Mayor McNaboe called the meeting to order at 6:00 p.m.

A. PUBLIC COMMENT
Bobbie Forbes, Grand Terrace resident, encouraged the City Council to get a formal
appraisal for the property and not rely on the Broker of Value report.
B. OPEN SESSION
1. Legislative Update — Oral Presentation
City Manager Duffey provided a summary of the PowerPoint presentation for this item.
Council Member Wilson asked if there was any resistance from the State.
City Manager Duffey stated that he was not aware of any resistance. He said Governor
Brown accomplished his goal of Redevelopment dissolution. He said that he didn't
foresee any resistance.

2. AGREEMENT FOR TAXING ENTITY COMPENSATION FOR DISPOSITION OF
PROPERTY #4 PURSUANT TO THE CITY OF GRAND TERRACE'S LONG RANGE
PROPERTY MANAGEMENT PLAN
Deputy City Attorney Bettenhausen provided a summary of this item.
Mayor McNaboe asked if the amount of $800,000 was what the City would receive for
these properties.
Attorney Bettenhausen answered the amount was an approximate amount.
Mayor McNaboe asked did the City do what was necessary to get a fair market value on
these properties.
City Manager Duffey stated that a Broker of Value (BOV) was completed and the BOV
is approximately $800,000. He said this meets the State's requirement, but if the
Council would like an additional appraisal it could be done.
Mayor McNaboe asked if the BOV is just a benchmark used for the taxing agencies.
City Manager Duffey confirmed that the BOV is a benchmark estimated value. The
distribution percentages will be used to fairly distribute proceeds. But the 800,000 is an
estimate base on the BOV.
Mayor Pro Tern Robles stated that the City with the Redevelopment Agency paid four
million dollars for this properties and the Broker of Value now stated they were worth
$800,000. She further stated that this amount barely recuperated the tax value of the
properties and that the comparables were fairly recent. Mayor Pro Tern Robles asked if
the City would be getting an appraisal before the properties were put on the market.
City Manager Duffey stated that if the Council would like an appraisal one would be
done but the Broker of Value report met the State's requirements.
Mayor Pro Tern Robles did not want the City to be cut short.
Attorney Bettenhausen reminded .the Council that there was a Closed Session item on
the agenda to discuss the price and terms of the property. This item was to set the
percentage for the taxing agencies with no specific price only an approximate.
Council Member Wilson asked if the Department of Finance approved the
Redevelopment Property Tax Trust Fund (RPTTF) distribution instead of the individual
amounts. He was concerned with the irregular RPTTF disbursements.
City Manager Duffey answered no because the proceeds of the sale of the property go
to the County not the RPTTF fund.

3. Comprehensive Approach to Property Development/Economic Development -
PowerPoint Presentation
City Manager Duffey provided a brief summary of the PowerPoint presentation.
Mayor McNaboe requested that City Manager Duffey confirm for the record that the
parcel on 22757 Barton Road was not a City owned parcel.
City Manager Duffey confirmed that the parcel located at 22757 Barton'Road was not a
City owned parcel.
Barry Foster, Consultant from HdL, provided a summary of his PowerPoint presentation
for this item.
Council Member Wilson stated he appreciated his advertisement of the City. He asked
Mr. Foster if the flow through traffic and the traffic from the new bypass on Clover Leaf
was taken into consideration in his traffic counts and City assessment.
Mr. Foster confirmed that they were considered.
Mayor McNaboe stated that the City already pulls people from the Colton barrier and
asked why he did not mention pulling people from the south, Riverside, Highgrove, or
unincorporated Riverside.
Council Member Hussey stated that the .Grand Terrace High School had a lot of
students and would be getting an additional 300 students, Azure Hills and the Baptist
Church also have a lot of members were these also factored in the City assessment.
Mr. Foster stated that the first thing potential developers look at is the rooftops then
those other factors
Council Member Mitchell stated that there was huge potential with the flow through
traffic from La Cadena to the high school. She asked how the non-incidentals were
\ factored into his spreadsheet.

Mr. Foster answered that they were not taken individually they were factored in as a
total amount. f
Council Member Mitchell asked if Mr. Foster could provide a spreadsheet with a
breakdown of this information along with the information on the McDonald's and Auto
Zone.
Mr. Foster answered that there were not enough quarters available for the McDonald's
but that the first quarter projections for the Grand Terrace McDonald's showed that it
would do better than the one in Colton.
City Manager Duffey stated that the City had the numbers that the Council Member
Mitchell was requesting and would provide them to the Council.
Council Member Mitchell asked if future potential developments had been taken into
consideration such as residential and shopping centers. Her fear was that a potential
development or developments would fail due to like services.
Mr. Foster stated that he was not aware of any new shopping centers.
Council Member Wilson asked if there were any plans for hotels.
Mr. Foster answered that Barton Road was not a good place to put a hotel and that
closer to the freeway would be the best location. �
Mayor Pro Tern Robles stated that this was mainly about Barton Road. She did not like
going into other cities to do her shopping due to traffic and safety concerns. Mayor Pro
Tern Robles stated that restaurants were in high"demand and people liked to come into
Grand Terrace. She thanked Mr. Foster for his presentation and stated that Stater
Brothers had the best grocery prices.
RECESS TO CLOSED SESSION
Mayor McNaboe recessed the City Council into closed session at 7:22 p.m. to discuss
the item as listed on the agenda.

REPORT FROM CLOSED SESSION
Deputy City Attorney Bettenhausen reported that the City Council discussed the item as
listed on the agenda, direction was given to staff, and there was no reportable action
taken.

Mayor McNaboe adjourned the meeting at 7:59 p.m.
