Council Member Bill Hussey
Council Member Hussey announced that his daughter-in-law had a baby and he is now
a proud new grandfather. He wanted to wish his son and daughter-in-law the best of
health.
Council Member Doug Wilson
Council Member Wilson commented on the Memorial Day event he attended. He stated
it was put together well, ran smooth as silk and everything proceeded exactly the way it
was supposed to. He also stated that it warms the heart when the community comes
together and recognizes the sacrifices of those that have been before us and there is no
substitute to.the kind of love that was expressed in those sacrifices.
Mayor Pro Tern Sylvia Robles
Mayor Pro Tern Robles asked Council to adjourn tonight's meeting in memory of her
Uncle Genaro Cubillos.
In 1948, Genaro Cub.illos was inducted into the U.S. Army located in Needles,
California. He was a prisoner of war for 201 days and held at Stalaa 2A,
Neubrandenbura, Germanv. He retired as a career Air Force Master Sergeant stationed
at Norton between 1970-1980. Mayor Pro Tern Robles expressed how proud the family
is of his accomplishments, and just as proud of his daughter, June who graduated
.Valedictorian of San Bruno High in 1977 and after college went to work at MIT.

Boston Massachusetts.

Assistant City Manager Cynthia Fortune gave the PowerPoint presentation for this item.
Due to some technical difficulties, the Council meeting was temporarily recessed.

Mayor McNaboe reconvened the City of Grand Terrace City Council meeting at 6:15
p.m.
Assistant City Manager Cynthia Fortune continued with the PowerPoint presentation for
this item.
1. APPROVE THE TERMINATION OF CITY PROVIDED CHILD CARE SERVICES
AND THE ELIMINATION OF THE CHILD CARE DEPARTMENT EFFECTIVE AT
THE END OF THE WORK DAY ON JUNE 30, 2017;
2. AUTHORIZE THE LAY-OFF OF THE CHILD CARE PERSONNEL, ALSO
EFFECTIVE AT THE END OF THE WORK DAY ON JUNE 30, 2017 AND .
INSTRUCT THE CITY MANAGER TO ISSUE LAY-OFF NOTICES.

2. Child Care Services Lease Agreement with Family Services Association
City Manager G. Harold Duffey gave the PowerPoint presentation for this item.
Council Member Wilson asked what the City's equity position is as it relates to the sale
of the building.
City Manager Duffey stated that the City's equity position is 100% as the City owns the
building.
APPROVE A LEASE AGREEMENT WITH FAMILY SERVICE ASSOCIATION IN
SUBSTANTIALLY SIMILAR FORM TO THE ATTACHED LEASE AGREEMENT.

3. Introduction of Proposed Budget-for Fiscal Year 2017-18
City Manager G. Harold Duffey gave the PowerPoint presentation for.this item.
Council Member Wilson commented on how the Proposed Budget is set up and
conveyed his concerns about particular items highlighted in red and the fund balances.
Assistant City Manager Cynthia Fortune stated the items are highlighted in red so.that
Council could see how the revenue generated in a particular year was not sufficient to.
cover the expenses for that year; therefore staff is asking Council to approve the use of
the fund balance.
City Manager Duffey identified the fund as the street fund. Street fund are consistently
collecting money so it has a balance that the City brings in and is'not a deficit.
Assistant City Manager Fortune asked Council to refer to Budget pages 34 and 35
indicating that those pages will list every fund's balance. Assistant City Manager
Fortune explained project revenue and expense, project fund balance for each fund and
then proposed revenue and expenses for next year showing the remaining fund
balance.
Council Member Wilson has concerns with the way cash flow and balances show in the
" Proposed Budget and would like it laid out more straightforward so the lay person can
be able to review and understand the document.

Council Member Hussey commented on page 28 as it relates to the personnel request,
and asked if the change from Maintenance Worker l to Maintenance Worker II warrants
a pay increase for those workers.
City Manager Duffey stated that the Maintenance Worker I position is being moved to
Maintenance Worker II and the city is under filling the Maintenance Worker I until the
employee meets.the criteria of Maintenance Worker 11, either by obtaining experience or
receiving a satisfactory performance evaluation. City Manager Duffey believes that the
City may lose an employee .immediately after the change and stated the City's salaries
are not competitive to other cities.
Council Member Reinarz shares Council Member Wilson's concerns with the respect to
how the Proposed Budget is laid out with red highlights and understands how someone
could misread the information provided. He also supports the change from Maintenance
Worker I to Maintenance Worker II, as well as the reclassification of the Office
Specialist.
Mayor Pro Tern Robles is pleased with Staff's explanation regarding the bond proceeds
and is looking forward to how they can be used.
Council,Member Wilson asked. about the long term Emergency Operation Plan (EOP)
and asked where the program is in the 2017-2018 Budget and how much is budgeted.
City Manager Duffey informed Council that the EOP sits in the City Manager' office.
Council Member Wilson asked City Manager Duffey about the Enhanced Infrastructure
Financing District (EIFD) and what it will mean for the City and County.
City Manager Duffey stated that the County provided the City with a list of potential
items and revenues available in the amount of 15.8 million dollars. Kosmont will be
meeting with the City and County to see what items from the wish list the County would
be interested in partnering with the City on and explained how the EIFD financial split
works.
Planning and Development Services Director Sandra Molina outlined the budget figures
for the Emergency Operations Plan and stated that the City grant funding from the
Hazard Mitigation Plan should be submitted to the state in June.
City Manager Duffey explained that during the Stakeholders Meeting held in May, some
of the participants did not know very much at all about the City's Emergency Operation
Plan.

It was Council consensus to adjourn the Grand Terrace City Council meeting in memory
of Mayor Pro Tem Robles' Uncle, Genaro Cubillos. The Next Regular City Council
Meeting will be held on Tuesday, June 13, 2017 at 6:00 p.m.
