SPECIAL PRESENTATIONS Presentation of Commendation to San Bernardino County Fire Department Battalion Chief Steve Lasiter Mayor McNaboe on behalf of the City Council presented the Commendation to Battalion Chief Steve Lasiter. Chief Lasiter thanked the Mayor, Council and staff for their support. He also introduced his replacement Battalion Chief Dan Wooters. 1 Council Member Hussey wished Chief Lasiter the best in his future endeavors. Wolfe provided a PowerPoint Presentation on Operation Safe Passage. Council Member Mitchell asked if they had seen a difference in the traffic. Lt. Wolfe stated that there had been positive remarks and backlash from the people that were affected. Mayor. McNaboe stated that 'she had received positive feedback and the negative feedback was from the people that received citations. She believed this was a successful operation. B. PUBLIC COMMENT Patricia Farley, Grand Terrace resident, stated her concerns with the City's noticing of items on the agenda. She also stated her concerns with the development being proposed in Highgrove that would affect the residents on Michigan. Matthew McConnell, Grand Terrace resident, spoke on his father's,.(Jeffrey McConnell) behalf and provided a signed petition to rezone the 30 plus acres on the riverbed area back to ranch residential from industrial. D. CITY COUNCIL COMMUNICATIONS Council Member Bill Hussey `Council Member Hussey thanked everyone in attendance. He also attended the fundraising pancake breakfast for the Grand Terrace High School Band at Applebee's. The Band also had another fundraiser for their trip to Fresno, they were collecting. shoes. If anyone had any shoes they would like to donate, contact Council Member Hussey via the City's website and he will pick them up and take them to the band. Council Member Doug Wilson Council Member Wilson thanked everyone in attendance and he appreciated everyone's - input. City of Grand Terrace Page 3 Minutes Grand Terrace City Council September 27, 2016 Council Member Jackie Mitchell �1 Council Member Mitchell thanked everyone that attended the meeting and for participating. Mayor Pro Tern Sylvia Robles Mayor Pro Tern Robles reported that she attended the Colton Joint Unified School District Community Cabinet Member event at Lincoln Elementary School in Colton to discuss the book Esperanza Rising. She applied for and received a scholarship from League of California Cities Latino Caucus to attend USC Price School of Public Policy on Thursday, Friday, and Saturday. She presented several unethical scenarios which were used for additional ethics training at this event. Mayor Pro Tern Robles requested that the Council consider having Edison provide open park space for the City. She also thanked everyone that has supported her in the past and have allowed her to serve this community. Mayor Darcy McNaboe Mayor McNaboe provided a written-summary of her report as follows: 1. September 22, 2016 - San Bernardino Valley Water District Advisory Commission for Water Policy A. Election of Vice-Chair for Commission - Ronald Coats, East Valley Water District (Chair- Richard Corneille, San Bernardino Valley Water Conservation District) B. Draft Revised Ordinance Establishing the Advisory Commission The Board of Directors of the San Bernardino Valley Municipal Water District established the Advisory Commission on Water Policy by Ordinance No. 61 on July 6, 1987 to provide maximum opportunities for consultation with elected officials of water producing agencies and other members of the community. The function of the Commission to study and make recommendations to the Board on local, regional, and State-wide water policy matters affecting the District. The Commission shall study matters submitted to it by the Board and the District's Staff. It may also study water policy matters it deems appropriate. There are 20 member groups including Cities and Water Districts served by our basin. C. Progress Report on Sustainability Council Framework Agreement D. Update on the Wash Plan E. Sites Reservoir � City of Grand Terrace Page 4 Minutes Grand Terrace City Council September 27, 2016 ( Since 2007, as a result of a series of endangered species protection decisions in the Sacramento - San Joaquin Delta, the average water supply reliability of the State Water Project has been reduced by approximately 20% (20,000 at per year reduction for Valley District). To respond to these ongoing environmental issues in the Delta, The California Department of Water Resources (DWR) along with the State Water Contractors are promoting the California WaterFix as one of the projects needed to re-establish this lost supply. Although progress is being made on the California WaterFix, Valley District Staff is continually looking for replacement supplies both locally and in other parts of the State to make sure that we can reliably meet the obligations we have to our constituents into the future. One of the projects Staff has been following closely is the Sites Reservoir in northern California. The Sites Reservoir has been evaluated as a water supply project for more than 30 years. It was originally envisioned as part of, what was called at the time, Stage 11 of the State Water Project and was administered by DWR until 2010 when the Sites Reservoir Authority was formed to take over the project and move it forward. The project is an off-stream reservoir with 1.3 to 1.8 million acre-feet of capacity that would be filled from several diversions off the Sacramento River. The water supply benefits have been studied for years and currently are in the range of 500,000 acre-feet per year. The yield is so large due to the fact that the primary capture watershed that would feed the Sites Reservoir has no substantial dams and is relatively large. Currently up to 50% of the annual yield (250,000 at) is being reserved for public benefit purposes like fish habitat support to be funded with Proposition 1 grants. The remaining 250,000 of per year of yield is being offered for water supply purposes. Original price estimates showed pricing the same range as those of State Water prices (600 - 700/acft)- newer estimates show it may be half that cost. The benefit is that the water is not effected by availability of the State Water Project water. More news to follow. F. Santa Ana River Watermaster G. 2016 Regional Water Management Plan Statement 2. Zoning Code Amendment 16-01 Pertaining to the Maximum Number of Dogs and Cats Per Residence Planning & Development Services Director Molina presented the PowerPoint Presentation for this item. Mayor McNaboe stated she liked Riverside's treatment of cats by allowing ten.. Mayor Pro Tern Robles asked what the reason was for this item being revisited by the Council. She stated the purchasing of houses is for people and she is concerned with the proximity of these animals to their neighbors. She further questioned how staff came up with the number of allowable pets of four. r Mayor McNaboe asked why the past city management allowed four dogs even when the code only allowed for two dogs. Planning & Development Services Director Molina answered that in the past previous management had allowed four dogs to be licensed. This amendment to allow for four dogs would be appropriate for our situation. Ms. Molina stated that since the -code allowed for four pets, two dogs and two cats, the previous management just lumped them together as four dogs or four cats. Mayor McNaboe opened the Public Hearing at 6:48 p.m. Patricia Farley, Grand Terrace resident, stated her concerns and opposition to this item. She believes that the City should not allow more than two dogs. Daryl Moore, Grand Terrace resident, , stated his concerns with barking dogs and requested that it be addressed. Council Member Mitchell was concerned with the current enforcement of barking dogs and how it would be`handled with the additional dogs. Planning & Development Services Director Molina stated that the City of San Bernardino Animal Control agency would address the barking dog issues. Mayor McNaboe closed the Public Hearing at 7:01 p.m. City of Grand Terrace Page 6 Minutes Grand Terrace City Council September 27, 2016 Mayor Pro Tern Robles restated that she felt that homes were for people first and that there are shelters in place to handle animals. She did not think it was prudent to add additional stressors to the community by increasing the number of pets. Council Member Hussey supports keeping the number of allowable pets the same. City Manager Duffey explained staffs primary reason in bringing this item to Council, is the number of homes that have more than two dogs. This item was a policy decision that would allow for the existing dogs to be grandfathered into the City's licensing program. Council Member Hussey does not want to remove pets from homes. City. Manager Duffey stated that staff could bring back the list of homes that have more than two dogs for Council to discuss a grandfatheririg in process. Mayor Pro Tern Robles also requested that a system be in place to make sure that once they have been grandfathered into the system they cannot be replaced in the future. By Council consensus,direction was given to staff and this item was continued. 8. Tentative Tract Map 16-01 (Tentative Tract Map No. 18604) Variance 16-01 Planning & Development Services Director Molina presented the PowerPoint Presentation for this item. Mayor McNaboe requested clarification on the access of the side yard easements among the units and if there were an issue would the home owner's association or the City address it. Planning & Development Services Director Molina clarified on the PowerPoint the access to the side easements among the units and confirmed that the home owner's association would address issues within that area. Mayor Pro Tern Robles stated her concerns with staffs lack of detailed renderings for the presentation. Planning & Development Services Director Molina stated that the architectural review and approval are the Planning Commission's purview not Council's. Mayor Pro Tern Robles acknowledged that she knew that but the Council was holding a public hearing on this item therefore it needed the detailed renderings for the public to view. She further expressed her preference to underground utilities and to have Edison pay to a special fund for this Ao occur. This project had a pole above ground and the ,- Council was not provided any renderings; so how did staff think this was properly mitigated. City of Grand Terrace Page 7 Minutes Grand Terrace City Council September 27, 2016 City Manager Duffey.clarified the Rural 28 was the fund that utility companies pay into. He will work with the developer and Edison to get the Rural 28 funding to assist with this project. Council Member Wilson praised the developer and staff for this project. Council Member Hussey stated his concerns with the parking and the density. He likes the design of the project. Daryl Moore, applicant, further clarified the project parking and utility pole. Mayor McNaboe opened the Public Hearing at 7:11- p.m. Patricia Farley, Grand Terrace resident, stated her concerns with the parking and the two-story buildings in this project. Daryl Moore, applicant, did not believe the parking or the windows would be an issue. Mayor McNaboe asked if Mr. Jacobsen had a project in this area that he needed to rezone what was the procedure he would have to follow. Planning & Development Services Director Molina stated he would need to submit a zone change application and a General Plan Amendment application to redesignate the property which would cost under $10,000. Council Member Wilson questioned the omission of one parcel from this rezone change. Mayor McNaboe opened the Public Hearing at 7:49 p.m. Stephanie Sandler, Grand .Terrace resident, stated her opposition to this item especially the parcel on Michigan. She believes that the residents on Michigan have been taken advantage of by the City and these developers. Denise Ferris, Grand Terrace resident, stated her opposition to this item. Jeffrey McConnell, Grand Terrace resident, requested that this item be postponed because it would exceed our State mandated housing number. Monty Goodrick, Grand Terrace resident, stated her opposition to this item. Mayor McNaboe closed the Public Hearing at 8:16 p.m. Mayor McNaboe stated that she liked that the City had the necessary State Mandated Housing numbers and would like the area to stay at its current zoning. Mayor Pro Tern Robles stated that there was no project yet for that area. This coming back to Council supports the residents concern with City staff creating confusion with these agenda reports. Mayor McNaboe explained that the City would meet the RHNA numbers with the rezoning of Grand Terrace Road and Michigan did not have to be rezoned. Council Member Hussey thanked the residents that attended and spoke on this item, he appreciated their input. Council Member Wilson would like to remove all reference of 12201 Michigan Street from the resolution in order to approve the item. City Manager Duffey presented the PowerPoint Presentation of this item. Council Member Wilson asked for clarification on EIFD's, his understanding was that they were on a regional basis, and was the City doing itself a disservice in putting the CRIA in the same category as EIFD's. City Manager Duffey explained the difference between the EIFD's and CRIA's programs and their benefits to the City. Archie Devenport, Kosmont Representative, further clarified the difference of both programs. Council Member Wilson also questioned the $30,000 amount with a $300 per hour for Principals. City Manager Duffey stated that he was well versed on EIFD's and he would make sure to use Kosmont where they were needed. Mayor Pro Tern Robles stated that over the past two years she had attended events where Kosmont had presented and they had brought in large entities to other cities. Mayor McNaboe asked'if the residents on Westwood knew of this presentation tonight. City Manager Duffey answered they did not because he did not want to excite them before the grant was in place. Council Member Hussey asked if that area would have a camera for additional security. City Manager Duffey stated the camera could be included in the project Council Member Mitchell asked about the access at night,and if the additional traffic on Van Buren had been addressed. City Manager Duffey the trail will have a secured parking area that would be locked at night. At this time, the City had received positive feedback on the traffic calming measures on Van Buren. Council Member Hussey requested to have donation tubes placed along the trail so that i" people could donate to support the trail. City Manager Duffey stated that staff was working with the.Friends of Blue Mountain to help establish..a:maintenance fund for this project.
