PUBLIC COMMENT Resident Suzanne Santoya requested the City's permission to build a block wall on her property to the sidewalk. Mayor McNaboe acknowledged the resident's concern and informed her that the City Manager would_follow up with her on the item. Resident Barney Barnett wanted to remind the Council of the benefits of having a Metrolink stop and requested that the City leave an issue of the Highgrove Happenings on their counter for the public to view. D. CITY COUNCIL COMMUNICATIONS Council Member Brian Reinarz Council Member Reinarz thanked everyone and spoke about a few functions he attended. He attended a banquet honoring 80 and 90 year old seniors in Grand Terrace. He also attended the Colton Joint United School District Long Range Facilities.Master Plan Committee meeting. They wrote a draft of the guiding principles for their master plan. Lastly, he attended a Neighborhood Watch meeting. Council Member Bill Hussey Council Member Hussey thanked the girl scouts for giving the veterans cookies. He also attended the Colton Joint United School District Long Range Facilities Master Plan Committee meeting. The Read Across America group is looking for volunteers to help out at the Cooley Ranch and Grand Terrace Elementary Schools from 9:30-10:30 a.m. The Blue Mountain hike is this Sunday. Mayor Darcy McNaboe Mayor McNaboe did enjoy the gold and silver event at the senior center. She will also be reading at Grand Terrace and Terrace View Elementary Schools. E. Professional Services Agreement with KTUA to Prepare the Grand Terrace Active Transportation Plan �- Planning and Development Services Director Sandra Molina presented the staff report for this item. Joe Punsalan, Senior Associate with KTUA gave the PowerPoint presentation for this item. Council Member Reinarz inquired about the apparent discrepancy between the contract amount of$250,733 and the amount on the budget $279,000 (page 86). Director Molina replied that page 86 was the original cost proposal but it was adjusted for the cost of project management. 1) ACCEPT THE ACTIVE TRANSPORTATION PROGRAM GRANT IN THE AMOUNT OF $295,000; 2) ESTABLISH FUND 77 AS THE ACTIVE TRANSPORTATION PLAN FUND; 3) AUTHORIZE REVENUE EXPENSE ALLOCATIONS TO THE ACTIVE TRANSPORTATION FUND IN THE AMOUNT OF $295,000, RESPECTIVELY; 4) APPROVE A CONTRACT WITH KTUA IN THE AMOUNT OF $250,733; AND 5) AUTHORIZE THE CITY MANAGER TO EXECUTE THE CONTRACT, AND TO MAKE ANY AMENDMENTS NECESSARY TO COMPLETE THE PROJECT, NOT TO EXCEED THE GRANT AMOUNT. Council Member Wilson requested clarification on which agency's responsibility it is to administer the bonds. Mayor Pro Tern Robles requested data for comparable cities and if there should be a reasonable.expectation for cost of living increases for employees. Assistant City Manager Fortune agreed to provide the data. Modifications to the 2016/17 Budget to Reduce Overall Operational Costs for the City Manager and Finance Department City Manager Harold Duffey gave the PowerPoint presentation on this item. Mayor McNaboe inquired as to why it is important to remove the positions from the budget. City Manager Duffey,replied that it is a cleanup measure to the budget to eliminate those positions. Council Member. Hussey congratulated Assistant City Manager on her promotion and then questioned the necessity of bringing in new positions. He also questioned why they are moving titles around and increasing salaries when it's not clear what the Assistant to the City Manager is going to do that the Executive Assistant is not. City of Grand Terrace Page 5 Minutes Grand Terrace City Council and Successor Agency February 28, 2017 City Manager Duffey clarified that while he can run the city with current staff, his request for more staff is what he needs to be able to move the city forward and achieve all of the goals that have been set forth for him. He also replied that the Executive Assistant does more clerical duties such as answering phone calls, filing.and keeping the calendar while the Assistant to the City Manager is more of an independent analyst position that promotes economic development by working with businesses and moving the economic development agenda forward. Furthermore, the Assistant to the City Manager position is at will to create flexibility in that position. The Office Specialist will be managing telephone calls, filing and keeping the calendar while working with the City Clerk's office. Council Member Hussey replied that Assistant City Manager Fortune was promoted to do the job that City staff is requesting an Assistant to the City Manager to do. Why can't an intern answer the phones and the Assistant City Manager handle the economic development aspect? City Manager Duffey restated that he does not have the capacity to complete projects such as the EIFD, Lewis Project, parcels the city is trying to liquidate, etc. with his current staffing. Furthermore, originally the Assistant to the City Manager handled economic development but things have changed and he has to be flexible to handle the projects that are coming up and these are the tools he needs to complete them. Council Member Hussey replied that he wants to give him the tools but that City Manager Duffey has already asked for more tools in the past. Why can't we just change the titles of the existing workers and keep their salaries the same? City Manager Duffey replied that the tasks that he is asking the position to perform are consistent with the position he is asking the Council to create. Mayor Pro Tern Robles expressed that she would like to see agenda items sooner and written more concise. She also inquired how City staff has the authority to move funding from professional services to salaries and benefits, as well as expressed her concerns over staffing levels. Assistant City Manager Fortune replied that the budget is approved at the fund level. Therefore the City Manager has the authority to move approved line item budgets from that fund from professional services to salaries and benefits. Additionally, in the general fund, there are different departments such as building and safety and each department has a budget for salaries, benefits, materials and professional..services. Mayor Pro Tern Robles replied that when she worked salaries and benefits were 1000 Series and professional contracts were 2000 Series and that one could not move funds between them without going first to the governing body. �1 City of Grand Terrace Page 6 Minutes Grand Terrace City Council and Successor Agency February 28, 2017 Assistant City Manager Fortune replied that at the county level that is accurate but at the city level once a city council approves a budget it's at the fund level and the city manager has authority to move the approved budget line items in between those series. City Manager Duffey added that the City staff is not asking for additional appropriation of funds but is attempting to use the excess money within the fund. Council Member Reinarz inquired if there is potential for unfunded liability under PEPRA (Public Employee Pension Reform Act). City Manager Duffey replied that it is possible but he doesn't believe it is a significant issue. Council Member Reinarz asked how many Willdan Consultants does the Finance Department have right now. City Manager Duffey replied that they have four (one finance director, one part-time principal accountant, and two support staff). The entire Willdan contract will expire in June 2017 and those positions are less expensive to hire within than to continue the Willdan contract. Furthermore, since Willdan employees are inseparable from City staff, CalPERS is exploring to see if the City is trying to skirt around the CalPERS system. This is also a contributing factor in his decision to hire new staff. / Council Member Reinarz_ inquired if the City Manager could work with someone other than a finance manager since the Assistant City Manager is so well versed in finance. City Manager Duffey replied that he could make work with what the Council gave him but without the finance manager, Assistant City Manager Fortune would have an increased workload. Council Member Wilson expressed support for the proposal stating that he doesn't want the City to get under water in terms of completing its projects especially if it doesn't cost more to get the staff they need. Mayor McNaboe inquired as to the additional duties that Assistant City Manager Fortune would have, being promoted from Finance Director to,Assistant City Manager. City Manager Duffey replied that as Assistant City Manager she would be responsible for all of the administration and finance components of the City, as well as assisting the City Manager in other areas such as bonds and legislation. Furthermore, Assistant City Manager Fortune would pursue EIFD's and regional funding not yet being utilized by the City. Council Member Hussey replied that he believes that the Council has already supplied the tools that the City Manager previously requested and is concerned that he is asking for more. Mayor Pro Tern Robles asked if you have an Assistant City Manager whose primary responsibility is economic development and he/she isn't going to do it then why can't he/she manage the finance department, because she believes an EIFD is going to be handled by a contract person anyways. City Manager Duffey replied that the Assistant City Manager will be a project manager and the financial manager.will be a processor of the information to make sure we are in compliance. Mayor Pro Tern Robles referenced a few cities to compare the proposal with the staffing other cities have. City Manager Duffey replied that the proposal is within the market range. Mayor McNaboe asked what the difference is between a finance manager and a finance director and the duties of a finance manager and accounting manager. Assistant City Manager Fortune replied that a finance director and manager are very close and that an accounting manager only does accounting (expenses vs revenue) whereas a finance manager also does budget analysis. City Manager Duffey stated that on page 145 the job classifications show that usually a finance manager reports to a finance director. However, in our proposal we will have the finance manager report directly to the assistant city manager Mayor Pro Tern Robles stated that it's a lot of money and .she believes that with the city's current workload the current staff is sufficient. (1) ADD AND DELETE POSITIONS IN THE 2016/17 BUDGET TO REDUCE THE OVERALL OPERATING COST OF MANAGING THE CITY'S FINANCE AND CITY. MANAGER'S OFFICE. ELIMINATE CITY MANAGER'S EXECUTIVE ASSISTANT, AND ADD ASSISTANT TO THE CITY MANAGER, OFFICE SPECIALIST, PRINCIPAL ACCOUNTANT (PART-TIME) AND FINANCE MANAGER. IN ADDITION, STAFF IS REQUESTING COUNCIL APPROVE NEW JOB CLASSIFICATION AND SET SALARIES FOR THE POSITIONS OF ASSISTANT TO THE CITY MANAGER AND FINANCE MANAGER. NO BUDGET APPROPRIATION IS REQUESTED, THE POSITIONS WILL BE FULLY FUNDED (SALARIES AND BENEFITS) BY THE REDUCTION OF A PROFESSIONAL SERVICE CONTRACT AND THE ELIMINATED POSITION; (2) APPROVE RESOLUTION 2017- AMENDING THE 2016-17 APPROVED BUDGET— REVISING THE 2016-17 ADOPTED POSITION AUTHORITY; AND City of Grand Terrace Page 8 Minutes Grand Terrace City Council and Successor Agency February 28, 2017 (3) APPROVE RESOLUTIONS 2017- RESCINDING RESOLUTION 2016-03 AND ESTABLISHING NEW CLASSIFICATION/SALARY RANGES FOR THE EMPLOYEES OF THE CITY OF GRAND TERRACE. Motion failed due to lack of second. Discussion ensued on alternate recommendations and feedback is to be provided by Council to the City-Manager's office to bring back reorganization alternatives for the Council to consider. It was the consensus of the Council to have this item brought back to the March 14, 2017 Council meeting. RECESSED MEETING Mayor McNaboe declared a recess of the Grand Terrace City Council meeting at 7:58 p.m. MEETING RECONVENED Mayor McNaboe reconvened the meeting of the Grand Terrace City Council at 8:05 p.m. 6. Discussion of Public Safety - Levels of Service Lieutenant Doug Wolfe gave the PowerPoint presentation for this item. Council Member Reinarz asked if it is. possible to change the cover deputy hours or days. Lieutenant Wolfe replied that changes could be made. " Council Member Hussey commented on the reduction of the Part 2 Crimes. City of Grand Terrace Page 9 Minutes Grand Terrace City Council and Successor Agency February 28, 2017 Mayor Pro Tern Robles commented that this was an outstanding report. Lieutenant Wolfe added that there is a difference between being by yourself versus knowing you have a partner either with you or nearby. Resident Anthony Cortez spoke about his Neighborhood Watch Program as an aide to the sheriffs. They also have a Facebook page to inform residents. He also promoted the citizen patrol program. Resident Yohan Gallow thanked Lieutenant Wolfe and spoke about the importance of communication. Yohan proposed looking at the budget to try and see what can be done about crime in the city. Resident Stephanie Holtz asked about the price of increased patrols and spoke about the limitations that citizens who patrol have and requested increased patrols of officers. Resident Leo Doyle asked since Loma Linda has five patrol cars and Grand Terrace has one that maybe Grand Terrace should take one car, from Loma Linda. He referenced the-crime that takes place on Honey Hill and came across an uncooperative officer. Resident Abigail Smith asked Lieutenant Wolfe about what agency he is contracted with. Lieutenant Wolfe clarified his contract is with the City. Unnamed resident expressed his concerns about crime in the city. Unnamed resident shared about how her home was robbed at 1:30 a.m. and the lack of patrolling that occurs in the city. Mayor Pro Tern Robles commented that current patrolling is inadequate and that there is a need for a 40-hour patrol officer and requested suggestions on what can be done to help. Council Member Hussey commented that we need to find the money because it is a small price to pay to make sure that our officers are safe. Council Member Reinarz thanked everybody for their efforts. Mayor McNaboe thanked everybody who came to express their concerns and stated the need for residents to look out for each other and asked the City Manager about plans in the budget to increase patrols. City Manager Duffey stated that staff would use funding for public safety that had been set aside from the 2014-2015 Budget to add the additional 40-hour officer for three (3) City of Grand Terrace Page 10 Minutes Grand Terrace City Council and Successor Agency February 28, 2017 months. Once the data has been collected from the three (3) months, staff will report back to council during the budget cycle and convey what options are available. . RECEIVE AND FILE THE REPORT. H. CITY MANAGER COMMUNICATIONS Next month there will be a City/County retreat and they will create a poster board which will help create partnerships.
