Council Member Brian Reinarz
- , Council Member Reinarz discussed the City Manager survey distributed the prior week
and upcoming surveys for the new.budget cycle.
Council Member Bill Hussey
Council Member Hussey thanked the audience for their attendance, and he thanked the
volunteers and City staff for the pet clinic. He requested the meeting be dedicated to
the victims of the Manchester terrorist attack.
Council Member Doug Wilson
Council Member Wilson discussed the League of Cities event he attended the past
Friday and the presentation at the Lewis house.
Mayor Pro Tern Sylvia Robles
Mayor Pro Tern Robles discussed the Grand Terrace High School stadium event she
attended on May 10t" for prizes awarded to students with high CPAs and attendance.
On May 11t" she attended the Omnitrans Administrative Finance Board meeting with no
reportable action. On May 17th she attended the World Trade'Conference at the former i
Norton Air Force Base.

Mayor McNaboe discussed the May 10th General Policy Committee meeting she
attended for SBCTA, where topics included financial policies, amended 2016-2017
budget amendment, Measure I pass-thru funding increases, property and facility
management services with the City of San Bernardino, sole-source agreement for
technical _consultant services for the freeway control. program for tow trucks,
procurement for online software service for van pool program, San Bernardino Regional
Energy Partnership, open-street events in Rialto and Rancho Cucamonga, and 2017
State and Federal transportation legislation update. She discussed that on May 121h
the City Council met to discuss the 2030 vision. She also attended an Eagle Scout
court of honor ceremony on May 12th for James McGivern, Jr. to deliver the City's
commendation. On.May 22"d she attended a retirement event for Jimmy Tatosian from
Burrtec Waste. On May 18th she attended the Budget in the Park with City staff and
residents.

7. Temporary Moratorium on the Expansion or Establishment of Outdoor. Storage and/or
Outdoor Manufacturing Uses
Jeff McConnell,' Grand Terrace mentioned a neighborhood meeting the previous
evening where this topic had 'been brought up. He queried if compost piles were
considered outdoor storage or if it was limited to machinery, and he hoped to hear more-
discussion in the future on what is considered outdoor storage.
Planning and Services Director Sandra Molina gave the PowerPoint presentation for
this item.

8. Resolution Amending the Engineering Fee Schedule to Include and Establish a
Revocable Encroachment Permit Application Filing Fee
Public Works Director Alan French presented the proposed codification to the
engineering fee schedule to include revocable encroachment permits and summarized
the staff report via a PowerPoint presentation.
Mayor McNaboe requested any comments or questions from the City Council. Council
Member Reinarz asked how to calculate a burdened rate. Director Finch said it was a .
calculation set to include benefits and overhead. City Manager Duffey further explained
what a burdened rate includes and that each staff member has a set burdened rate to
fully recover costs. Mayor Pro Tern Robles requested staff reports be written in at least
a 10-point font.
Mayor McNaboe opened up the item for public comment. Hearing or seeing none, she j
turned the item back over to City Council for deliberation.

1O.Approve Professional Services Agreement for the Obligation of the Highway Safety
Improvement Program Grant
Public Works Director Alan French gave the PowerPoint presentation for this item.
Mayor Pro Tern Robles asked about the accrual system used.
Assistant City Manager Cynthia Fortune clarified the accrual process and why there was
two in one fiscal year.
Mayor Pro Tern Robles asked City Manager G. Harold Duffey about the current
threshold for the administrative approval of contracts by city managers in the area.
City Manager Duffey said in San Francisco it was $100,000, while in Compton it was
$25,000, but that it varies. He mentioned the City would soon be releasing an RFQ for
grant writing services.
1. APPROVE-A PROFESSIONAL SERVICES AGREEMENT, TO BE PREPARED
BY THE CITY ATTORNEY'S . OFFICE, BETWEEN THE CITY OF GRAND
TERRACE AND EVAN BROOKS ASSOCIATES FOR THE PREPARATION OF
OBLIGATION APPLICATION AND RELATED DOCUMENTS FOR THE HSIP
GRANT PROGRAM, IN AN AMOUNT NOT TO EXCEED $6,500;
2. AUTHORIZE THE CITY MANAGER TO EXECUTE THE AFOREMENTIONED
AGREEMENT; AND
3. RECOGNIZE THE TOTAL AMOUNT OF FUNDS PAID TO EVAN BROOKS
DURING THE 2016/17 FISCAL YEAR IN THE AMOUNT OF $39,000 TO
MAINTAIN COMPLIANCE WITH THE CITY'S PURCHASING POLICY.

H. CITY MANAGER COMMUNICATIONS
City Manager G. Harold Duffey provided his update via a PowerPoint presentation.
City Manager Duffey commented on the pet licensing now available on the City's
website. He shared with City Council information about the upcoming Stakeholders
meeting and we have contacted the major clubs and organizations of the city and asked
at least 3 members to come.

City Manager Duffey commented,on the upcoming Safe Routes to School Walking Tour
and invited City Council to join the City and participate in this walk.
Additionally, City Manager Duffey provided the City Council with an update on Grand
Terrace Plaza.

J. ADJOURN
Mayor McNaboe adjourned the meeting at 6:54 p.m. in Memory of the victims who lost
their lives. and those who lost loved ones in the Manchester, England terrorist attack.
The next Special City Council Meeting will be held on Tuesday, May 30, 2017 at
6:00 p.m. .
