Council Member Brian Reinarz proclaimed that January is National'Mentoring Month to the San Bernardino County Children and Family Services. .Director Nancy Pimental accepted the proclamation, thanked everyone and spoke about the national mentoring task force challenge. PUBLIC COMMENT - NONE L� CITY COUNCIL COMMUNICATIONS Council Member Brian Reinarz Council Member Reinarz attended the League of California Cities conference. The conference, consisting of mayors, city managers and council members, had presentations on topics such as the roles and responsibilities of city staff and the Leagues 2017 goals. Council Member Bill Hussey Council Member Hussey thanked the Mayor McNaboe. Council Member Reinarz listened to an analysis "of Prop 64 (Legalization of marijuana in CA) by Rancho Cucamonga Police Chief Captain Danielle Boldt. Captain Boldt visited Colorado communities prior to the passage of Prop 64 to assess the impact that the legalization of marijuana had on Colorado communities. In her analysis she gave an entire list of negative impacts to the community. r' Council Member Doug Wilson 'f No Comment Mayor Pro Tern Sylvia Robles No Comment Mayor Darcy McNaboe Mayor McNaboe provided an overview of the following items discussed at San Bernardino County Transportation Authority: There was a funding,request for the operation and maintenance of the San Bernardino Santa Fe Depot. The San Bernardino County Transportation analysis model contract was awarded to Cambridge Systematics. She also stated that the Grand Terrace Oversight Board approved the Resolution of the Successor Agency CRAF Loan Repayment Schedule of the Successor Agency's Residual Receipts Contract Agreement and the Successor Agency's Recognized Obligation Payment Schedule 17/18 in the amount of$2,925,556. Acceptance of the 2017 Every 15 Minutes Grant Award in the Amount of$6,000. Deputy Frank Navarro made a presentation on the every 15 minutes program which included clips from a video they use at the high school. Finance Director Cynthia Fortune explained that in previous years, the program received a $10,000 grant but this year it was cut to $6,000. Director Fortune is asking that the City Council approve an additional $4,000 from the public safety. fund to augment the grant. Public Comment Resident Deborah Hurst highly recommended approving the grant speaking highly of the effectiveness of the program. 1. ACCEPT THE 2017 EVERY 15 MINUTES GRANT PROGRAM AWARD OF $6,000 FROM THE DEPARTMENT OF CALIFORNIA HIGHWAY PATROL; 2. AUTHORIZE THE CITY MANAGER OR HIS DESIGNEE TO SIGN AND EXECUTE THE GRANT AGREEMENT WITH THE DEPARTMENT OF CALIFORNIA HIGHWAY PATROL; 3._AUTHORIZE THE ALLOCATION OF $4,000 TO AUGMENT THE EVERY 15 MINUTES GRANT FROM THE DEPARTMENT OF CALIFORNIA HIGHWAY PATROL; AND 4. AUTHORIZE THE REVENUE AND EXPENSE ALLOCATIONS OF $10,000 RESPECTIVELY TO ACCOUNT FOR THE RECEIPT OF GRANT FUNDS AND EXPENDITURE FOR THE EVERY 15 MINUTES PROGRAM. Purchase of Automated License Plate Reader Cameras for the Corner of Barton Road & Honey Hill Finance Director Cynthia Fortune presented the PowerPoint Presentation for this item. Resident Jeff McConnell highlighted the efficiency and cost effectiveness of having the cameras. Emergency Management Performance Grant (EMPG) Planning and Development Services Director Sandra Molina presented the Emergency Management Performance Grant request. 1. RECEIVE AND FILE THE SAN BERNARDINO COUNTY FIRE (SB FIRE) EMERGENCY MANAGEMENT PERFORMANCE GRANT (EMPG) REPORT. 2. ACCEPT THE EMPG AWARD IN THE AMOUNT OF $11,632. 3. ESTABLISH FUND #75 AS THE EMERGENCY MANAGEMENT PERFORMANCE GRANT (EMPG) FUND. 4. AUTHORIZE THE IN-KIND MATCH OF $11,632 FROM THE CITY'S APPROVED FY2016-17 OPERATING BUDGET AS REQUIRED BY THE EMPG GRANT. 5. APPROVE THE REVENUE AND EXPENSE APPROPRIATIONS IN THE AMOUNTS OF $23,264 RESPECTIVELY FOR THE EMPG GRANT ACTIVITY. AWARD A PURCHASE ORDER TO DYNAMIC PLAN NING+SCIENCE (DP+S) TO UPDATE THE CITY'S LOCAL HAZARD MITIGATION PLAN IN THE AMOUNT OF $11,632. 7. AUTHORIZE THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE AN AMENDMENT TO THE ATTACHED AGREEMENT WITH DP+S, TO INCORPORATE THE ADDITIONAL SCOPE OF WORK AND THE ADDITIONAL COMPENSATION TO COVER THE SCOPE OF WORK IN THE AMOUNT OF $11,632.00. RESULT: APPROVED [UNANIMOUS] MOVER:,I Doug Wilson, Council Member SECONDER: Sylvia Robles, Mayor Pro Tern AYES: McNaboe; Robles, Wilson, Hussey, Reinarz 10.10th Annual Blue Mountain Hike Planning and Development Services Director Sandra Molina informed the Council that the hike is scheduled for March 5, 2017. Mayor McNaboe asked when Staff would hear back about the grant request. Director Molina replied that they would receive it in April. ( RECEIVE AND FILE REPORT. 11.Award of Contract for Pico Street Paving Services Public Works Director Yanni Demitri presented the staff report for this item. Council Member Wilson inquired about when the project would have Certificates of Occupancy issued? Public Works Director Demitri replied that four (4) units were already occupied by residents. Council Member Wilson inquired if the full improvement of the street was shown on the plan as a condition of the project? Public Works Director Demitri replied that just a half street to the centerline was shown on the plans. Council Member Wilson asked if the developer would have had to pave the entire street to make the centerline profile. Public Works Director Demitri replied that it is tricky but doable. City of Grand Terrace Page 6 Minutes Grand Terrace City Council January 24, 2017 Council Member Wilson inquired if an inspection was done before the paving was completed. Public Works Director Demitri replied that there was no inspection done before paving. Council Member Wilson stated.that "we have a problem". City Attorney Richard Adams stated that if the Council pays the contractor it would be subject to an inspection. City Manager Duffey stated that the City is not obligated for any work therefore if_the Council wishes they can award the contract after the inspection is made. It would require bringing the matter back to award the contractor who did the work. Mayor Pro Tem Robles recommended bringing it back. Council Member Hussey supported bringing it back. Council Member Wilson supported bringing it back and stated that any research or testing that needs to be conducted should be at the cost of the contractor. The Contractor stated that Pico is a problem street and at the time there was,.a lot of rain. He saw a window where the street was dry and thus proceeded to complete the work. He also welcomed an inspection if it was the wish of the Council. Mayor Pro Tern Robles acknowledged that Pico is a problem street but still insisted upon an inspection. 1. BRING BACK AWARD OF CONTRACT FOR PICO STREET PAVING SERVICES RESULT: APPROVED [UNANIMOUS] MOVER: Sylvia Robles, Mayor Pro Tern SECONDER: Bill Hussey, Council Member AYES: McNaboe,,,Robles, Wilson, Hussey, Reinarz 12.Accept the Award of the Highway Safety Improvement Program Grant for Safety Improvements on Mt. Vernon in the,Amount of$435,700 Public Works Director Yanni Demitri presented the staff report for this item. Mayor McNaboe asked if the cobblestones at Barton Rd and Mount Vernon would be removed. Public Works Director Demitri replied that the cobblestones would remain and be striped over. City of Grand Terrace page 7 Minutes Grand Terrace City Council January.24, 2017 Mayor Pro Tern Robles commented that it appears expensive to just pay for crosswalks and signs. She asked about streetlight locations where visibility needs to be enhanced. Public Works Director Demitri replied that during the .design phase a determination would be made about which locations could benefit from streetlights. Mayor Pro Tern Robles asked if there would be any traffic signals. Public Works Director Demitri replied that traffic signals would not be installed at this time. Council Member Hussey showed support for traffic signals and inquired as to the cost. Public Works Director Demitri replied that the cost of the,traffic signals is $250,000 per intersection and there needs to be a justification. City Manager Duffey recommended doing modelling of certain intersections to see if traffic signals would be warranted in the future. Mayor Pro Tern Robles inquired about the Radar Feedback signs. Public Works Director Demitri replied that during the design phase a determination ,- would be made about the location of the Radar Feedback signs. Council Member Reinarz inquired if the funds could be used to purchase additional stop signs. Public Works Director Demitri replied that the City can always go back to the grant distributors and get'approval for a change in the use of the funds; however stop signs also need to be warranted. City Manager Duffey inquired if we could take some of the money that was allocated for one intersection and use it instead for additional stop signs. Public Works Director Demitri replied yes. Council Member Reinarz commented that there is a lack of stop signs when you make a left on De Berry St from Mt. Vernon. Council Member Wilson concurred that stop signs need to be warranted. 1. RESULT: APPROVED [UNANIMOUS] MOVER:, Sylvia-Robles; Mayor Pro Tern SECONDER: Doug Wilson, Council Member AYES: I McNaboe, Robles, Wilson, Hussey, Reinarz 13.Discussion of Public Safety - Levels of Service Special City Council Meeting Date City Manager Duffey wanted to have a workshop on the financial cost of additional public safety services. Mayor McNaboe inquired if there was a special meeting on January 31, 2017. City Manager Duffey replied yes there is a schedule meeting on January 31,2017. Mayor McNaboe asked the Council which date they wanted to meet on. City Manager Duffey stated that the Council could also shorten the agenda on a regular meeting. Mayor Pro Tern Robles commented that she would prefer to shorten the agenda. Council Member Wilson concurred that it should be included into a lighter regular meeting. Council Member Hussey also concurred that it should be part of a regular meeting. Council Member Reinarz also concurred that it should be part of a regular meeting. STAFF RECOMMENDS. THAT THE CITY COUNCIL SET. THE DATE FOR THIS SPECIAL MEETING AT 6:00 P.M. ON EITHER TUESDAY, FEBRUARY 7, 2017 OR FEBRUARY 21, 2017. CITY MANAGER COMMUNICATIONS There will be posters posted about the walk on Blue Mountain event in City Hall kiosks. February 2, 2017, there is a transit tour titled "San Bernardino County Transportation Future" event. City Manager Duffey recommended this event to the Council. City Manager stated a-blast would be sent to residents to remind-them that when they. hire a contractor to make sure the contractor has a business license with the City. RECESS TO CLOSED SESSION Mayor McNaboe adjourned the meeting in honor.of longtime resident Ray Burns, and expressed her condolences to his family and friends.
