SPECIAL PRESENTATIONS Presentation of the Every 15 Minutes Program and Deputy Frank Navarro's administration of the program. l City of Grand Terrace Page 1 Minutes Grand Terrace City Council and Successor Agency May 9, 2017 Lieutenant Doug Wolfe presented Deputy Frank Navarro with the Commander's Award for his efforts in the Every 15 Minutes Program. Mayor. McNaboe thanked Deputy Navarro and commented that she has heard wonderful comments from the residents. Council Member Hussey thanked the sheriffs for the program. Mayor Pro Tern Robles commented that she encounters people every year who are impacted by the program and thanked the sheriffs for their efforts. Council Member Wilson commented that this program really stays with the children and thanked the sheriffs for their efforts. Council Member Reinarz commented that he has seen the devastation that these types of cases cause and thanked the sheriffs for their efforts. Mayor McNaboe also thanked Deputy Navarro.for his efforts in connecting .with the children during the week as well. City Manager Duffey gave the PowerPoint presentation for the Midas Program update. Council Members and City staff celebrated with the Lewis Group (the developers) and took pictures and had cake regarding the creation and implementation of the. new specific plan. B. Read by Title only, waive further reading and Adopt AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA TO AMEND SECTION 12.04.060 (REQUIRED WHEN) AND ADD CHAPTER 12.10 (REVOCABLE ENCROACHMENT PERMIT) TO TITLE 12 (STREETS, SIDEWALKS AND PUBLIC PLACES) OF THE GRAND TERRACE MUNICIPAL CODE RELATING TO PARKWAY ENCROACHMENTS Mayor McNaboe questioned how a street in the City could have been closed. off and paved without the City staff's knowledge and without an executed agreement and commented that she wants to ensure this does not happen again. Public Works Director Alan French commented that the contractor did have an agreement with the City but that the scope of work did not include Pico Street. In the future, projects will be monitored closer along with inspections. Council Member Wilson asked if there were some road fees that could be reimbursed . instead of a straight cash payment. Director French replied that the City is using the Maintenance of Effort Fund which is money that.is required to be spent to acquire Measure I funds. City Manager G. Harold Duffey commented that it is cleaner to use the Maintenance of Effort Funds because the project was not properly billed out. City Manager Duffey also commented that because the work was done without authorization, the City was not required to reimburse the contractor for the work that was done. It is only being brought to the Council for reimbursement because the Council requested the core samples to ensure that the work was done properly, at the contractors' expense, and.that the contractor has invested in multiple projects throughout the city. City staff has spoken to the contractor to ensure that this is an isolated incident. Council Member Wilson asked Mr. Moore who signed the agreements for this work or is this extra. Mr. Moore, the contractor, replied that this is an extra and commented that the J reasoning behind doing the work when they did, was that at that time they were not sure City of Grand Terrace Page 3 Minutes Grand Terrace City Council and Successor Agency May 9, 2017 when the weather would allow them to perform the work and that Saturday morning the skies cleared enough for them to do so, but they did not know how to contact the City to get approval so they just did the work. Council Member Wilson asked if the City was charged more money for work done on a Saturday. Mr. Moore replied that he did not charge them extra. Council Member Hussey commented that he wants to make sure that this does not happen again and that any future incidents like this should be met with non-payment and a fine. Mayor McNaboe commented that perhaps there should be a weekend phone number given to contractors for these types of situations. 6. Execute Reimbursement Agreement with Aegis-Pico Housing L.P. for Pico Street Paving AUTHORIZE CITY MANAGER TO EXECUTE DEVELOPER REIMBURSEMENT AGREEMENT WITH AEGIS-PICO HOUSING, L.P. PUBLIC COMMENT Don Larkin of the Veterans Wall of Freedom invited everyone to the Memorial Day ceremony on Monday May 29, 2017 at 11:00 am at Veterans Freedom Park (formerly Pico Park). At the Memorial they will honor Veterans and there will be a time capsule for people to contribute to. Resident Suzanne Santoya inquired about the status of her property as it pertains to being able to build a wall next to the sidewalk on her property. Mayor McNaboe clarified that Council did not vote to take Ms. Santoya's land; rather it was a condition of incorporating as a city. When a city incorporates there are certain rights of way that must be established. �J City of Grand Terrace Page 4 Minutes Grand Terrace City Council and Successor Agency May 9, 2017 City Manager G. Harold Duffey commented that today Council will hear the second reading of an ordinance that will allow Ms. Santoya to obtain the encroachment permit that will allow her to build a wall next to the sidewalk, if she meets the requirements. Ms. Santoya.inquired as to what the next phase would be. City Manager Duffey replied that at the next meeting the Public Works Director will present the Council with a fee ordinance which, if passed, will allow Ms. Santoya to apply shortly thereafter. Mayor McNaboe welcomed Ms. Santoya back anytime regardless of the outcome of the ordinance. D. CITY COUNCIL COMMUNICATIONS Council Member Brian Reinarz Nothing to report. Council Member Bill Hussey Council Member Hussey attended the art show and commented that the art was beautiful. He stated that dog license renewals are coming up shortly and that residents need to remember to get their dog's license renewed. There is also a shot clinic on May 18, 2017. Council Member Hussey attended a League of California Cities meeting. He invited the Council and their families to a Beatles/McCartney Years Meet and Greet on May 15, 2017. He commented that Omnitrans' sbX Green Line is increasing its ridership in a time where bus ridership throughout the region is declining. Council Member Doug Wilson Council Member Wilson thanked City Manager Duffey for coordinating the new Specific Plan with the Lewis Group. He commented that deals such as these are the reason they hired City Manager Duffey and are grateful for his efforts. Mayor Pro Tern Sylvia Robles Mayor Pro Tern Robles serves on the board of Omnitrans. At their last meeting they approved a $98.6 million operating budget which includes items such as providing bus service to Ontario International Airport and adding late morning and late evening service hours. They are also going to launch a mobile payment option. City of Grand Terrace Page 5 Minutes Grand Terrace City Council and Successor Agency May 9, 2017 r Mayor Pro Tern Robles met with SCAG and they discussed how to expand mobility t through public transportation. They also addressed the issue of the first and last mile challenge. Mayor Pro Tern Robles and Councilman Frank Navarro enjoyed their ride on the driverless shuttle which already has contracts to address the first and last mile. SCAG also discussed the California housing crisis. Mayor Pro Tern Robles commented that she wondered about all of the condo's being built (in the price range of $450,000) and discovered they were all affordable housing. SCAG.commented that they should stop saying its "affordable housing" because it's really not affordable. They gave all of the Council Members a book with the statistics for Grand Terrace. Mayor Pro Tern Robles attended the art show and was impressed. Mayor Darcy McNaboe On April 28-29, 2017, Mayor McNaboe attended the California Joint Powers Insurance Authority executive committee workshop. This committee looks at trends in the future as it pertains to providing insurance for potential disasters. On May 3, 2017, she attended the San Bernardino Transit Authority and- Council of Government's monthly board meeting. Under the Transit Authority meeting they: A. Received the Fiscal Year 2016-17 railroad right of way grants and use report. B. Received an update on the West Valley Connector Project and made recommendations to staff. C. Awarded the FTA funds award to .the project in West Valley under the transportation programing and fund administration and approved the Fiscal Year 2016-17 budget amendment for the local transportation funds pass through. . D.. Approved an amendment to the SBCTA public transportation modernization improvement and services enhancement account program expenditure plan (although they did not talk about driverless cars). E. Approved hearings for the project delivery of a road widening on Highway 395. They approved the resolutions of necessity for the parcels that will be needed for this project. F. Awarded a contract to Diverscape Inc. for the planting on Interstate 10 at the Tippecanoe Avenue interchange. G. Approved a sole source agreement for multi-class heavy duty zero emissions truck development. H. Approved an agreement with the High Desert Corridor Joint Powers Authority for the exchange of California 381 earmarked funds in the amount of $719,921 for an equal amount-of Victor Valley Measure I major local highway program funds. I. Received a presentation for the Fiscal Year 2017-18 proposed budget. City of Grand Terrace Page 6 Minutes Grand Terrace City Council and Successor Agency May 9, 2017 Mayor McNaboe took part in the San Bernardino Valley Municipal Water District facilities tour on May 5, 2017. They visited Devils Canyon Hydroelectric Plant, the Seven Oaks Dam, and the Citrus Valley Pumping Station. All of these tours are available to the public. She brought back a report on the progress the District has made over the years called "Delivering the Future." The book explains how since the region has had such a history of drought they have innovative plans for dealing with water conservation. Mayor McNaboe attended the art show and commented that it was wonderful to see the talent in the community. E. PUBLIC HEARINGS - NONE F. UNFINISHED BUSINESS 7. Mayor McNaboe asked if a Council Member could opt out of using an e-signature and if it is acceptable to use a handwritten signature if a Council Member chooses to do so. Assistant City Manager Fortune replied that yes, they are requesting electronic signatures but a handwritten signature will be acceptable as well. CITY MANAGER COMMUNICATIONS City Manager Duffey gave an update on the status of the new park and recreation facilities project. The project is currently out to bid and the Council will get to vote on a contract award at the June 13, 2017 Council meeting. Residents will now be able to see, on the City website, when their streets will be repaired and the cost to repair them. City Hall will host a Rabies Vaccination Clinic on Thursday, May 28, 2017 from 6:00 pm - 8:00 pm. Dog owners will be able to get new or renew their dog licenses. at the event and shortly they will be able to do so online.as well. Consultants for the City are collecting input for the Cities Active Transportation Plan. There will be flyers mailed as well as the opportunity to fill out a survey online.
