B. MAYOR AND COUNCIL TO CONDUCT VISIONING/STRATEGIC PLANNING
WORKSHOP
City Manager G. Harold Duffey commented on the purpose of the Visioning/Strategic
Planning Workshop and introduced the workshops facilitator, Ms. Kelly Montgomery
with Public Success Solutions.
Ms. Montgomery identified ground rules for Council in order to allow all members the
opportunity to provide feedback during each exercise.

Discussion was held on the role of the City as it related to: Levels of Service, Public
Relations, Communication, Establishing Partnerships and Regaining the Public Trust.
Council was asked to identify those areas that they believe more work needs to be done
for the following issues:
Staff
More service oriented
Shortages affecting service
More innovative service delivery
• Staff retention
Public Safetv
• Creative ways to reduce crime
• Proactive law enforcement
• Proposed revenue
Most Imr)actful Measures
• Economic Development
• Public Safety
• Fiscal Viability
• . Obstacles obtaining vision
Council discussed benchmarks as it related to the City's dependence on reserve funds.
City Manager Duffey reviewed the process on establishing a healthy budget and how
projections are determined based on the following:
• Everyday expenses
• Reserves
• Rainy day fund
• Funding sources
Ms. Montgomery reaffirmed the Vision Statement for Council and requested each
Council Member comment on whether or not that Vision Statement is still appropriate
today.
Council commented on each line of the Vision Statement and the consensus was to
make the following change:
"Grand Terrace is an exceptionally safe and well managed City,
- known for its natural beauty and recreational opportunities; a Wbrant
stronq and diverse local economy; a place where residents enjoy an
outstanding quality of life that fosters pride and an engaged

community, encouraging families to come and remain for
generations."
Ms. Montgomery reviewed the 2030 Vision Implementation Plan, Phase 1, Goal #2 and
Goal #5. Council was asked to read through each of the strategies and select which of
those strategies were high feasibility with high impact on the community and which
strategies they believe had low feasibility and low impact on the community.
Goal #2: Maintaining public safety was addressed and ideas were proposed on how to
improve public safety and how-to implement more level of services to the community.
Concerns identified.were:
How to decrease crime
How to reduce emergency service response times
• Funding for another deputy
Goal #5: Engage in proactive communication ideas were discussed.
City Manager Duffey commented on the service and events that the City supports but
communication needs to be more consistent.
Partnerships that will assist the youth and high school students in the community to
keep them involved was also discussed.

Council shared some concerns about the Brown Act and how it impedes their ability to
properly address public issues and concerns. City Attorney Richard Adams offered
Brown Act training his office can provide.

The Next Regular City Council Meeting will be held on Tuesday, May 23, 2017 at 6:00
p.m.'Agenda item request must be submitted in writing to the City Clerk's office no later
than 14 days preceding the meeting.
