CITY COUNCEL NIINUTES
REGULAR COUNCIL.MEETING- MAY 28a 1998
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on May 28, 1998 at 6:00 p.m.

The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day
Adventist Church, followed by the Pledge of Allegiance led by Councilwoman Lee Ann'Garcia.
SPECIAL.PRESENTATIONS
2A. Recycling Family of the Month - April 1998
Mayor Matteson announced that Mr. and Mrs. Petersen & Family are the recipients of the
Recycling Family of the Month Award for the month of April 1998 and presented them
with local merchant gift certificates from Miguels Jr. Restaurant, Demetris Restaurant,
Stater.Brothers, Blue Mountain Coffee Shop, and La Pasta Italia.
2B. Commendation - Gerald Ellis
Mayor Pro Tem Buchanan read a Commendation to Gerald Ellis, commending him and
thanking him for his good work and service to the Planning Commission and the citizens
of Grand Terrace.

Minutes of the Crime Prevention Committee.
2. Park and Recreation Committee
(a) Recommendation to Earmark Money for Community Center
CC-98-78 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER HILKEY, CARRIED 5-0, to have staff request further
clarification on their recommendation to earmark money for a community center.
(b) Appoint Regular Member _ Sarah Green
CC-98-79 MOTION BY MAYOR . PRO TEM.. .BUCHANAN, SECOND BY
COUNCILMEMBER SINGLEY, CARRIED 5-0, to appoint Sarah Green as a
regular member of the Park and Recreation Committee with a term continuing to
June 30;'2000.
3. Historical and Cultural Activities Committee
(a) Minutes of 05-04-98
CC-98-80 MOTION BY COUNCILMEMBER HILKEY, SECOND BY
COUNCILMEMBER GARCIA, CARRIED 5-0, to accept the May 4, 1998
minutes of the Historical and Cultural Activities Committee.
5B. Council Reports
hWor Matteson, referred to an article in the Press Enterprise on the crime rates in this
area and stated that Grand Terrace still has one of the lowest crime rates in the area. He
reported that the Budget Hearing was held on May 27, 1998 and feels that the Council
needs to review the budget again.

It was the consensus of the Council to agendize a Budget Review at the next scheduled
Council Meeting.
Mayor Pro Tem Buchanan, reported that there will be another strategy session on next
Wednesday to evaluate where the process is going and he will report at the next Council
Meeting what took place. Currently the application is pending with LAFCO, their staff
is waiting for the data that they need to make their analysis. He reported that Grand
Terrace Days is coming up on June 13, 1998 and the Lions Club Golf Tournament will be
held on Friday, June 5, 1998 and that their annual Pancake Breakfast will be held on June
7, 1998 from 7:00 a.m. to 11:00 a.m.
Councilmember Garcia, encouraged everyone to come out to the Grand Terrace Days
event and encouraged everyone to get one of the Grand Terrace Days T-shirts they are
very nice looking and she is looking forward to the event. She reported that the wall
dedication at Terrace View will be held on June 2, 1998 at 7:00 p.m. She commended
staff on the budget and thanked them for the presentation. She attended the East Valley
Coalition and commended staff on the Community Access Channel.
Councilmember Singley, reported that he attended the East Valley Coalition meeting and
that they are are hoping to form a list of projects for SANBAG for the East Valley area.
Councilmember Hilkev, stated that Council gave money to the basketball league for
trophies and that the money wasn't spent on what they said it would be. He encouraged
the Council, when asked for money, to look into the situation better. He stated that the
City of Fontana puts out a flyer on listed sex offenders in the area to the schools and
requested that the City of Grand Terrace do the same thing.
Mayor Pro Tem Buchanan, suggested that the recreation programs and youth sports
leagues be:inlcluded as well.
Councilmember Hilkey, reported that the recycle bins were delivered and feels that USA
Waste did a great job. He reported that Council attended the League of California Cities
YnlandEmpire Division Meeting and that the League of California Cities president gave
a presentation on the ACA 42. He stated that the Animal Emergency Clinic in Grand
Terrace offers an outstanding service to the area and that people come from all over to the
Emergency Clinic.

7A. Second Reading of an Ordinance of the City of Grand Terrace, .California,
Amending Chapter 13.12 of the Grand Terrace Municipal Code Regulating the
Discharge of Wastes into the Sewerage System of the City of Grand Terrace.

an Ordinance of the City of Grand Terrace, California, Amending Chapter 13.12
of the Grand Terrace Municipal Code Regulating the Discharge of Wastes into the
Sewerage Systems of the City of Grand Terrace.
NEW BUSINESS
8A. GIS Division/Webpage Progress Report
Community and Economic Development Director Materassi requested that Council accept
and file her report of the GIS Division/Webpage Progress Report#2.
8B. Schedule November & December Council Meetings
CC-98-82 MOTION BY -MAYOR PRO TEM BUCHANAN, SECOND BY.
COUNCIL MEMBER SINGLEY, CARRIED 5-0, to schedule a Council Meeting
on November 17, 1998 at 6:00 p.m. and to cancel the November 12 and 26
meetings and to hold a Council Meeting on December 10, 1998 following the City
Birthday Party and cancel the December 24, 1998 Council Meeting.
ORDER-OF ADTOIJRNMENT
Mayor Matteson adjourned the City Council Meeting at 6:55 p.m., until the next CRA/City
Council Meeting which is scheduled to be held on.Thursday, June 11, 1998 at 6:00 p.m.
