CITY COUNCIL MNUTES
REGULAR COUNCIL MEETING - JUNE 25. 1998
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on June 25, 1998 at 6:00 p.m.

The meeting was opened with invocation by Dr. Paul Reed, Terrace Crest Baptist Church,
followed by the Pledge of Allegiance led by Councilman Singley.
SPECIAL PRESENTATIONS
2A. Recycling Family of the Month - May 1998
Mayor Matteson announced that Mr. Richard Zamudio and family are the recipients of
the Recycling Family of the Month Award for the Month of May 1998 and of the local
merchant gift certificates from the Food Connection Restaurant, Flowers By Yvonne,
Demetri's Restaurant, Miguel's Jr. Restaurant and La Pasta Italia.

CC-98-90 MOTION BY COUNCILMEMBER HILKEY, SECOND BY
COUNCILMEMBER SINGLEY, CARRIED 5-0, to approve item 3G of the
Consent Calendar approving the 1998-1999 and 1999-2000 Slurry Seal Progam
Areas; and Authorize Staff to bid the 1998-1999 Slurry Seal Program with
Estimated Costs for the 1998-1999 Slurry Seal Program at $290,000.

Bruce Cash, United Strategies Incorporated, representing American Modular Structures
Incorporated, as a courtesy notice to let the Council know that for a one time
requirement AMSI is in need to full-fill a contract obligation that they have with a client
that will require that they work, for the first time, on Sunday up to eight hours.
Dick Rollins, 22797 Barton Road, stated that Pico Park is a great asset to the community
and encouraged Council to drive by it. He also reported that it was difficult to get a
marching band for .the Grand Terrace Days parade and that in order to schedule a band
they need to be reserved early in the year.
Barbara Pfenniahausen, 22111 Ladera Street, stated that she received a letter from USA
Waste regarding a quarterly payment schedule and expressed her concern with this
change. _She.stated that she felt that the Grand Terrace Days Parade was wonderful.
Mavor Matteson, stated that anyone having a hardship with the quarterly payment
schedule for the refuse should contact the Assistant City Manager.
Marilvn Jordan, Principal, Grand Terrace Elementary School reported on the current
events and activities taking place at Grand Terrace Elementary School. She introduced
some students from Mrs. Cook's third grade class that performed the "Tourtise and the
Hair" for the Council.

COUNCILMEMBER GARCIA, CARRIED 5-0, to accept the June 1, 1998
Minutes of the Historical and Cultural Activities Committee.
5B. Council Renorts
Mavor Matteson, reported that he attended the Grand Terrace Days Parade and Fair and
that it was a good event. He also reported that he and Mayor Pro Tern Buchanan
attended the Flag Pole Dedication at Pico Park that was put together by Eagle Scout
Corey Sorenson.
Mavor Pro Tem Buchanan, expressed his appreciation for the Community Services
Officer, City Staff, Sheriff's Department, and Volunteers for a great Grand Terrace Days
event. He feels that the City enjoys a tremendous amount of volunteer support especially
from youth organizations. The Assistant City Manager has been working with the youth
coordinating Eagle Scout Projects benefiting the City. He stated that the Grand Terrace
Toastmasters is celebrating their 20th Anniversary and congratulated them for their
service and dedication. He gave a brief update on the fire consolidation issue. He
reported that he may attend a legislation hearing that would prevent the County from
terminating a contract with CDF where a LAFCO application is pending.
Councilmember Garcia, reported that she enjoyed the presentation from the Grand
Terrace Elementary School. She felt that the Grand Terrace Days event was outstanding
;and thanked everyone for their participation. She stated that the Historical and Cultural
Activities Committee had an outstanding historical presentation. A 4th of July
community picnic celebration was held in the past and she questioned whether this is
something that can be done again. She will be attending the installation dinner for the
Chamber of Commerce on June 30, 1998. She reported that the Little League team that
she sponsored, The Pirates, came in Third Place with a good season. She questioned the
status of the pictures of the deputies for Grand Terrace.
Lt. Howell, responded that they are still working on that project.
Councilmember Hilkev, thanked volunteers and staff for a great Grand Terrace Days
event. He gave a special thanks to Barbara Bayus for her exciting announcing of the
Grand Terrace Days Parade. He thanked the Fire Department for holding the coloring
contest for Grand Terrace Days and reported that his daughter won. He feels that El
Nino has brought to Grand Terrace a beautiful winter.
Councilmember Sinalev, reported that there was an incident in Grand Terrace that took
place over the weekend and reported that the Sheriffs Department did an outstanding job
in apprehending an individual. He stated that the fire season is upon us,and encourage
everyone to keep this is mind during the celebration of Independence Day.

7A. Second Reading of an Ordinance of the City of Grand Terrace, California, Amending the
Barton Road Specific Plan of said City in .BRSP-98-01-A3, Amending the Plan as
Follows: 1) To Allow Exception to Special Standards within the Master Plan Area No.
4 in Relation to Building Locations; and 2) Inclusion of Nurseries and Garden Supply
Uses within the Village Commercial District, and in Z-98-01 Amending the Zoning and
Barton Road Specific Plan Map Designations from R1-7.2 to BRSP-VC, and in GP-98-01
Amending the General Plan Land Use Map and General Plan Land Use Map Table VI-1,
and in E-98-02 an Associated Negative Declaration, Filed by Joval Development
Company.
CC-98-93 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER GARCIA, CARRIED 5-0, to approve the Second Reading
of an Ordinance of the City of Grand Terrace, California, Amending the Barton

NEW BUSINESS
8A. Question to Council: Is there a desire of the City Council to support a zone
change for property south of Preston Street between Barton Road and Palm
Avenue, to residential from current BRSP- Ofice Professional classification?
Communitv and Economic Development Director Materassi, stated that Mr. Roy
Roberts, the property owner of parcel numbers 0276-202-64 through 0276-202-75 would .
like the Council to consider alteration of current BRSP Office Professional District for
new residential uses. The intent of this item is to ascertain if it is worthwhile for the
applicant to submit a zone change application allowing a non-conforming 15.4 units per
acre condominium map to proceed with construction and/or alternatively, request a
reevaluation/amendment of the current residential overlay'district (which suspended the
residential non-conforming status of existing singley-family residences for 10 years) to
instead allow construction of new housing units. ,
Mark McOuire, Hewitt and McQuire, 19900 McArther Blvd, representing Mr. Roy
Roberts, stated that they are here to get some direction from the Council for the best use
of the parcel which they feel is a residential plan..

CLOSED SESSION
9A. Employee Labor Negotiations Pursuant to Government Code Section 54957
Mayor Matteson announced that the Council met in Closed Session to discuss Employee
Labor Negotiations Pursuant to Government Code Section 54957. City Manager Schwab
will schedule this item for action at the July 9, 1998 City Council meeting.
ORDER OF ADJOURNMENT
Mayor Matteson adjourned the City Council Meeting at 9:45 p.m., until the next CRA/City
Council Meeting which is scheduled to be held on Thursday, July 9, 1998 at 6:00 p.m.
