A. SPECIAL PRESENTATIONS
Presentation of a Commendation to Child Care Services Teacher Dennise L. Precie
Mayor McNaboe on behalf of the entire Council presented the Commendation to Child
Care Services teacher Dennise L. Precie in appreciation of her 27 years of service to
the children and community of Grand Terrace.
Cathy Toth, Child Care Center Assistant Director, along with Linda Phillips, Child Care
Director, presented a plaque to Dennise L. Precie in appreciation of her years of
service.
Dennise L. Precie, retiring teacher, thanked everyone for their presentations.
Mayor McNaboe wished Ms. Precie the best in her retirement.

Council Member Mitchell thanked Ms. Precie for her service to the children and the
community. She also wished her well in her retirement.
Council Member Hussey also thanked Ms. Precie for her service and wished her well in
her retirement.
Mayor Pro Tern Robles echoed the Council's sentiments and said she would enjoy
taking care of her grandchildren.

Council Member Bill Hussey
Council Member Hussey reported that he attended the REC Center performance at
Azure Hills and the luau themed event was very nice. He thanked all the volunteers for
their work, on the GT Community Day event. Council Member Hussey attended the
Colton Joint Unified-School District alignment meeting_ at this event San Bernardino
County presented their From the Cradle to Career program. He further stated that he

attended the Joint Powers Insurance Authority (JPIA) two day workshop for Newly
Elected Officials. He said the event was a very informative. He learned about lowering
risk and when to use social media.
Council Member Doug Wilson
Council Member Wilson informed everyone that former Mayor Hugh Grant passed away
and that his funeral would be on June 19, 2015 at Montecito. He requested that the
meeting be adjourned in his honor. He further reported that he has been involved
teaching in the Welfare to Work program in the County of San Bernardino. He said it
was very fulfilling to see these adults learn new skills. Council Member Wilson stated
that if anyone was interested he would connect them with this program.
Council Member Jackie Mitchell
Council Member Mitchell thanked the volunteers and the Foundation of Grand Terrace
for the great GT Community Day events. She congratulated all of the elementary,
middle school, and high school graduates and wished them the best in their future
endeavors. Council Member Mitchell thanked the Sheriffs for their upcoming Coffee
with a Cop event on August 11, 2015 at 7:30 a.m. at the McDonald's on Barton. She
further stated that she received- the Riverside Highland Water restrictions in the mail.
She also received a letter from the Senior Center on the reactivation of the AM radio
and requested a staff update on this item.
Mayor Pro Tern Sylvia Robles
Mayor Pro Tern Robles reported that she attended the Bi-County High Occupancy
Vehicle (HOV) Lane Ribbon Cutting ceremony along with the Mayor and the City
Manager. She was honored that our Mayor was front and. center. at that event which
was nice for the City of Grand Terrace. She also attended the GT Community Day event
and stated that the event was wonderful and the kids had a great time. The volunteers
worked very hard to put this event. Mayor Pro Tern Robles further reported that she
attended the County's School's alignment program along with Council Member Hussey.
She was impressed with the exercise that she was a part of during this From Cradle to
Career event. Her group recommended that at the 3rd grade level they have reading
readiness, at the pre-teen level they be educated on how not to fall prey to drugs, and to
provide support to the students when they get ready to enter the work force. She
attended the Omnitrans Board meeting they discussed the multi-million dollar bus
.contract for the mini and access buses. Mayor Pro Tem Robles also proudly announced
that her second granddaughter had graduated from Whittier High School.
Mayor Darcy McNaboe
Mayor McNaboe reported on the GT Community Day event and thanked the Foundation
of Grand Terrace, HealtyGT, and the volunteers for a very well organized and attended
event. She was told by several vendors that they really enjoyed the event. There were

many dignitaries in attendance. She also reported that she received the water
restrictions mailer from Riverside Highland Water Company. Mayor. McNaboe also
announced that former Mayor Hugh Grant passed away last Wednesday, June 3, 2015
and that the meeting would be adjourned in his memory. She further informed her
colleagues that the League of California Cities Area Manager contacted her to inform
her that there were still seats available for their boards if anyone was interested.

4. Continued Deliberations and Adoption of the Budget for Fiscal Year 2015-201.6
Mayor McNaboe recessed the Council Meeting at 6:30 p.m. and reconvened the
meeting at 6:32.p.m.
Finance Director Fortune provided a summary on the City's Budget PowerPoint
presentation.
Captain Dorsey, San Bernardino Sheriffs Department, also provided a summary on
their services PowerPoint presentation.
Council Member Mitchell asked if the vehicle license reader informed them that there
was an outstanding warrant.
Captain Dorsey stated that the license reader alerts if a said license had passed by it
but did not correlate the registered owner's information.
Council Member Hussey asked if the new vehicles that the County provided would be
outfitted with the license plate readers. Could this item be purchased through Homeland
Security funds or other grant funding?
Captain Dorsey stated.that the pass through costs were too much for some cities to pay
and that the license plate reader mobile unit cost was $23,000. There were no grant
funds available at this time.
Council Member Hussey stated his support for the additional school resources.officer
and thanked Captain Dorsey and all deputies for their hard work.
Council Member Mitchell requested clarification on the formula used.by the Sheriff's to
allot officer.service hours.

_ Captain. Dorsey stated that the formula provided the City with the best use of the
l Sheriff's resources because it guaranteed coverage of the City. The allotment by hours
would insure that someone covered the hours, regardless if an employee was out-sick
or on vacation.
Mayor Pro Tem. Robles thanked Captain Dorsey for the explanation of their contract
services and asked what services could be added to fully.utilize the City's resources.
She also stated for the record that the City did not have the adequate financial
resources to help fully patrol the community.
Captain Dorsey stated that an extra patrol person would be one that could be visited at
the City's mid-year budget review.
Mayor McNaboe thanked Captain Dorsey for the depth of his presentation.
Captain Dorsey announced the Volunteer Golf Tournament was scheduled for Friday,
August 28, 2015 at Calimesa County Club.
Mayor Pro Tem Robles asked how much Traffic Mitigation Fees the City was. going to
receive for the Spring Mountain Ranch Project.
Community Development Director Molina stated that the figure was based on the total
number of lots and that she would need to bring the figure back at a future meeting
date.
City Manager Duffey clarified that staff was asking for the Council to provide approval of
the items presented for the development of the budget not the approval of the budget.
City Attorney Adams stated that Council consensus was needed by staff in order to
move forward with the formation of the budget for final adoption at the next Council
meeting.
Mayor Pro Tem Robles supports the budget enhancements as presented because she
wanted the new City Manager to be successful. She wanted him to- have the team that
he needed. to take on the ambitious agenda that the City-had for economic development
and for the City service levels.
Council Member Mitchell requested the scope of responsibilities for the Executive
Assistant and for the Administrative Intern. She would also like to have the license plate
reader added to the budget.
City Manager Duffey stated that the Executive Assistant was the support for the City
Manager and City Council. The Administrative Intern position would take on
comprehensive plans for the use of special funds the City had. The both positions would

assist in the efficiency and effectiveness of the City Manager's position.

Council Member Mitchell stated that she was concerned because two weeks ago these
two positions were not needed and now they were. She also asked if the Administrative
Intern's position was Nina Mohammed's position.
City.Manager Duffey stated that the previous City Manager had to remove the positions
to balance the budget. Additional resources had been found to now cover these
positions and still maintain a balanced budget. Mr. Duffey stated that the Administrative
Intern had vacated the position at the end of May along with the Interim City Manager
and confirmed that the position was the same one.
Council Member Mitchell requested that the Council revisit and fund the license plate
reader.
Finance Manager Fortune stated that the License plate reader would be funded by the
Traffic Safety Fund.
By Council consensus, the license plate reader was added to the budget to be paid for
by the Traffic Safety Fund.

6. Adoption of Resolutions Updating Bank and Investment Account Signature Authority
Council Member Mitchell stated for the record the correction to the resolutions to read
City Manager instead of Interim City Manager.

7. Adopt Child Care Services Rates for FY2015-16
Council Member Mitchell asked if staff foresaw any reduction in membership.
Child Care Director Phillips stated that the parents were advised of the increase and no
reductions had occurred yet.

8. Approval of a Professional Services and Maintenance Agreement Between The City of
Grand Terrace and High Tech Security for Security Camera Upgrade Services
Community Development Director provided a brief summary of this item and introduced
the City's Management Analyst Adreane Freeman.
Mayor McNaboe asked what the difference was in the, existing camera footage to the
new systems. She also asked about the resolution of the current cameras. Mayor
McNaboe further asked what measures would be put in place to deter vandalism.
Community Development Director Molina stated that the new system would store 14
days of video. The current cameras were not high resolution and the footage was
grainy. The location and placement of the new cameras would also be looked at to
increase coverage and the infrared technology would help with the night vision. Pico
Park would have long range view cameras to allow for view of the entire field. Director
Molina stated there were no measures in place to deter vandalism but the existing
- cameras had not been vandalized.

Council Member Hussey asked where the recorders/recordings would be housed
because elements tend to add to device malfunction. He further asked about the
maintenance and the types of cameras purchased. Council Member Hussey asked
which staff members would be trained.
Community Development Director Molina stated that the new devices would be placed
where the old devices were.
Mike Lipscomb, Technician, Hi-Tech Security, stated that most break downs were due.
to the age and use but not the environment. He provided the technical specifications of
the type of cameras, recorders and infrared systems.
Community Development Director Molina stated that the point of contact and, the fully
trained staff member would be the Code Enforcement Officer.
Council Member Mitchell asked the City staffs role in the monitoring of these cameras
and what kind of checks and balances were built in to ensure that staff monitored that
the cameras were functioning correctly.
Community Development Director Molina stated that currently staff reviews the
recording monthly or at times twice a month, and Hi Tech was called if there were any.
issues.
City Manager Duffey stated that the cameras could be outfitted with a WiFi connection
which would allow for-remote accessing of the cameras. He.would also like to have the
maintenance crew trained to check the cameras as they maintain those areas.
Mike Lipscomb, Technician, Hi-Tech Security, stated that built into the recorder/DVR
was a notification system to alert that maintenance was needed by sending an email to
a City staff member via a network connection.
Community Development Director Molina stated that the City Hall cameras would be
networked but not the outside facility cameras.
City Manager Duffey stated that the cameras that would be purchased came with the
capability to be networked and that staff would continue to work with the vendor to
provide this additional service. This would be brought to the Council as an additional
expense item.
Council. Member Hussey asked about the placement of the license reader at Richard
Rollins Park as opposed to other areas.
Sergeant Meredith, San Bernardino Sheriffs Department, stated that Richard Rollins
Park was the better location to assist the Sheriffs Department.

City Manager Duffey stated that staff could work with the Sheriffs Department to ensure
the best placement for the license plate reader and bring back to the Council the
location recommendation along with any additional camera purchases. He further stated
that the cameras were equipped with a blinking light which also deterred some
criminals. Placement of proper signage to inform that the parks were under camera
surveillance would also be done.
1. APPROVE A PROFESSIONAL SERVICES AND MAINTENANCE AGREEMENT
NO. 2015-19 BETWEEN THE CITY OF GRAND TERRACE AND HIGH TECH
SECURITY FOR SECURITY CAMERA UPGRADE SERVICES; AND
2. AUTHORIZE THE CITY MANAGER TO EXECUTE AGREEMENT NO. 2015-19.

CITY MANAGER COMMUNICATIONS
City Manager Duffey stated that he would like to establish a Council Report Back Log
and placed a couple of items on the log: the status of the airing of the AM Radio Station
and a status update on the Camera Project Assessment. The log would include the date
of the meeting, the item requested, the name of the requesting Council Member, the
progress, and expected completion date. The log assisted in tracking these various
requests. City Manager Duffey further reported that the League of California Cities 201.5
Annual Conference in San Jose was scheduled for September 30 through October 2.
He had reviewed the breakout sessions and would forward his recommendations to
them.
ADJOURN
Mayor McNaboe adjourned the meeting at 8:32 p.m. in the Memory of Hugh Grant. Mr.
Grant was one of the original Council Members when the City incorporated and also
served as the City's Mayor. She thanked Staff for the information presented at the
meeting and the Council for their discussion.
The Next Regular City Council Meeting will be held on Tuesday, June 23, 2015 at 6:00
p.m.
