01/08/1998 CITY OF GRAND TERRACE ✓/ CITY COUNCIL MINUTES RFCJTI,AR C QTTNCIL MEETING - TANUARY 8. 1998 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on January 8, 1998 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Patrizia Materassi, Community and Economic Development Director Virgil Barham, Building and Safety Director John Harper, City Attorney John Hagen, Sheriff's Department ABSENT: Bernard Simon, Finance Director The meeting was opened with invocation by Mayor Pro Tem Dan Buchanan, followed by the Pledge of Allegiance led by Councilman Herman Hilkey. SPECIAL PRESENTATIONS 2A. Chamber of Commerce Christmas Liahtina Contest Winners Mayor Matteson announced that the Chamber of Commerce will be announcing the winners of the Christmas Lighting Contest at the City.Council meeting of January 22, 1998. 2B. Eagle Scout Proiect Presentation - Kevin Yetter Kevin Yetter, 166 Sealy Court, Highgrove, gave a presentation on his Eagle Scout Project "Storm Drain Safety in the City of Grand Terrace." CONSENT CALENDAR CC-98-01 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER HILKEY, CARRIED5-0, to approve the following consent calendar items: 3A. Approval of Check Register No. 123097 3B. Ratify 01-08-98 CRA Action 3C. Waive Full Reading of Ordinances on Agenda 3D. Approval of 12-11-97 Minutes Council Minutes January 8, 1998 Page 2 3E. Pico Park License Agreement - Edison International 3F. Pico Park Softball Field Renovation: Award of contract (Alan Landscaping Service) PUBLIC COMMENT Michael O'Connell, 22596 Thrush Street, confirmed that the Richard Rollins Park soccer field was included in the gopher removal project. ORAL REPORTS 5A. Committee Reports 1. Crime Prevention Committee (a) Minutes of 11-10-97 CC-98-02 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0 , to accept the November 10, 1997 Minutes of the Crime Prevention Committee. 2. Historical and Cultural Activities Committee (a) Minutes of 12-03-98 CC-97-03 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 5-0, to accept the December 3, 1998 minutes of the Historical and Cultural Activities Committee. 5B. Council Reports Mavor Matteson, reported on an incident that took place at Colton High School that involved his grandson and expressed his dissatisfaction with the school's response. He reported that Councilmember Garcia is requesting,support of the council to vote for her as the representative to District Six Regional Council for SCAG. He encouraged all of the Council to attend the SANBAG meeting on March 4, 1998 and to vote for Councilmember Garcia. Councilmember Garcia, reported that there will be a League of California Cities, Inland Empire Division General Meeting on Thursday, January 15, 1997 at the California Speedway. Mavor Matteson. stated that he received a letter from the Transportation Flood Control, Zone two Advisory Committee regarding a budget hearing and requested that someone from Council attend the meeting. Mavor Pro Tem Buchanan. wished everyone a Happy, Healthy, and prosperous New Year and look forward to the exciting things coming in the new year. He reported that he and City Manager Schwab will be meeting later this month with the fire consolidation Council Minutes January 8, 1998 Page 3 consultants to review the final draft of the report and discuss it in detail. Councilmember Garcia, reported on a letter on the success of the WE-Tip Program and encouraged residents to call and report any crime that may be taking place. She complimented staff on a great newsletter and encouraged everyone to read it. She wished everyone a Happy New Year. Councilmember Hilkev, thanked Tony Petta for attending his sons Eagle Scout ceremony and reported that he had photos if anyone would like to see them. He stated that the ceremony was very newsworthy and expressed his dissatisfaction with both newspapers not attending and reporting on the event. He reported that he received a letter on the gunfire and fireworks in the City of Grand Terrace on New Years Eve and feels that something should be done. Councilmember Sinalev, reported that at the last SANBAG meeting $55,000,000 went to the 1215 corridor which includes the section from the Riverside County line to the I10 freeway. Communitv and Economic Development Director Materassi, reported that.approximately $3,000,000 has been designated for the design of the segment of I215 adjacent to the City of Grand Terrace and Colton, which will allow an HOV lane from the County Line to Orange Show Road, which are very important improvements for Grand Terrace. PUBLIC HEARING -_6A. An Ordinance of the Citv Council of the Citv of Grand Terrace, California, . Regulating the Sale and Discharge of Fireworks Mayor Matteson opened discussion to the public. Michael O'Connell, 22596 Thrush Street, encouraged the Council to support the Fireworks Ordinance and feels that it is a great fundraiser for the local youth's organizations. Mayor Matteson returned discussion to Council. Mavor Matteson, stated that he is in favor of the fireworks ordinance. He feels that the youth's organizations can benefit from the sale of the fireworks. Councilmember Garcia., expressed her concern with safety issues dealing with the discharge of fireworks and stated that she is not in favor of the sale and discharge of fireworks in the City of Grand Terrace. -Councilmember Singlev, stated that he will support the fireworks ordinance. Mavor Pro Tem Buchanan, stated that he will support the fireworks ordinance and feels that there will always be a safety issue. He also stated that he will always be willing and Council Minutes January 8, 1998 Page 4 ready to bring this ordinance back to the council should problems arise. Councilmember Hilkev, questioned how the permit will be issued. Citv Manaizer Schwab, responded that applications will be taken from the organizations that would like to apply for a permit. Councilmember Hilkev, stated that Little League put part of the money back into the community and would encourage the other organizations to do the same. CC-98-04 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEIVIBER HILKEY, CARRIED 4-1 (COUNCILMEMBER GARICA VOTED NO), to approve the first reading of an Ordinance of the City Council of the City of Grand Terrace, California, Regulating the Sale and Discharge of Fireworks. UNFINISHED BUSINESS 7A. Citv Web Paee City Manager Schwab stated that staff has scheduled discussion on the web page for the second meeting in January to allow ample time to meet and develop a consensus on how to make the web site most useful to the user and how to keep the information up-to-date. NEW BUSINESS 8A. Learn Not to Burn Program CC-98-05 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to support the "Learn Not to Burn" program and direct staff to draft a letter of support.
