A. SPECIAL PRESENTATIONS:
Law Enforcement's presentation on the impacts to communities of legalized Marijuana.
Captain Danielle Boldt gave a PowerPoint presentation on studying the effects of
recreational marijuana, the impacts to communities and the challenges posed to law
enforcement.
Mayor McNaboe asked if the makers of popular candy bars have an issue with
marijuana dispensaries using similar logos to sell edible marijuana candy.

Captain Boldt responded that she has not done the legal research but that she did ask
that question in Colorado and was told that so far their civil lawsuits against these
manufacturers were unsuccessful because the packaging was just different enough that
it does not infringe on the candy maker's copyrights.
Mayor Pro Tern Sylvia Robles asked for clarification if the city bans recreational pot
sales the City will not receive grants from the State for public safety.
Captain Boldt stated that that was what they were being told by the California Highway
Patrol, that if a municipality had banned recreational dispensaries and commercial
cultivation they would not be considered for DUI grants. She also stated that she had
not heard if this law had changed recently but that she hoped it would because we need
DUI enforcement.
Council Member Hussey thanked Captain Boldt for her presentation and stated his
biggest concern was that crime has gone up because the cost of marijuana is high and
young people steal and pawn items to manage to pay for it. He wished we knew more
about the overall impact before the proposition was placed on the ballot. He thanked
Captain Boldt again for her presentation. .
Captain Boldt stated she appreciated the Council for inviting her and was willing to
come back any time.
Mayor McNaboe asked what the City of Ranch Cucamonga has decided to do with this
issue.
Captain Boldt stated that they had banned commercial cultivation and dispensaries.
She said they had banned as much as they possibly could under Prop 64.
Mayor McNaboe asked Captain Boldt how the State of Colorado is able to tax
cultivation or sales.
She also stated that from her latest reading there was diverging opinion on the taxation
because marijuana was strictly a cash business. They cannot use our federally-insured
banking industry, and although they were seeing significant tax revenues, there was
tremendous speculation that they were probably not reporting everything; also stating
that their tracking mechanisms were weak at best.

Item No. 3 was pulled from the Consent Calendar for discussion by Council
Member Hussey.
3. Approval of Check Reqister No. 02282017 in the Amount of$799,952.95
Council Member Hussey questioned a line item on Page 35 for an annual life insurance
benefit to Herman Hilkey in the amount of $1,626, asked if the payment was annual fee
and why it was being paid.
Assistant City Manager Cynthia Fortune clarified there was a resolution that allowed for
Council Members who had served on the City Council for a certain number of years to
be entitled to medical or.life insurance reimbursement annually for the rest of their lives.
This benefit has since been rescinded but was grandfathered for eligible Council
Members at the time of it.being rescinded. The maximum allowance is $1,800 annually.

PUBLIC COMMENT:
Bobbi Forbes thanked the City Council for the work on the trees that had been done
throughout town and she looked forward to seeing the work continue.
D. CITY COUNCIL COMMUNICATIONS:
Council Member Brian Reinarz
On March 1, 2017, Council Member Reinarz attended the San Bernardino County Gang
and Drug and Task Force meeting and the subject was "Gangs and Autism Spectrum
Disorder". The speaker was Beth Burt from the Autism Society of the Inland Empire.
He went on to provide in-depth statistics of autistic children, their characteristics, and
their struggles.
Council Member Reinarz also discussed a bridge committee meeting he attended on
March 13, 2017, with school board members, council members, and the City Manager
discussing important issues to both the city and the school district.
Council Member Bill Hussey
On March 1, 2017, Council Member Hussey read "Cat in the Hat" and "Sam I Am" at an
elementary school in Cooley Ranch. He.expressed what a great experience it was to
read to children.
Council Member Hussey also attended a Colton Joint Unified School District Community
Cabinet Meeting where the topic was "Learning in the 21 st Century," where two groups
of children, one being elementary school age and the other high school, gave
presentations on projects they have performed in school. He stated how he would like
to have the children do some kind of demonstration for "Grand Terrace Day." He then
explained how kindergarten age children are learning to code iPads and how much
more tech savvy today's children are.
Council Member Hussey commented on the Blue Mountain Hike and thanked City staff
and volunteers that made it possible. Over 800 people participated, had fellowship at
the top and prayed over Grand Terrace. He stated he would love to see a "sunrise
service" on the hill one day. He also thanked the City Manager for making sure the
roads were clear and smooth
Council Member Hussey also commented on the bridge committee meeting that Council
Member Reinarz attended. The main focus of the meeting was Grand Terrace
Elementary School and ensuring, children safety crossing the streets. Ideas were
exchanged to assist parents dropping kids off around the upcoming construction zone.
They would like to get a community workshop started to get the parents' involved and

Mayor Pro Tem Sylvia Robles
On March 2, 2017, she participated and read for "Reading Across America" at the
Grand Terrace Elementary School. She stated that it was a very rewarding experience
and that she was initially concerned for the children as she thought they were going to
be bored.
On March 3, 2017, Mayor Pro Tern Robles and Mayor McNaboe met with Assembly
Member Reyes and her staff at the Representing Grand Terrace. She stated that they
need to have some kind of workshop where they can look at their rules and procedures
to set up some ad. hoc committees. ' The.City Manager took the lead at bringing in a list
of projects that he had been working on that would need state support and said she
would let the Mayor continue on that topic.
On March 9, 2017, Mayor Pro Tern Robles met with OmniTrans and the Metro study
group with the San Bernardino County Transportation Agency. With OmniTrans they
performed the annual CEO evaluation. They completed union negotiations on salaries
for two groups and can now begin budget preparations.
Mayor Darcy McNaboe
On March 1, 2017, Mayor McNaboe attended the San Bernardino County
Transportation Authority and Council of Governments. She stated she would be
reporting on items that were not.part of the Metro Valley study session and the General
Policy Committee. She said they did meet with their labor negotiators in closed session
and also met with legal counsel on existing litigation in two potential cases of anticipated
litigation. Under consent for project delivery, authorization was provided for an RFP for
procurement of construction management services for the widening of U.S. 395. They
also approved a second amendment to a contract with Southern California Regional
Rail Authority for the design and construction support for the Eastern Maintenance
Facility in downtown San Bernardino Passenger Rail Project. Mayor McNaboe stated
they also approved the third amendment with Parsons Brinkerhoff Construction
Management for the same passenger rail facility. They provided direction to staff to
complete a study to determine feasibility, operational parameters, and capital operation
investment required for expanding hybrid rail passenger service in the San Gabriel
subdivision. beyond its currently planned terminus at San Bernardino Transit Center. A
colleague suggested to Mayor McNaboe that they look at hybrid rail for the Redlands
Rail Project that they were doing. She stated that they had looked into doing that but
found that the right-of-way was not wide enough. Mayor McNaboe continued on saying
they approved the City of Upland's request to charge for parking at the Upland Metrolink
Station.

Under consent for transportation programing and fund administration they received a
presentation from MMA Transit Planning regarding public transit human services
transportation coordination for San Bernardino County. They approved the. plan for the
County from 2016 through 2020. They also approved a state transit assistance fund
population share apportionment for fiscal year 2017-2018 and maintain the fiscal year
2016-2017 local transportation fund apportionment. They approved a Low Carbon
Transit Operations Program. They received and filed a report on the Measure I history,
trends and projections. They appointed Thomas Gaffery and Donald Driftmier to be
members of the Independent Tax Payer Oversight Committee, a committee in-charge of
making sure Measure I funds are spent in accordance with Measure I that was passed
by tax payers.
They received a report from Mothers Against Drunk Driving and their activities in San
Bernardino.
They also had a legislative update and hearings to consider resolutions of necessity for
parcels along US 395. They had a public commentator ask for an extension.for the time
allowed to have their property appraised and was granted that time.
There was a HERO Program update removed from the agenda.
On March 2, 2017, Mayor McNaboe attended both the7errace View and Grand Terrace
;- Elementary School celebrations for Dr. Seuss's birthday and read to children. She
appreciates the amount of effort the parents and teachers put into these events.
Mayor McNaboe met with Assembly Member Reyes and the City Manager. They went
over a number of items, such as municipal investments, streets and roads programs,
tree trimming programs, looking at cap and trade funding opportunities, and their dog
park plan. The Mayor stated that Assembly Member Reyes was impressed with the
amount of plans and projects being worked on in the City of Grand Terrace.
On March 8, 2017, Mayor McNaboe had a meeting with San Bernardino County
Transportation Authority and Council of Governments Policy Committee and discussed
administrative matters and recommended a number of reports for approval by the board
including a procurement report and recommendation to award a contract for auditing
services, reviewed and provided direction relative to proposed tasks to be included in
the Fiscal Year 2017-18 Budget, received a Transit Operators and Transportation
Development Act Audit Report, received an update on Fiscal Year 2016-17 work goals
and objectives for the 2nd and 3rd quarters, discussed air quality and travelers' services,
and discussed the 511 service.

- Mayor McNaboe then went on to list statistics on the 511 service since its
implementation in 2010. The Mayor then continued to list the items discussed during the
March 8, 2017 meeting. She received information pertaining to the Freeway Service
Patrol Program. They will be getting a grant writing services update from the SANBAG
Board contracted with Blais & Associates. They will look for grant writing opportunities
and also.write proposals.
They looked at a final feasibility study for Community Choice Aggregation to look at
energy alternatives and see which cities would like to participate. They recommended
approval and agreement between Caltrans and the San Bernardino County
Transportation Authority establishing standards for implementation of projects.
On March 9, 2017, Mayor McNaboe attended the San Bernardino County Municipal
Water District Commission on water policy and received an update on the policy for the
declaration and sale of surplus water. They set up guidelines to be able to determine
when there was surplus water to be sold and what mechanisms they could use to sell it.
They also received an update to the California water fix and the State water project and
an update on the Groundwater Sustainability Council. She was given the Regional
Water Management Plan statement for 2017 that states we still need a number of years
of above average rain to bring us back to where we need to be but that we are in a good
position groundwater wise. They also had an update on the Santa Ana River
Conservation use projects and talked about having a bus tour of district facilities.
Mayor McNaboe talked about the Blue Mountain Hike and how much she enjoyed it.

4. Child Care Updated Report
The Director for Child Care Services, Linda Phillips, gave a.PowerPoint presentation on
the 2016-2017 Child Care Services contract update.
Mayor McNaboe thanked Director Phillips for her presentation and asked if she was
confident they will make up the difference for the factors that contribute to the deficit in
the expenses. Director Philips answered yes, and stated that they were already.
working with the families who promised to catch up.
Council Member Hussey asked if they were still on track with the City's General Fund.
City Manager G. Harold Duffey answered yes, and went on to state part of the Council's

goal this year was to ensure that the child care program did not cost any money from
the General Fund. He went on to say that there was the liability of the expense from the
previous years that he believed was somewhere around $300,000.00, but part of the
Council's goal was to have contracts to ensure they could make up revenue short falls
and that they have the contracts in place so he expected this year to balance
completely but does not address prior year's debt.
Council Member Hussey then asked how they were going to address the previous
year's debt. City Manager Duffey answered that staff will come back to the Council with
a strategy and that they have been given direction at the beginning of the year and they
have been following that direction.
Council Member Hussey thanked Director Phillips again for her report.
Mayor McNaboe thanked Director Phillips again and asked if this was a receive and file.
Director Philips answered yes.

5. Adoption of the Grand Terrace.Emergency Operations Plan

6. Approval of Resolution Designating the Public Works Director and/or City Engineer with
the Discretionary Authority to Give Approval of Public Improvement Plans and
Specifications
Public Works Director Alan French introduced consultant Chris Voight from Interwest
Consulting Group who presented a resolution under Government Code Section A-30.6.
Mr. Voight went on to explain the Government Code and the resolution to streamline the
construction process. He also stated that it provides if any field changes may occur they
have design immunity as well.
Mayor McNaboe asked if there were any questions and if there was any member of the
public that would like to speak on this item. There were none.

.7. Award of Contract for Landscape Maintenance Services
Consultant Chris Voight discussed the previous landscape maintenance services
contract and the bids for the new contract. He stated that three bids came in and the
lowest was again EZ Sunnyday Landscape Services out of Rialto. He stated that their
contract actually decreased from the last year and that the company had done a very
good job on this contract. He pointed out in the contract, listed under Fiscal Impact, the
$22,000.00 was the extension of the contract that they had done and the fiscal impact of
this contract would be the amount of $45,430.00 which was paid for by the Landscape
District and the General Fund.
Mayor McNaboe asked if their landscape on Barton Road goes beyond Victoria Street
to the east to Glendora Drive. Consultant Voight introduced Chad Zekena from EZ
Sunnyday to respond to the question. He stated that the contract only goes through
Victoria Street so that was what they have been doing. Mayor McNaboe then asked
who will be taking care of that landscaping between Victoria Street and Glendora Drive.
Consultant Voight said he would have his staff Kook into it and possibly add it to this
contract with an amendment.
Council Member Hussey asked how many staff the landscaper had doing each task and
how long it takes on average, as well as how many days per week. Chad Zekena
answered that he has three to four crew members and they work Thursday and Friday
each week but sometimes the work can take three days and that they work the entire
day.

8. Award of March 2017 Communitv Benefit Funds to REC Center
Assistant City Manager Cynthia Fortune presented the staff report. She presented the
City Council with a community benefits fund application from the Recreation Center
requesting a $310.00 grant amount to cover costs of a special event permit to hold an
Easter Egg Hunt. She went on to point out and break down the number of community
fund grants they had provided for the fiscal year, as well as their annual budget of
$25,000.00.
Mayor McNaboe asked if anyone had any questions or requests to speak. There were
none.

9. Modifications to the 2016/17 Budqet to Reduce Overall Operational Costs for the Citv
Manager and Finance Department
City Manager G. Harold Duffey gave a PowerPoint presentation on the reorganization of
the Finance Department and City Manager's office. He explained the differences
between the job titles and duties of each position. He offered alternatives to the current
staff organization along with annual costs for each.
Mayor Pro Tem Robles expressed disappointment that this was the first she was seeing
that City Manager Duffey was hiring at the highest level step, and asked if the city had a
policy that oversees the City Manager's placement of employees at any step in the
salary range.

City Manager Duffey responded that he did not believe there was a policy that he could
not hire at any level or position. He then clarified that he was not necessarily going to
hire at the top step.
Mayor Pro Tern Robles stated that she was really concerned that if they do not have a
policy that maybe they need to establish one to reign in City Manager authority and gain
more oversight. Mayor Pro Tern Robles also stated concern that if they were to
approve the motion today, the City Manager would come back during the budget vote
and ask for more money.
Mayor Pro Tern Robles then made a point to say that anything the people of the city
want the Council to act upon needs to be on the agenda in this forum and not on
Facebook. She then explained that the reason she wanted this item in the budget
process is because they need to -engage the community to come in and really
understand what it was, and they.as a body need to better understand what the impacts
are. She continued saying that she was not getting the information globally enough with
enough time.
City Manager Duffey responded saying that if they approve the item tonight they would
actually be reducing their overall expense from this year's budget. He then went on to
recap their previous .conversation from the last meeting where he was directed by
Mayor Pro Tern Robles to bring this item back at the next Council meeting.
Mayor Pro Tern Robles responded she did not believe the options that City Manager
Duffey had suggested would save money and she felt like she was being rushed. She
was concerned they will not have enough money to pump up sheriff services to what the
community desires. She also suggested that they start engaging some of the local
papers as part of the budget process to inform the public on these topics. She ended
by stating that she was not comfortable with this because it is not transparent enough
and not deliberated enough within the budget process.
Council Member Hussey agreed with Mayor Pro Tern Robles' statement that they need
to build up sheriff services. He asked City Manager Duffey if it was correct that he did
not have an Executive Assistant at present and City Manager Duffey answered that was
correct. Council Member Hussey then asked if that position was budgeted and City
Manager Duffey responded yes.
Council Member Hussey stated he agreed with Mayor Pro Tern Robles that they should
wait until the budget process is initiated for next year. He did commend City Manager
Duffey for the work he put into the presentation but continued to agree with Mayor Pro
Tem Robles and her concerns.
Mayor McNaboe addressed Council Member Hussey and stated that they were not
saving from their original budget. She then pointed out to City Manager Duffey that
there were no comparisons in his presentation from where they were today, in terms of
current budget, to what his proposed options were and asked who we had in the

Finance Department to work with the Assistant City Manager. City Manager Duffey
responded that there was a principal accountant and two support staff from Willdan who
will stay on until the end of the year.
Mayor McNaboe asked how much we had budgeted for the Assistant City Manager.
City Manager Duffey answered he believed it was roughly $190,000.00.
Mayor McNaboe then asked if things stay the way they were until the end of the budget
year if they were actually saving money.
City Manager Duffey answered overall yes but not that it will be available for additional
police services.
Council Member Reinarz stated that City Manager Duffey addressed what they had
concerns 'with from the last meeting and appreciated what he brought today. He
.personally liked Alternative Number 2 from the proposal because it does backfill the
promotion and there was a significant savings. He asked City Manager Duffey if they
were fully staffed in the city. City Manager Duffey answered that they had a couple
part-time positions but other than that they were fully staffed.
Mayor Pro Tem Robles expressed concerns again with feeling rushed and that the
public was not aware of information that is important. She would like to see more and
does not believe they need a Finance Director, Finance Manager, or Assistant to the
i, Finance Director but did believe Alternative Number 2 was a fair solution.
COUNCIL MEMBER REINARZ MOVED TO APPROVE NEW JOB CLASSIFICATION
AND SET SALARIES FOR THE POSITION OF BUDGET OFFICER, REVIEW
RECOMMENDED STAFFING OPTIONS FOR THE FINANCE DEPARTMENT AND
CITY MANAGER'S OFFICE AND APPROVE STAFFING LEVEL ALTERNATIVES IN
THE STAFF REPORT FOR INCLUSION IN THE 201.6-17 FISCAL YEAR .BUDGET,
ALTERNATIVE 2.
COUNCIL MEMBER REINARZ AUGMENTED MOTION TO APPROVE
ALTERNATIVE 2 WHICH PROVIDES A LOWER LEVEL POSITION (BUDGET
OFFICER) TO SUPPORT THE ACM, BUT WILL REQUIRE THE ACM TO STAY
ENGAGED (ACT AS FINANCE DEPARTMENT LEAD) ON A REGULAR BASIS TO
ENSURE THE OVERALL FUNCTIONS OF THE DEPARTMENT ARE OPERATING IN
THE MOST EFFICIENT MANNER. THIS ALTERNATIVE LEAVES THE EXECUTIVE
ASSISTANT POSITION WITHIN THE CITY MANAGER'S BUDGET AND ADDS THE
.OFFICE SPECIALIST POSITION. THE EXECUTIVE ASSISTANT WILL BE FREE TO
ASSIST THE CITY MANAGER ON PROJECTS AND NOT HINDERED WITH FRONT
COUNTER CLERICAL RESPONSIBILITIES. (APPROXIMATELY $293,816).
