01/22/1998 CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - JANUARY 22. 1998, A regular meeting of the City Council of the City of Grand Terrace was called.to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on January 22, 1998 at 6:00 p.m. PRESENT:. Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Patrizia Materassi, Community and Economic Development Director Virgil Barham, Building and Safety Director John Harper, City Attorney John Hagen, Sheriffs Department ABSENT: None The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day Adventist Church, followed by the Pledge of Allegiance led by Councilman Herman Hilkey. ITEM DELETED 8A. Memorandum of Understanding (MOU) - U.S. Fish and Wildlife Service City Manager Schwab requested that item 8A. Memorandum of Understanding (MOU) - U.S. Fish and Wildlife Service be removed from the agenda and stated that it will be brought back to Council at the next scheduled meeting. SPECIAL PRESENTATIONS 2A. Chamber of Commerce Christmas Lighting Contest Winners Barbara Bayus, Grand Terrace Area Chamber of Commerce announced that the following are the winners of the Chamber Christmas Lighting Contest: Residents: 1st Place - Johnson Family on La Paix, 2nd Place- Jones Family on Arliss Commercial: 1st Place - J.B.'s Food and Cocktail, 2nd Place - Terrace Mesa Apartments 2B. Recvcline Familv of the Month - December 1997 Mayor Matteson announced that Ms. Bonnie Ruker and family are the recipients of the Recycling Family of the Month award for the month of December and of the local Council Minutes January 22, 1998 Page 2 merchant gift certificates from Demetri's Restaurant, La Pasta Italia, Domino's Pizza and Food Connection Restaurant. 2C. Marvetta Ferre'. Principal Terrace View Elementary School, Maryetta Ferre', Principal Terrace View Elementary School, reported that Terrace View is a multi-track year-round school with 820 students and 25 classrooms. Terrace View is a California Distinguished School and a California Blue Ribbon School. She announced that Terrace View is celebrating 30 years and as part of their celebration they have created a tile wall which includes hand prints of parents, students, teachers, alumni, and community members. This file wall is located at the entrance of the school. Also, as part of the celebration, a week in march has been designated for the students to complete a community project that is for the betterment of the community or school. She reported that in June Terrace View will be having an ice cream social. She stated that Terrace View is a visual and performing arts magnet school which teaches all four components of the arts including visual, dance, drama, and music. Every child at Terrace View performs for a large audience, live and one professional live performance throughout the year. She also stated that instrumental music is taught on a regular basis to third grade through sixth grade students. She introduced "America Sings," a group of 68 students from Terrace View grades 4, 5, and 6, who performed for the Council. Emergency Operations Committee (a) Minutes of 11-03-97 CC-98-07 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0 , to accept the November 3, 1997 Minutes of the Emergency Operations Committee. 5B. Council Reports Council Minutes January 22, 1998 Page 3 Mavor Matteson, reported that he attended the League of California Cities General Membership meeting hosted by the City and felt that it was a good program and that there was a good turn out. He reported that his grandson is attending a new school and is doing well. Mav_ or Pro Tem Buchanan, reported that they have received the draft report regarding the fire service delivery options for the cities of Grand Terrace, Highland, and Yucaipa. The City Manager and he will be meeting with the representatives from Highland and Yucaipa and the consulting company to review and discuss it. He will bring back the outcome of the meeting at the next Council Meeting. Councilmember Garcia, complimented staff for the layout that came out in the Inland Empire'Magazine. Councilmember Hilkev, reported,that he along with staff contacted the Riverside RCTC to go along with the San Bernardino transportation group and to put up some funds to ,,improve the freeway between Riverside and San Bernardino through Grand Terrace. He ,also reported that he attended the League of California Cities General Membership meeting where they discussed future transportation and growth in the Inland Empire and felt that the League of California Cities has focused themselves on stabilizing the financial status of cities throughout the State and the number one priority is some sort of constitutional amendment to stabilize the income of cities. The School district put on a gateway to college program at Colton High School and felt that it was a great program and extremely well put together. UNFINISHED BUSINESS, 7A. Second Reading of an Ordinance of the Citv Council of the Citv of Grand, Terrace. California. Regulating the Sale and Discharge of Fireworks CC-98-08 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 4-1 (COUNCILMEMBER GARCIA VOTED NO), to approve the Second Reading of an Ordinance of the City Council of the City of Grand Terrace, California, Regulating the Sale and Discharge of Fireworks. 7B. Citv Web Page CC-98-09 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 4-1-0-0 (MAYOR MATTESON VOTED NO), to approve the Web Site and allow the address to be public and approve the Enterprise for Economic Excellence (EEE) as the City's Host Provider for one year. Staff Travel to the League of California Cities Citv Managers Department Meeting and Reauest to Reschedule Citv Council Meetina in February CC-98-10 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to authorize the City Manager and Assistant City Manager to attend the League of California Cities City Managers Department meeting in Santa Barbara, California on February 11-13, 1998, cancel the February 12 and 26 City Council meetings and hold a Special City Council Meeting on Wednesday, February 18, 1998 at 6:00 p.m. 8C. Countv Waste Agreement CC-98-11 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 4-1 (COUNCILMEMBER HILKEY VOTED NO, to approve a Waste Delivery Agreement between the City of Grand Terrace and County of San Bernardino, and authorize the Mayor to sign the contract entering into a 15-year Waste Delivery Agreement and subsequent reduction and stabilization of landfill rates. 8D. Highgrove Communitv Park - Reauest for Sewer Service CC-98-12 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to direct staff to develop an agreement with the County of Riverside for the connection -of the Highgrove Community Park Restroom Facility to the Grand Terrace Sewer System and authorize the City Manager to approve and execute the final agreement. 8E. Circulation Improvement Fees Crain Neustaedter, Consultant, reported that he has been working on the development of circulation improvement fees for the City of Grand Terrace. He presented the following information for the Council's review: • Circulation improvements to complete the City's circulation element • Arterial intersections warranting future signalization • Signal and circulation fee analysis - • Survey of circulation fees for selected cities in the Inland Empire He reported that the circulation fee program is one of a limited number of options which the City can access to raise revenues to fund the completion of its circulation element. If a circulation fee program is not enacted, the City will need to seek out additional funding from Measure I, State and Federal Programs, of the General Fund. Councilmember Garcia, stated that she has some concerns with the areas of Barton Road and Palm and Barton Road and Canal and would like to see those areas included as part of the Circulation Improvement Plan. 'r Council Minutes January 22, 1998 Page 5 Mavor Pro Tem Buchanan, expressed his concerns with the Circulation Improvement Fees. He felt that the Multi-Family Dwelling Unit fees could be raised to the same fee as the Single Dwelling Unit and that the Retail fees should be lowered, if justifiable. Councilmember Sinalev, agreed with Mayor Pro Tem Buchanan. Mavor Matteson, also agreed with Mayor Pro Tem Buchanan. It was the concensus of the Council to direct staff to proceed with the Circulation Improvement Fees with some sensitivity to the economic portion and to look at areas of concern particularly Barton Road and Palm and Barton Road and Canal to see if they can be incorporated under new development.
