Mayor McNaboe called the City Council and City Council as the Successor Agency to
the Community Redevelopment Agency meeting to order at 6:00 p.m.

PUBLIC COMMENT
Barney Barnet expressed support for the placement of a metro link station to serve the
area.
Angela Wilkinson expressed concern for the walking conditions on Grand Terrace Road
and Vista Grande Way.
CITY COUNCIL COMMUNICATIONS
Council Member Brian Reinarz
Council Member Reinarz attended a presentation by Washington High School about the
programs for teenagers who need help getting through high school to graduation. He
also met with residents to brain storm about ideas to help address the petty crimes
occurring in the city. Lastly, he attended with Council Member Hussey a meeting of the
Facilities Master Plan Committee of the Colton Joint Unified School District.

- Council Member Hussey wished everyone a Happy Valentine's Day. He attended a
League.of California Cities meeting on Jan 26, 2017. During the meeting the president
of the High Desert area spoke about the increase in the crime rate and how it affects
him. Council Member Hussey described the Colton Unified School District Facilities
Master Plan Committee meeting. The next meeting has been moved to February 27,
2017 and the public is welcome to attend. He recommends longer school days to help
improve test scores.

Council Member Wilson wished everybody a Happy Valentine's Day and commented on
the recent rainfall the city had received and its effect on the city.
Mayor Pro Tern Sylvia Robles
Mayor Pro Tern Robles wished everybody a Happy Valentine's Day and acknowledged
her 43rd wedding anniversary. She also spoke about the confirmation of Eloise Reyes.
Mayor Pro Tern Robles attended a two day seminar sponsored by the Irvine
Foundation. She plans to make a presentation to the staff and then step aside because
she is not staff.

Mayor. McNaboe reported on the activities of SANBAG, acting as the San Bernardino
County Transportation Authority, as follows:
Held a closed session with real property negotiators about the status of three properties
and with legal counsel about the status of existing litigation;
Recommended an increase to the Southern California Regional Rail Fiscal Year 2016-
17 Budget and received a second quarter right-of-way grants use report;
Approved the appointment of John Harrison from the City of Redlands to the Southern
California Regional Rail Authority;
Authorized staff to proceed with the voluntary acquisition of properties necessary for the
short way quiet zone project;
Received a report on the updating of the 10-year delivery plan for the San Bernardino
Valley metro link passenger- rail program; and
Approved, upon recommendation, the Omnitrans Special Transit Services Fiscal Year
2016-17 Budget fo'r the Consolidated Transportation.Services Agency.

Mayor McNaboe further reported that SANBAG, acting as the San Bernardino Council
of Governments, did the following:
Received a report on the County literacy program "Footsteps to Brilliance".delivered by
the County Superintendent of Schools, Ted Alejandre;
Held a hearing to consider Resolutions of Necessity for a project on US 395;
Awarded a construction contract for the State Route 210 and Pepper Avenue
Interchange;
Authorized staff to re-advertise a construction contract for the Fontana Grade Crossing
Pedestrian Improvement Project due to contractor not meeting requirements they
claimed to have met in their proposal;
Provided direction to staff regarding the lease agreement between the San Bernardino
County Transportation Authority and the City of San Bernardino and the San Bernardino
Historical Pioneer's Society;
Informed the public that 'on February 8th there was a closed session conference with
labor negotiators regarding employee compensation,
Received the 2016-17 Procurement Report;
Filed the budget to actual report for the 2"d quarter ending December 31St;
Recommended approval of changing the name from SANBAG to the San Bernardino
County Transportation Authority;
Recommended the approval of Measure 1 2010-2040 revenue estimate;
Recommended the approval of the Measure I audit report;
Authorized the execution of the Proposed Master License Agreement;
Approved measure authorizing the issuance of limited subordinate obligation
improvement bonds;
Recommend approval of contract with Southern California Edison to extend funding for
the San Bernardino Regional Energy Partnership through December 31st;
In regards to the Metro Valley study session, recommended contract change orders to
the contract with Sully-Miller Contracting Company and Flatiron West, Inc.;
Received overview of Proposed Budget for Fiscal Year 2017-18;

Recommended, for final approval, the amounts for the Valley Major Street Arterial Sub
Program and the Valley Major Street Project Advancement Agreement Program; and
Recommended approval for the 10-year delivery plan for projects within the region.
Mayor McNaboe also wished everybody a Happy Valentine's Day.

limited to raising only those issues you, or someone else, raised at the Public Hearing

the Public Hearing.
4. Prioritization of Community Development Block Grant (CDBG) Funds for Program Year
2017-2018
Planning and Development Services Director Sandra Molina delivered the PowerPoint
presentation for this item.
Council Member Hussey asked if the Rec Center applied this year for funding.
Director Molina replied that they did not.
Council Member.Wilson inquired about what the city's maintenance and operation
commitment is and if there is a possibility for any difficulty fulfilling this commitment.
Director Molina replied:that. they don't expect to need a maintenance and operation
commitment based on the projects being recommended this year.
Council Member Reinarz inquired if the senior center position would be applying for
CDBG funds every year or would it eventually be moved to the general fund.
City Manager Duffey replied they would discuss it during the budget process.
Lisa Llewellyn, County Library Grand Terrace Branch, spoke about the adult literacy
service program.
Tom Donahue, Family Services Association, spoke about the senior programs they
provide.
Director Molina spoke about the enhanced code enforcement program.

City Manager Duffey added that the position would allow for the senior center to expand
its services.
1) CONDUCT A PUBLIC HEARING FOR THE PRIORITIZATION OF ELIGIBLE
APPLICATIONS FOR 2017-2018 COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) FUNDING; AND,
2) PRIORITIZE FUNDING ALLOCATIONS AND AUTHORIZE STAFF TO SUBMIT
THE CITY'S CDBG FUNDING RECOMMENDATION TO THE COUNTY OF SAN
BERNARDINO ECONOMIC DEVELOPMENT AGENCY.

UNFINISHED BUSINESS
5. City Council Discussion on Advance Planning of 40 Acres North of Vivienda Avenue
Planning and Development Services Director Sandra Molina delivered the PowerPoint
presentation for this item.
Council Member Wilson expressed that just because it is a one foot flood zone at this
point doesn't automatically mean it has to be mitigated for. It really depends on the
project.
Director Molina replied that they would take a look at the impacts through the process
but understood that the project could be designed to minimize the impacts.
Council Member Wilson in about what assumptions were made when they
discussed the cost of the project.
Director Molina replied that they plan to do a brief analysis on the traffic impacts that
different uses create.
Mayor Pro Tern Robles stated that we need to determine what our vision for that area.is
going to be. She thought a regional park would be a good idea.
Mayor McNaboe asked staff to consider the owner whose property is in escrow and a
zoning change would negatively affect that. One of the owners submitted a written
statement asking for this consideration.

Mayor Pro Tern Robles replied that she only received that letter five minutes before the
meeting started.
Resident Katie Guthrie stated that an industrial zoning designation would negatively
affect her property values.
Planning Commissioner Edward Giroux stated that it would be expensive to provide the
infrastructure for commercial development. He supports ranchette style residential
zoning-with one house per acre.
Resident Ron Kemper stated that, as one of the owners of the property in question, he
is not requesting a zone change and furthermore he has a buyer for the property.-He
recognizes that there are other owners who wish for the zone change but he does not.
Resident Chris Crawford agreed with what Ron Kemper stated and wished the Council
a Happy Valentine's Day!
Roxanna Garcia, field representative for Assembly Member Eloise Gomez-Reyes,
thanked the Council. She informed everybody of CA AB551 which provides
opportunities for vacant property owners to, reduce their taxes by contributing to the
local economy through the-local food system. Ms. Garcia clarified that she is not taking
a stance on the proposal but did leave her business card for anybody who had
questions about the bill.
Resident Denise Maximoff (who also spoke for Janet Rich) gave a brief zoning change
history of the property. She is in support of the zone change and has spoken to other
nearby residents who also support the zone change.
Resident Bobby Forbes stated that she does not want houses to be built in the
neighborhood because it does not contain the infrastructure to handle such
development.
Resident Darrell Moore supports the idea of ranchette housing but stated that M2
zoning should only be approved by conditional use permit.
Resident Jeff McConnell stated that changing the property to agriculture would fulfill a
2030 vision of quality of life.
Mayor McNaboe asked staff about what infrastructure improvements would need to
happen in order to support one-acre ranchettes and who would be responsible for it.
Director Molina replied that the infrastructure improvements would be determined in the
subdivision process and that the developer would be responsible for it.
Mayor Pro Tem Robles asked the City Manager and City Attorney if there was any legal
obligation in considering a zoning change when the property is in escrow.

City Attorney Adams stated that escrow would not prohibit the zone change.
City Manager Duffey clarified that the Council is not voting on a zoning change but
allowing the properties with non-conforming uses to become conforming uses.
Mayor Pro Tern Robles stated that approval does not prevent everyone from going
through the planning process.
1) STAFF REQUESTS THAT THE CITY COUNCIL DETERMINE WHETHER
THEY WISH TO PRIORITIZE THE PROPOSAL AND BEAR THE ASSOCIATED
COSTS; AND
2) IF SO, DIRECT STAFF TO RETURN.WITH A PROFESSIONAL SERVICES
CONTRACT TO IMPLEMENT THE PLANNING SERVICE.

6. Report on the Feasibility of Establishing and Enhanced Infrastructure Financial District
(EIFD) to Promote Economic Development and Community Infrastructure and approval
of a contract with Kosmont to develop and Infrastructure Financial Plan (IFP)
Joe. Viegas, Senior Vice President of Kosmont Companies, made the PowerPoint
presentation for this item.
City Manager Duffey stated by doing the EIFD half of the new revenue growth for
expanding Grand Terrace's partnerships could be placed in the general fund.
1. APPROVE CONTRACT WITH KOSMONT COMPANIES IN THE AMOUNT OF
NOT TO EXCEED $36,000 FOR OUTREACH TO PUBLIC AND PRIVATE
ENTITIES TO ESTABLISH AN INFRASTRUCTURE FINANCIAL PLAN (IFP)
FOR THE IMPLEMENTATION OF AN EIFD WITH $16,000,000 OF PUBLIC
INFRASTRUCTURE IMPROVEMENTS;
2. AUTHORIZE THE CITY MANAGER TO EXECUTE THE AGREEMENT;
3. AUTHORIZE THE ESTABLISHMENT OF FUND 75 AS THE ENHANCED
INFRASTRUCTURE FINANCING DISTRICT (EIFD) FUND;

4. AUTHORIZE THE EIFD FUND (FUND 75) TO BORROW FUNDS FROM

5. APPROVE THE APPROPRIATION OF $36,000 FROM THE FOLLOWING (DIF)
FUNDS TO COVER A LOAN TO THE EIFD FUND:

8. Forty Hour Work Week and Operating Hours of City Hall

City Manager Duffey made the PowerPoint presentation for this item.
Council Member Hussey asked how long you have to .work for the City to acquire
longevity pay and how many City staff do we have that qualify.
City Manager Duffey replied that the minimum is ten years and that there is one staff
member who qualifies.
Finance Director Cynthia Fortune also stated that the longevity program has been
eliminated but there is one staff member who previously had it and is trying to get it
reinstated.
Mayor Pro Tern Robles stated that if they increase the workweek to 9/80 that she would
like staff to work on the Friday before Council meetings so they are available to answer
questions.
Public Works staff member, Adreane Freeman (City staff Haide Aguirre,- Jessica
Lambarena, and Barrie Owens were also present), read a letter written by City
employees in support of the ten hour-work schedule.
Resident Jeff McConnell stated that those who choose to work in the public sector
choose to serve the public. _
Council Member Reinarz showed support.of the ten hour work days stating that Fridays
are a historical slow day for city hall. .
Council Member Hussey stated that he wants somebody available on. Friday's but does
not support the longevity pay. Tax payers are going to want to see something in return if
the City staff'receive' a pay raise.
Council Member Reinarz replied that the proposal does not affect the tax payers.
Mayor Pro Tern Robles stated that ten hour work days cannot be productive and that
her workload as a Council person does not fit with the ten hour workdays.
Council Member Reinarz asked if"City staff had not been accomplishing their workload ,
with the ten hour work day.
Council Member Wilson stated that the financial impact would be $72,000 and that he is
not in favor of increasing the costs to operate.
Mayor McNaboe supports the five day work week stating that the four day work week
has been problematic for getting packets to the Council in a timely manner.

,- Mayor Pro Tern Robles doesn't see it as a budget increase as much as restoring some
L ` emergency furlough cuts.
Council Member Wilson stated that many of the special projects are handled by outside
staff and that increases in CalPERS is how we got in this shape in the first place.
Council Member Hussey stated he is in favor of the 40 hour work week and the merit
promotion but not the longevity pay.
CONFIRM THE COUNCIL'S DESIRE TO IMPLEMENT A 40 HOUR WORK WEEK (5
DAYS A WEEK FROM 8 A.M. TO 5 P.M.) AND REINSTATE MERIT INCREASES FOR
EMPLOYEES THAT PASSED PROBATION AND HAVE NOT REACHED THE TOP
OF THEIR SALARY RANGE. IN ADDITION, REINSTATE LONGEVITY PAY TO
EMPLOYEES THAT PREVIOUSLY HAD LONGEVITY PAY BEFORE THEY WERE
LAID-OFF AND WHO HAVE SUBSEQUENTLY RETURNED TO EMPLOYMENT
(EFFECTIVE MARCH 20, 2017).

CITY MANAGER COMMUNICATIONS
Walk on Blue Mountain is scheduled for.Sunday March 5, 2017.
The old Taco Village will be replaced with the Fiery Grills.
The seniors saw La La Land at the Redlands Theatre.

Mayor McNaboe recognized City Clerk Pat Jacquez-Nares who is leaving to work at
another city.
City Clerk Jacquez-Nares thanked the Council and City Staff for the opportunity to work
with them.
