He also reported that the 10. illegal signs.that:were placed on Saturday:had been removed. Council Member Wilson stated that he would attend the Inland Empire legislative-Meeting on February ruary 6, 2015.. Council Member Jackie Mitchell Council: Member Mitchell reported that she attended the Grand:Terrace Women':s:Club lunch .meeting: .She requested a. staff update on. potential skate ,park at Azure :Hills Church. She also .requested that staff-provide the proper:protocol for door to door sales. Council Member Mitchell thanked the people in the audience for attending the meeting. Mayor Pro Tem Sylvia:Robles Mayor Pro Tern Robles stated'that she did not have anything to :report at this time. Mayor Darcy McNaboe Mayor McNaboe announced the results of the water conservation insert provided-on' the December billing and -commended the residents on: their water conservation. She challenged the City and residents to continue to conserve water. Mayor. Barton interchange to P P the development of the Successor Agency properties. Supervisor:Ramos expressed to 'the: Mayor his interest in having the Redland Passenger Rail Development completed. She: :suggested that :her colleagues: .interested in having a say :should have a conversation with Supervisor Ramos regarding their issues.: They,also talked about the Senior Center because the Senior- Center had'a visitor from the Mentone.Senior Center who 1riformed them :about the issues that they were: having with the,:County and the .. County Library in Mentone. Our seniors are concerned that the County may cause them not have. their Senior Center: anymore. Mayor:McNaboe explained to them that the Senior Center was, not a County facility it is a City facility and has a :different set:of . circumstances. Supervisor Ramos stated that.he-would send his field-representative to the next Senior Center Board meeting to explainto them that the.County would.not evict them. He has requested that the Mayor attend this meeting as well. Mayor McNaboe reported that she..along with Interim :City Manager Jacobs met with Mayor: De La Rosa of Colton-to discuss common interests among=them were two traffic signals=Palm/Litton and . La Cadena/Palm. Mayor: McNaboe also:- reported that she _. met with the Superintendent Almendarez and he requested to meet with Interim City Manager : Jacobs., She thanked the Chamber for the luncheon where:she was able to highlight the City's accomplishments. She.:further reported .that the Oversight Board approved the ROPS 15-16A on Wednesday, February:18, 2015. : E. PUBLIC HEARINGS . . . - - - - - 6. Prioritization of Community Development Block Grant (CDBG) Funds.for:Program Year 2015-2016 Community Development Director Molina presented the staff report for this item. Mayor M.cNaboe opened the Public Hearing-at 6:35 p.m.. . Tom :-Donahue, Program Administrator..Family Services Association; thanked . the Council for:their support and. provided a brief summary of their services. Andy:McRae, Pastor Azure Hills Church, stated his support for funding the REC Center. . Jody Barnett, Grand Terrace resident, and business..owner, asked. if there were any safeguards in place to make sure that the funding stayed in the City of Grand Terrace, because the REC Center had three locations and only one in the City. Jennifer Araiza :Director of REC :Center, clarified the.funding requested is the amount that was needed for the Grand Terrace location. . A Council and staff discussion ensued on the funding, the Code Enforcement areas and difference between the,standard and enhanced enforcement. Cfty'of Grand Terrace Page 4 Minutes,. Council Member Mitchell requested alternate funding as follows: Code Enforcement $21,114, Library $10:,000, Family Services $8,671, and REC Center$8,671. A Council discussion ensued on the amounts of the funding for:each of the four entities presented. By Council consensus, they voted on the original motion of staff's recommendation as follows: 1) CONDUCT A PUBLIC_ HEARING FOR THE PRIORITIZATION OF ELIGIBLE APPLICATIONS FOR 20:15-2016 CDBG FUNDING; AND,: 2) PRIORITIZE: FUNDING ALLOCATIONS AS FOLLOWS: CITY. OF GRAND TERRACE, CODE ENFORCEMENT $21,114, SAN BERNARDINO COUNTY LIBRARY, _ GRAND: -TERRACE BRANCH .. $9,114 FAMILY SERVICES .ASSOCIATION $9,114, AND THE REC CENTER $9,114; AND .AUTHORIZE STAFF TO SUBMIT THE CITY'S COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDING RECOMMENDATION TO THE COUNTY OF SAN BERNARDINO ECONOMIC DEVELOPMENT AGENCY. Jacobs reported a flood at the Emergency Operation Center building on Monday: The Building was tested for asbestos and mold and no asbestos was found. She contacted the President of the, Little League to discuss and work on the improvements they. want to make to Pico Park. Interim City Manager Jacobs was working with Pastor: McRae on the installation of skate park on their: property. She further reported that the County of Bernardino was currently doing their weed abatement;enforcement and that she would contact them on their:citation process. She further reported that KB Homes had been notified about their signs and that they would be fined for violations. She announced the Healthy GT event at Azure Hills Church on Thursday, February 26, 2015 at 6:00 p.m., the City would be hosting a table to provide a survey on a potential bike trail in the City.
