Sally McGuire, on behalf of the Foundation of Grand Terrace, provided an update on
the Found.ation's .activities.; She thanked Interim . City Manager Jacobs .for her
participation at the Healthy QT.meeting.
Denis Kidd, Grand: Terrace: resident, thanked Mayor McNaboe on behalf of the seniors,
for providing them with the needed. staff::assistance. to hook.up the:computers and:get
.:them working. :He also :requested.that the_.City's emergency radio station be_reinstated
as soon as possible.

Council Member-Hussey thanked the residents for: coming.to the meeting'.He is a:
supporter:of organ donation. He further.reported:that on:March 30; 2015,: he; Council:
Member:Mitchell, Interim:-City Manager Jacobs, and:two representatives fromthe Colton,
_ Joint Unified..School District met With:the,City's youth sportsleagues-to -discuss joint field
use. Council Member Hussey :along with Mayor McNaboe, :Mayor Pro Tern Robles,
Council Member Mitchell, and Interim City Manager Jacobs attended the Little League
Opening D-ay Ceremonies on Saturday, April 11, 2015: He acknowledged the great
volunteers in the City and thanked the Sheriffs Department.for their*work. He reminded
everyone.to be mindful of their spri.nklers:during the,drought:

Council Member Wilson echoed Council Member Hussey's :water conservation .and
recycling.statements. He.attended.the SANBAG meeting and.is waiting for the-map that is being circulated:to the people that are: in:the right-of-way.: Council Member Wilson:
attended the Emergency Operations Committee meeting, he received some information
from the constituents and also had a very productive meeting with Interim City Manager
Jacobs and,very important work will be produced. by this committee. He also attended a
meeting atthe:Lion's Club on,_spice sales and he-'contacted the.City Manager. This.drug
. was:stated.to be stronger than marijuana and there are two locations selling this within

Mayor Pro Tern Robles stated she-attended the Omnitrans meeting and is excited to
attend the Plans: & Programs Committee-meeting on April 22, 2015. She also attended
the Little League Opening Ceremonies. She realized that the fields were really being
rationed. She. attended the League of. California .Cities :H.ousing ,Committee meeting in
:Ontario and she voted on:creating.a'sub-committee:to:look at:the constitutional:rights of
:the:. homeless. She stated that she: would provide copies: of:this :information 10 the
Council and would -also meet with the Interim City Manager and the Community
... 'Development Director. The other. topic discussed .was the. Governor's water mandate
and how the League believed, it: was .unfair to. Southern' California. Mayor Pro .Tom
Robles was able to have lunch with the seniors and stated that their intake survey, the
food; the staff, and the volunteers were excellent. She also attended the League of
California:Cities Inland Empire Division dinner meeting and: the topic was about the
incident:in Ferguson. Sheriff McMahon stated that large organizations would always
:have issues with people that do not belong in that:organization but : hat he pledged to,. .

...• Mayor McNaboe reported.that she.attended the SANBAG meeting. She provided a brief..:
overview on the article published :in.the San :Bernardino Sun .entitled Planning.for San
Bernardino County's future by improving the 10 and 15 freeways, written by Dennis
Michael:, Mayor:, of Rancho Cucamonga. SANBAG was -studying. the use of HOV,
carpool lanes, the possibility of adding two toll lanes, or leaving the freeway:as is. She
urged. the residents to :participate in these discussions and that this was.the time for
their concerns to .be heard .by SANBAG.: Residents:can find:this information::on the: :
SANBAG Website:::wwwaanbag.ca:gov along with the various social :media::outlets: ::
SANBAG was also taking applications for appointment to a Community Advisory Group
the applications-'are also on..their website. Mayor ,.McNaboe ..requested ' that this
information be.placed::on the Citys Website,-social media sites, and made.:available::at
City: Hall. She.also provided the road closures and length of time for :the "Every -15
Minute drill at the high school. Mayor McNaboe thanked the Van Campen's for

5. Approval of an -Agreement for Animal Control and Shelter Services :with City of San.

Senior Code Enforcement Officer Owens provided a:brief history:and summary of:this
item.
Council. Member.Wilson requested clarification on .the built. in Consurrier Price Index:
(CPI) increase. :.
City Attorney Adams clarified that the City would have paid more if it had-signed the
original contract with'the City-of.San Bernardino.
Senior Code Enforcement Officer Owens stated that. Riverside County would cost the
City of Grand Terrace more due to the overtime it would incur for the:services- that the:
City of.:San Bernardino would provide.

Council Member Mitchell stated.that the scope_of_services from Riverside was inferior to .
the San Bernardino: services and the Riverside:price was greater. She asked for the
effective date of the agreement-and increase.
Senior 'Code Enforcement Officer Owens confirmed Council Member Mitchell's
statement. The:effective:date would begin.once the._City of-San Bernardino:.si_gned:the:
:agreement.

Council Member Hussey stated his. concerns with the price .of the services. He :also
requested different reports o:n he calls:for service. He:a.sked how the canyassing'within
the City would-be.done, the number of officers that provided.service to the City, and the:
response time..

reports but.due to the City of San Bernardino staffing:changes they had not received
them,but that she would continue to work with them for these reports and provide them
to::the Council. The:service :calls include adoptions; stray pick=ups, animal turn-ins and
injured animals. The canvassing would begin once all the current licensing information:
was provided tothe City:of:San:Bernardino.:The:number of officers responding to calls
'Varied:from one:to five at-any given time The response time:depen:ded on the nature:-of.
call''and emergencies were.priority. She stated that she would continue to work.with
the City of San Bernardino: to lower:their response times and provide the necessary:
reports. ....

Mayor Pro, Tem Robles stated that there:were animal rights organizations that were
`upset with the. City :of San Bernardino services and , concerned that. unbiased
investigations could not be done since the:City's-Police Department oversaw:the animal
control services. She requested that:the Council; receive quarterly reports on :these
services,. _.
Senior Code Enforcement Officer Owens staffed that the last report that she had read
was that.the animal :rights organizations were:pleased:with;the: changes at the shelter..
and the adoption rate had significantly: increased. The: Cit has not: received..an

negative feedback since:the change in:staff.
Mayor McNaboe would like to have:more visibility of these officers and their services in
our.City... ......
Council Member Mitchell requested if the education component could emphasize
spaying:and neutering to help keep the population down.
Council:Member:Hussey asked,everyone to get their animals licensed.
