A. SPECIAL PRESENTATIONS
Assembly Member Cheryl Brown presented the Award for Man of Distinction to Jim
McNaboe.
Mayor McNaboe thanked Assembly Member Brown for attending the meeting and
sharing this award with the Grand Terrace Community.
Jim McNaboe thanked Assembly Member Brown for his award and he also thanked all
the community volunteers of all the organizations within the City of Grand Terrace for all
of their hard work, time, and dedication in making the City a better place. He further
reminded everyone of the upcoming events for the various organizations from August
through November 2015.

Council Member Mitchell stated for the record that the agreement also included the

PUBLIC COMMENT
Inland Empire Derby Divas: Vanessa Cortez aka K.O. K.O. Brown, Sage Gonzales aka
Savage Kitty Sage, Barny Campbell aka Crazy Hot Mess, Aida Andrade aka R2 Beat U,
introduced themselves and invited the Mayor, Council, and entire community to their
first home roller derby bout on Saturday August 22, 2015 at 6:30 p.m. at Cal Skate they
also would like to have Mayor McNaboe blow the whistle to start the bout that night. The
doors open at 6:00 p.m. and the bout starts at 6:.30 p.m.
D. CITY COUNCIL COMMUNICATIONS
Council Member Bill Hussey
Council Member Hussey thanked Assembly Member Brown for attending the meeting
and congratulated Jim McNaboe on his Man of Distinction Award. He also thanked the
residents and the Inland Empire Derby Divas for attending the meeting. Council
Member Hussey thanked staff for facilitating the rental of the community room to his
extended family. He reminded everyone that if they had a code enforcement violation on
the weekends to report them to City Hall on Monday or the next business day. They
could also report the violation to one of the Council Members. Council Member Hussey
reminded everyone to license their pets.

Council Member Wilson thanked AssemblyMember Brown for,attendin the meeting.

He had noticed that the City was doing well in relation to the water conservation
situation. Council Member Wilson recommended the use of fertilizer to help maintain a
healthy lawn.
Council Member Jackie Mitchell
Council Member Mitchell thanked Assembly Member Brown for taking the time to
recognize Mr. McNaboe. She commended and congratulated Mr. McNaboe for all his
hard work and humbleness in recognizing the other organizations and thanking the
volunteers while accepting his award. She further thanked the residents that attended
the meeting. Council Member Mitchell reported that she attended the Chamber of
Commerce installation dinner, commended Mayor McNaboe on the excellent job with
the installation ceremony, and thanked all of the volunteers for their work to make the
event a success.
Mayor Pro Tern Sylvia Robles
Mayor Pro Tern Robles thanked Assembly Member Brown. She appreciated all her hard
work and attendance at tonight's meeting. She also attended the Chamber of
Commerce Installation Dinner it was a positive event and really appreciated all the work
that was done.

Mayor Darcy McNaboe
Mayor McNaboe reported that she attended the California Joint Power Insurance
Authority (JPIA) annual meeting on July 15, 2015 they provided an update on their
activities, handed out awards to several of their members, and elected officers.
Additional discussion was on varied insurance options like a deductible type structure
with the formation of a Capital Insurance Company. The JP-IA reminded the Cities that
they had Labor Law Attorneys for their use; another topic they would provide the Cities
information on was Cyber Liability.
Mayor McNaboe 'reported that she also attended the Chamber of Commerce Installation
Dinner and was happy to see that the Chamber was getting new Officers to make some
strong changes in the way that they function. She was looking forward to the Chamber
being a strong partner with the City.
She attended the Coffee with Congressman Pete Aguilar on Saturday, July 18, 2015
and it was a very well attended event. She was able to speak with residents during this
event. Mayor McNaboe announced the Central Station National Night Out Event on
Tuesday, August 4, 2015 from 4:30 p.m. to 7:30 p.m. at Richard Rollins Community
Park. She further announced that the Beer Room, a new business in town, was having
their grand opening on August 7, 2015 and that she would take her Man of Distinction to
celebrate his continued success. She thanked Assembly Member Brown for sharing the
Man of Distinction Award with the Grand Terrace Community.

5. Approval of Check Register No. 06302015 in the Amount of$401,853.85
Finance Director Fortune provided a brief summary of this item.
Mayor McNaboe asked for the full description of the reimbursement payment for check
number 71635.
Finance Director Fortune answered it was for a laptop computer as outlined in the City
Manager's employment agreement.
Council Member Hussey requested clarification on the payment for abatement services
on check number 71701.
Community Development Director Molina reported that the check covers two fiscal
years. The County had billed the City for the previous fiscal year that was why it showed
two,payments for $13,526.

City Manager Duffey added for a point of clarification that the bill before them was for
the County services for notifying the property owners of the abatement. This was not for
any City properties.
Council Member Wilson stated for the record he had asked the City Manager to look
into this matter. Fire Hazard abatement was important but the concern was that the City
might be giving away the farm. There was an agreement entered into with the County in
1985 to do all the areas within the City that were not owned by private property owners.
There had been a just in position on the implementation of said agreement. The City
Manager would be looking into this and any unjustified fining to City residents.
City Manager Duffey stated that Council Member Wilson's item would be placed on the
Council Report Back Log.
Mayor McNaboe stated that she was aware that previous City Managers had assisted
residents with this issue and agreed it should be addressed.
APPROVE CHECK REGISTER NO. 06302015 IN THE AMOUNT $401,853.85, AS
SUBMITTED, WHICH INCLUDES THE CHECK REGISTER ACCOUNT INDEX FOR
FISCAL YEAR 2014-15.

6. Approval Amendment No. 1 to the Professional Services and Maintenance Agreement
between the City of Grand Terrace and High Tech Security for Security Camera
Upgrade Services
Management Analyst Freeman provided a summary of this staff report.
Council Member Hussey asked if this was the price to also install a camera at Richard
Rollins Park.
Mike Allagas, High Tech Security Owner, answered that at Rollins Park the camera
would be placed on the building which would lower the price to approximately $2,200 to
$2,500 per camera.
Mayor McNaboe asked Mr. Allagas if he looked at both parks and recommended this
license plate reader for Pico Park.
Mr. Allagas answered he did look at both parks but he did not make the decision on
which park to place the camera that decision was made by City staff.
Mayor McNaboe asked staff what went into the determination to place this camera at
Pico Park instead of.Rollins Park.

Management Analyst Freeman stated that it was the high traffic and proximity to the,
high school that was used in the determination. �
Mayor McNaboe asked if there was a certain amount of traffic needed for a camera to
be placed.
Community Development Director Molina stated that there was not a threshold of traffic
recommended for the placement of these cameras. Pico Park had the tendency for
heavy use over the weekends, the proximity to the high school, and the traffic from the
high school were the determinating factors.
Council Member Mitchell stated that she believed that Council had additionally asked for
staff to look into the cost for placing a camera at Pico Park.
Council Member Mitchell requested clarification on the contract if it included the camera
at Pico Park.
Mayor McNaboe clarified that previously Council had approved $22,566 and staff had
brought this back to Council to amend the cost to include $4,885.36 of which part of that
was for the license plate reader (LPR) and the other part was for the cost for the lock
box.
Council Member Mitchell asked if the maintenance was included.
Management Analyst Freeman stated that the City already had a maintenance
agreement. The total cost of the amendment was $5,154.90 for both items.
Council Member Mitchell asked if the $65,497 were the funds available.
Finance Director Fortune confirmed she was correct.
Council Member Mitchell would.like to purchase the two cameras an additional one for
Richard Rollins Park. She asked what the procedure would be to add this purchase.
City Manager Duffey stated that Council could make the adjustment tonight. He further
clarified the function of the LPR cameras. He stated that the current system provided
the coverage for the parks. At any point in time, the Sheriff's Department could contact
the City to review the recorded footage. Having the LPRs on both sites would increase
the security.
Mayor Pro Tern Robles stated that she was concerned because this was the second
time the Council was discussing this issue and was incrementally adding items. She
wanted to just approve what was presented. When one Council Member wanted to
amend the item it did not reflect the plurality of the body or worked with the City's
process. Mayor Pro Tern Robles requested that when additional actions wanted to be
taken they be brought back individually.

�\ Mayor McNaboe stated that she would like to have a discussion about what the goal
was with this item. Council had approved the update of the security system and the
inclusion of the LPR for Karger Park because it made sense with the traffic volume. She
understood there was a value to have LPR at the park but she was not convinced that it
was something Council was remised to leave off this item. She agreed that she did not
want to add cameras incrementally. Mayor McNaboe asked whether there was good
coverage at the park with the items that the Council had approved before and why were
the additional cameras at the other parks not recommended at that time.
Mr. Allagas stated that when he met with the Sheriff's Department there was a concern
with the Council regarding LPRs because they felt it was a violation of the privacy of the
citizens. He further explained that the Sheriff's Department LPRs feed into their
computer systems and the City's LPRs only recorded and saved the information for a
period of time of approximately three weeks in which time the Sheriffs Department
could potentially review the recordings.
Community Development Director Molina provided a brief summary of the assessment
done on the park cameras. She further stated that staff was comfortable with the
coverage of the cameras that had been placed and approved by Council.
City Manager Duffey stated that Pico Park would potentially be getting heavy traffic with
the Veteran's Wall and the LPR would provide an additional tool for security and
assistance to the Sheriff's Department.
Mayor McNaboe stated that she remembered Council Member Hussey requested
Richard Rollins Park as a potential site for this LPR and was surprised to see it a Pico
Park. Now another one of her colleagues was requesting Rollins Park, she felt that the
total security needs were not being discussed and the items were being added
incrementally.
City Manager Duffey apologized for his misunderstanding that the Council direction was
to bring back pricing for the cost of an additional LPR camera at Pico Park.
Council Member Mitchell stated that the LPR was placed at Karger Park to view the
traffic that traveled down DeBerry toward the park.
Community Development Director Molina stated that intersection was heavily traveled
and staff thought it was the best place for the LPR.
Council Member Hussey confirmed that he asked for the cameras at Richard Rollins or
Pico Parks because the children were there and not the equipment at the Fitness Park.
He did not realize that the camera would still be placed at the Fitness Park and Pico
Park.

Community Development Director Molina stated that should the Council decide not to
fund the additional LPR camera; staff recommended the approval of the lock box for the
camera system at the annex building.

Council Member Wilson asked the reason listed as item number four to wait until the
person was deceased.

Community Development Director Molina answered there was not a reason but that this
time period allowed for a non-emotional decision.
City Manager Duffey stated that within the language it stated "generally" to provide the
room for Council to approve before the person was deceased. Staff wanted to put'
forward a policy that was standard to most organizations.
Mayor McNaboe clarified that item number three would allow for the name to be that of
a live person.
Mayor Pro Tern Robles stated that in the unincorporated area of the County of San
Bernardino there were several parks named after members of the Board of Supervisors
that were later indicted on criminal charges. She liked that the procedures had a waiting
period and the-creation of a sub-committee. She did not want to have the issues that
other cities were having. Mayor Pro Tern Robles stated for the record that the flag of the
United Stated was the flagthat she honored and took precedence over any other flags.

Mayor McNaboe stated that the City was asked to send a letter of support for this item
and the request was after the Council had changed. She wanted to provide this
information to the Council for their consensus on the continued support.

H. CITY MANAGER COMMUNICATIONS
City Manager Duffey reminded the citizens that there would be pothole repairs done on
the main streets throughout City on July 28, and 29. These repairs should address the
majority of the serious potholes. He also reported that on Monday, August 3, 2015
began the Child Care Services in the City Hall Community Room.
