cars would be at the location, the City provided parallel parking along the streets, as
well as one (1) handicapped space.
Council Member Wilson. asked if the City received any measurable benefit from
designing the location as a dog park and whether or not the City saved substantially
from the design of the property.
- Mr. Duffey stated that the design contractor, MIG believed there would be a cost
savings.

Public Works Director French stated that from the design side there would be a cost
savings as it was prepared ahead of time.
Council Member Wilson asked what the architect's cost estimate was.for the park.
Public Works Director French stated that the architect's estimate was less than the bids
received.
Council Member Wilson was happy with the substantial cost savings on this project. He
asked what the process was to vet the contractors.
Public Works Director French verified references for the contractor and received
positive feedback. They had recently completed a dog park in the desert area and the
city was happy with the results.
Council Member Wilson asked if we were to go out to bid again would it be worthwhile
for us to broaden our bid list due to the fact that we have several other parks especially
if we set our own specs.
Public Works Director French stated that the City tries to minimize what is required
according to the green book. There were additional bidders that did not make the cutoff,
which would have totaled 6-7 total bids and the plan holder list was. up to approximately
20.
Council Member Hussey asked what the cost estimate would run to maintain the park
monthly.
City Manager Duffey estimated approximately $3,000 annually.
Mr. Mike Auld, Grand Terrace stated he is part of a committee, the Foundation of Grand
Terrace. The committee has participated in fundraising efforts for the dog park and is
excited to see the dog park being built. Mr..Auld is happy that funding for the park would
not affect the general fund and would like to donate $1,000 raised by the Foundation
and place it into an endowment for the maintenance of-the dog park.
Mr. Dan Flores, Sr., Grand Terrace expressed his gratitude for Bev and Mike Auld. They
encouraged his participation on the committee about 4-5 years ago and have been
working side-by-side with trying to raise funds for the dog park. He thanked the City and
Mr. Duffey for their efforts to come up with the funds to build the park. He asked if
residents could donate benches and suggested the Foundation install plaques on the
benches recognizing residents.

9. License Agreement Between Colton Joint Unified School District (CJUSD) and the City
of Grand Terrace for Recreational Use of School District Facilities
City Manager G. Harold Duffey provided the PowerPoint presentation for this item.
City Attorney Richard Adams, proposed a couple of revisions to the recommendations
of this item.
Recommendation No. 1 to read: "Approve license agreement, in substantially the form
attached, with Colton Joint Unified School District for the City of Grand Terrace to Utilize
CJUSD Facilities for Youth Soccer and Swimming." There are some tweaks that need to
be completed because conversation is still ongoing between the school district and the
City although not related to any major deal points.
Secondly, in order to facilitate the recommended change there would be a need.to add
a third recommendation which authorizes the City Manager to negotiate and approve
the minor revisions should they be required.
Mayor McNaboe requested an example of what revisions would be necessary.
City Attorney Adams stated Attorney Carrie Raven from Jones & Mayer noted that the
school district .thought it would be a good. idea, and she agreed, to take the section
about the maintenance of the pool, which is contained in the body of the agreement,
and move it to an attachment that relates specifically to the pool.
Council Member Reinarz commended City Manager Duffey for his work on.moving this
project forward. ,

10.Award of Contracts for On-Call Public Works Inspection and Plan Check Services
Public Works Director Alan French gave the presentation for this item.
Council Member Wilson asked why the City is hiring consultants when the City has staff
that can complete the job and asked what percentage of the contract would be applied
to the dog park.
Public Works Director French explained that the cost would be low and the advantage
of using an on-call service would the City to refrain from hiring additional staff. These
firms would be on-call as needed on a limited basis.
Council Member Wilson asked how the contractors control costs.
Public Works Director French stated the contract has a maximum of $40,000 and
cannot be exceeded.
City Manager G. Harold Duffey explained that the City would request each contractor to
provide a quote for the assigned project and whichever contractor provided the lowest
quote, would be assigned that particular on-call project.

City Manager G. Harold Duffey gave the presentation for this item.
Council Member Wilson requested a log representing who has the authority to contact
the City Attorney's office.
City Manager Duffey stated that members of the executive team are the only ones who
can contact the City Attorney. If the line staff wants to contact the City Attorney they.
would need authorization from their department head. The City will also be reviewing
each monthly log -to confirm the billing. If the City has a development project or special
project the City would charge the development or special project those direct costs.

' 13.Continue Deliberations of the.Budget for Fiscal Year 2017-2018
City Manager G. Harold Duffey presented a PowerPoint presentation for this item and
upon completion, introduced Public Works Director Alan French,. Planning and
Development Services Director,Sandra Molina, City Clerk Debra Thomas and Assistant
City Manager Cynthia Fortune who provided additional information on each
departments Top 10 Project List and each project's funding source.
Mayor McNaboe asked where the overhead cost allocation for the Child Care Facility is
located in the budget.
Assistant City ManagerFortune explained how the cost allocation had been distributed.
Mayor McNaboe asked. Family Services Association purchases the building housing
child care and no longer pays rent, would the City need to reduce funding from areas
contained in the budget.
Assistant City Manager Fortune explained that the City should see increased revenue
sources in the upcoming fiscal year.
City Manager Duffey explained that benefit the City will see in the FY 17-18 budget is a
reduction in costs associated with the Child Care Facility, along with a reduction in
healthcare costs.
Mayor McNaboe asked if the insurance pool looks at the City's payroll to determine the
City's share in the cost.
.�- Assistant City Manager Fortune advised that JPIA has been informed that personnel
have been reduced and it will modify the invoicing accordingly.
City Manager Duffey explained to Council that there will be a need for continued budget
deliberations in order for Council to hear the San Bernardino County Sheriff's portion of
the presentation, shared results of the Budget in the Park, the Stakeholder's meeting,
as well as the City Manager's Top 10 Project List. City_ Manager Duffey proposed that
the items be placed on the June 27, 2017 agenda or advised a special meeting could be
scheduled on June 20, 2017 if the Council so desired.
City Attorney Richard Adams explained there is a typographical error under Closed
Session. The item should read, "Conference with Labor Negotiators" instead of,
"Conference with Real Property negotiators."
One potential solution would 'be to adjourn this meeting to June 20, 2017 and have the
City Clerk prepare a Notice of Adjournment, amending the agenda and re-post it as a
regular meeting.
Secondly, City Council could agree that the listing under Closed Session is in'
substantial compliance with the Brown Act.
Discussion ensued between Council Members regarding selection of a date they would
like to continue budget discussions and whether or not the closed session item
scheduled is in substantial compliance with the Brown Act.

H. CITY MANAGER COMMUNICATIONS
Posters will be placed throughout the community informing residents about the fireworks
schedule on July 4, 2017 and timeframe. Residents will also be informed about the No
Fireworks Safety Zone map and where they can report illegal fireworks use.
The San Bernardino County Sheriff's department will provide extra patrol coverage
between June 30, 2017 through July 4, 2017 citing those individuals not in compliance.
City Manager Duffey attended a meeting at the League of California Cities and one
important topic of discussion was CalPERS. City Manager Duffey shared with the City
Council.that PEPRA changed the way CalPERS retirement and health benefits are
applied to new members however the unfunded liabilities for the number of classic
employees is still an issue. City Manager Duffey stated he shared ideas with the Policy
Committee to help achieve a solvent system for CalPERS.
