REGULAR COUNCIi,MEETING- APREL 9, 1998
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on April 9, 1998 at 6:00 p.m.

The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day
Adventist Church, followed by the Pledge of Allegiance led by Councilman Jim Singley.
SPECIAL PRESENTATIONS
2A. Proclamation - Infant Immunization Week - April 19-25, 1998/Toddler
Immunization Month - May 1998
Mayor Pro Tem Buchanan read a proclamation proclaiming April 19 through 25 to be
Infant Immunization Week and the month of May 1998 to be Toddler Immunization Month
and urged all businesses, government agencies, community based organizations and service
groups to work towards a healthy future for our children by ensuring early and on time
immunizations.
2B. ' Little League Team Sponsorships
Mayor Matteson presented checks "from Assistant City Manager, John Donlevy,
Councilmember Herman Hilkey, Mayor Pro Tem Dan Buchanan, Councilmember Jim
Singley, Mayor Byron Matteson, and City Manager, Tom Schwab to the Grand Terrace
.Little League to sponsor teams.
Councilmember Garcia sponsored a team and presented a check to Steve Hardert.
Mike O'Connell, stated that they have approximately seven hundred children participating

this year in the Grand Terrace Little League. There will be a total of six hundred games
that will be played at Pico Park over the next three months. All of the money that goes
into the league goes back into the community. He gave a list of the board members and
their duties. He expressed his appreciation to the Council for their support of the Grand
Terrace Little League.

Lillie Itani, 874 Smallwood Street, Colton, stated that she is representing the Grand
Terrace Area-Youth Basketball, she stated that due to the many changes that have taken
place with the league this year including board member changes and more expenses than
-anticipated they have run short on money and are concerned that they may not be able to
purchase trophies for the children at the end of the season which will be in a few weeks.
She stated that even with all of the fundraising that they have done they have found
themselves short and requested the City to help in some way.
Mayor Matteson, questioned how much money they are short.
Lillie Rani, stated that the trophies will cost approximately $1,700, however, they are still
trying to raise money and that anything that the City could do will help.
Counc'lmember Garcia, questioned whether all the children participating are from Grand
Terrace.
Lillie Itani, responded that they are all from the Grand Terrace area.

Terrace Area Youth Basketball Club.

COUNCILMEMBER GARCIA, CARRIED 5-0, to accept the March 2, 1998
Minutes of the Historical and Cultural Activities Committee.
5B. Council Reports
`r r Mayor Pro Tem Buchanan, reminded everyone of the Spring Egg Hunt, sponsored by the
Park and Recreation Services at Pico Park on Saturday, April 11 at 10:00 a.m. sharp.
There is no cost and includes pre-school through third grade categories. He stated that he
along with the City Manager and Assistant City Manager are currently working with the
:City of Colton on the Sewer Rates. He stated that the Ad-Hoc group continues to meet
;-with regards to the fire protection issue and that on April 15 the continued LAFCO
workshop session will take place, where LAFCO will take up the issue of what areas are
:to be included in the financial study for the purposes of the pending application of the
formation of an East Valley Fire Protection District. At the last meeting several cities
expressed their concern that the proposed district included areas within their spheres of
influence and expressed their opposition to the proposed fire district based on the fact that
they felt that it would have a negative impact on their future efforts to annex those
properties. That situation has been looked into as well as the definition of the districts and
all of those concerns have been addressed with regard to the potential district. The
concerns with County Fire taking over CSA 38 and the lack of a significant voice on our
own fire protection issues with the County Board of Supervisors help us to continue the
drive to at least take the issue of a formation of a fire protection district to the voters in
November.
Councilmember Garcia, updated everyone on the 20th Anniversary Celebration
Committee. She stated that they have come up with a sponsorship package and will be
going out and asking businesses, civic groups, families and individuals to become a
Sponsor of our "20 Grand Years."
Councilmember. Singicy, reported that SANBAG voted down the resolution allowing
alternates-to-'serve on standing committees.

www.ci.grand-terrace.ca.us. The office of public schools construction that tracks school
construction in the state has a web-site and staff is going to link the Colton's School
District on our web-site to that web-site so that we can follow the building of the new high
school.
Mayor Pro Tern Buchanan, stated that Saturday, April 11, 1998 is community clean up
day free dump day.
Assistant City Manager D nIM, stated that on Saturday from 8:00 a.m. to 12 noon will
be community clean-up day. A dumpster will be located on the property adjacent to the
fire station on City Center Court for residents to dump their unwanted materials.

ABSTAINED), to approve a Resolution of the City of Grand Terrace not opposing
any annexation within the Cities sphere of influence within the proposed East
Valley Fire Protection District.
NEW BUSINESS
8A. Rcquest to Schedule Special Meeting for FY 1998-1999 Budget Hearing
CC-98-41 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO
TEM BUCHANAN, CARRIED 5-0, to schedule a special meeting on May 27,
1998 at 6:00 p.m. for FY 1998-1999 Budget Hearing and a special meeting on
June 2, 1998 at 6:00 p.m. as a second meeting if needed.
ORDER OF ADTOURNMENT
Mayor Matteson adjourned the City Council Meeting at 6:55 p.m., until the next CRA/City
Council Meeting which is scheduled to be held on Thursday, April 23, 1998 at 6:00 p.m.
